FOR WELL INSPECTION AND REHABILITATION OF ORANGE GROVE
WELL 1A AND WELL 2A PROJECT AS COMPLETE AND AUTHORIZE
THE FINAL PAYEMNT TO BE MADE IN ACCORDANCE WITH THE
CONTRACT DOCUMENTS, SUBJECT TO RETENTION OF $13,942.95

SUMMARY
On March 19, 2013, the City Council awarded a contract to Layne Christensen Co. in
amount of $305,205.96 for the inspection and rehabilitation of Orange Grove Wells 1A
and 2A. The terms and conditions of this project have been complied with and the work
has been completed for a total project cost of $278,858.90. It is recommended that the
City Council accept all work performed by Layne Christensen Co. for well inspection
and rehabilitation of Orange Grove Well 1A and Well 2A as complete and authorize the
final payment to be made in accordance with the contract documents.
DISCUSSION
The City operates 15 groundwater wells, which produce an average of 16,500 acre -feet
of water to City of Arcadia customers each year. This equates to 5.4 billion gallons of
water per year, or about 270 gallons per person per day. In order to ensure the reliable
operation of these wells, regular well maintenance and rehabilitation is crucial to water
quality and the efficient operation of the City's water production wells.
On March 19, 2013, the City Council awarded a contract to Layne Christensen Co. in
amount of $305,205.96 for the inspection and rehabilitation of Orange Grove Wells 1A
and 2A. Video inspection of both well casings was completed, and a scope of work was
determined and agreed upon by the contractor and the Public Works Services
Department. The work included cleaning of the well casings and aquifer formation-,
chemical treatment, repairing and replacing motors and pumps, performing pumping

tests, and final well disinfection. All terms and conditions of this project have been
complied with and the work has been completed to satisfaction for a total project cost of
$278,858.90. As a result, overall efficiency of both wells was increased, and the energy
savings from the well rehabilitation work is estimated to save the City approximately
$9,500 annually. In addition, Southern California Edison awarded the City a one -time
rebate check of $9,474 as part of their Energy Smart Program.
FISCAL IMPACT
This project is included in the Fiscal Year 2012 -13 Capital Improvement Program with a
total budget of $300,000. The original contract estimate for all work was $305,205.96.
Once the well was pulled, a defined project cost was determined. The final construction
cost of the project is $278,858.90, which is within the approved budget and contracts.
Additionally, due to the energy efficiency improvements from this project, the City will
receive a one -time rebate of $9,474 as part of Southern California Edison's Energy
Smart Program and will experience approximately $9,500 in annual energy savings.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Layne
Christensen Co. for Well Inspection and Rehabilitation of Orange Grove Well 1A and
Well 2A Project as complete and authorize the final payment to be made in accordance
with the contract documents, subject to retention of $13,942.95.
