PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chiao, Falzone, Parrille and Beranek ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Each Commissioner was given a copy of a memo from the ARB Chairman of the Rancho Santa Anita Residents' Association regarding Item 2. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Modification No. MP 13-14 and Single-Family Architectural Design Review No. SFADR 13-102 for the following with a Categorical Exemption from the California Environmental Quality Act (CEQA) at 301 Fairview Avenue: A. A Modification to allow more than 16'-0" of garage opening to face a street on a lot with frontage of less than 100'-0" for a new 6,825 square-foot, two story residence; and, B. Architectural Design Review approval. Applicant: Kurt von Hatten, Architect Recommended action: Find that this project is exempt from CEQA and conditionally approve Modification No. MP 13-14 and Single-Family Architectural Design Review No. 13-102. Assistant Planner, Nick Baldwin, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. The following responded: Kurt Van Hatten — Project Architect 11-26-13 Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to close the Public Hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to find that this project is exempt from CEQA and approve Modification No. MP 13-14 and Single-Family Architectural Design Review No. 13-102 based on the findings and conditions in the staff report. ROLL CALL AYES: Commissioners Baerg, Chiao, Falzone, Parrille and Beranek NOES: None There will be a five (5) working-day appeal period after the approval/denial of the applications. Appeals are to be filed by 5:30 p.m. on Thursday, December 5, 2013. 2. Modification No. MP 13-15 with a Categorical Exemption from the California Environmental Quality Act (CEQA) to allow the eaves to encroach 8'-0" into the required westerly side yard setback area and 4'-0" into the required easterly side yard setback area for a new 5,744 square- foot, two-story residence at 1032 Volante Avenue. Applicant: Andy Yu, Designer NOTE: The Architectural Review Board for the Rancho Santa Anita Residents' Association has approved the architectural design of the proposed new residence. Recommended action: Find that this project is exempt from CEQA and conditionally approve Modification No. MP 13-15. Associate Planner, Nick Baldwin, presented the staff report. Applicant: Richard Tipping, Developer Recommended action: Find that this project is exempt from CEQA and conditionally approve Tentative Parcel Map No. TPM 13-12 (72519) and adopt Resolution No. 1888. Associate Planner, Nick Baldwin, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Parrille, to close the Public Hearing. Without objection, the motion was approved. 11-26-13 MOTION It was moved by Commissioner Baerg, seconded by Commissioner Parrille, to find that this project is exempt from CEQA and approve Tentative Parcel Map No. TPM 13-12 (72519) based on the findings and conditions in the staff report; and adopt Resolution No. 1888. Appeals are to be filed by 4:30 p.m. on Friday, December 6, 2013. 4. Resolution No. 1889 —Tentative Parcel Map No. TPM 13-14 (72584) and Multiple-Family Architectural Design Review No. MFADR 13-28 with a Categorical Exemption from the California Environmental Quality Act (CEQA) for a three-unit, residential condominium development at 148 El Dorado Street. Applicant: Sanyao International, Inc., Designer Recommended action: Find that this project is exempt from CEQA and conditionally approve Tentative Parcel Map No. TPM 13-14 (72584) and Multiple-Family Architectural Design Review No. MFADR 13-28 and adopt Resolution No. 1889. Associate Planner, Tim Schwehr, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. The following responded: Robert Tong -Applicant Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MATTERS FROM COUNCIL LIAISON, JOHN WUO There was nothing to report. FROM PLANNING COMMISSIONERS Commissioner Parrille said that he will not be able to attend the December 10, 2013, Planning Commission meeting. MATTERS FROM MODIFICATION COMMITTEE Commissioner Falzone reported that the Modification Committee approved one item. MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS Mr. Kasama said that currently there are three items scheduled for the December 10, 2013, agenda. ADJOURNMENT Chairman Beranek adjourned this meeting at 8:00 p.m. to December 10, 2013, at 7:00 p.m. in the City Council Chambers located at 240 W.
