HomeMy WebLinkAboutItem 2a - Special and Regular Meeting Minutes of January 7, 201456:0001 CITY COUNCIL /SUCCESSOR AGENCY SPECIAL MEETING MINUTES TUESDAY, JANUARY 7, 2014 CALL TO ORDER - Mayor Segal called the Special Meeting to order at 5:30 p.m. in the Council Chamber Conference Room. ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Amundson, Harbicht, Kovacic, Wuo, and Segal ABSENT: None PUBLIC COMMENTS - No one appeared STUDY SESSION a. Report, discussion, and direction concerning land use and development alternatives along Live Oak Avenue and Las Tunas Drive. Assistant City Manager /Development Services Director Kruckeberg provided the City Council with a report regarding existing land uses, existing general plan designations and provisions and possibilities for changes in the future regarding land use and parking along Live Oak Avenue and Las Tunas Drive. It was the consensus of the City Council that staff bring the item back for further discussion at the February 12, 2014, City Council Workshop. b. Report, discussion and direction regarding a request from Ashwood Construction for the City to purchase $1,587,324 in B Bonds related to the Campus Commons Senior Housing Project. City Manager Lazzaretto and Assistant City Manager /Development Services Director Kruckeberg provided the City Council with a report regarding Ashwood Construction's request for the City to purchase $1,587,324 in B Bonds related to the Campus Commons Senior Housing Project It was moved by Council Member Kovacic, seconded by Council Member Harbicht, and carried on roll call vote that the request from Ashwood Construction be rejected. AYES: Council Member Kovacic, Harbicht, Amundson, Wuo, and Segal NOES: None ABSENT: None 01 -07 -14 56:0002 CLOSED SESSION a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators. City Negotiators: City Manager Lazzaretto, Assistant City Manager /Development Services Director Kruckeberg, and Administrative Services Director Quach Employee Organizations: Arcadia Police Civilian Employees Association, and Unrepresented Employees: Department Heads, Division Managers, Supervisors, and Part -Time Employees. No reportable action was taken. The Special Meeting ended at 6:55 p.m. go Gene Glasco, City Clerk Lisa Mussenden Chief Deputy City Clerk /Records Manager 01 -07 -14 56:0003 CITY COUNCIL /SUCCESSOR AGENCY REGULAR MEETING MINUTES TUESDAY, JANUARY 7, 2014 CALL TO ORDER - Mayor Segal called the regular meeting to order at 7:00 p.m. INVOCATION - Reverend Darwin Ng, Police Department Chaplain PLEDGE OF ALLEGIANCE — Mary Beth Hayes, Director of Library and Museum Services ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Amundson, Harbicht, Kovacic, Wuo, and Segal ABSENT: None REPORT FROM CITY ATTORNEY REGARDING CLOSED SESSION ITEMS City Attorney Deitsch reported that the City Council conducted a Study Session to hear reports from staff regarding the two items listed on the posted agenda; he reported that regarding Item a., staff discussed existing land uses, existing general plan designations and provisions and possibilities for changes in the future regarding land use and parking along Live Oak Avenue and Las Tunas Drive; no decision was reached; however, staff was directed to bring the item back for further discussion at the February 12, 2014, City Council Workshop; and regarding Item b., staff discussed a request from Ashwood Construction for the City to purchase $1,587,324 in B Bonds related to the Campus Commons Senior Housing Project; and on motion by Council Member Kovacic, seconded by Council Member Harbicht, the City Council, unanimously on a roll call vote of 5 -0, rejected the request from Ashwood Construction. In addition, City Attorney Deitsch reported that the City Council convened to a Closed Session to consider the one item listed on the posted agenda under Closed Session; no reportable action was taken. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced there was no supplemental agenda information. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Amundson, seconded by Council Member Kovacic, to read all ordinances and resolutions by title only and waive the reading in full. PUBLIC COMMENTS Scott Hettrick appeared on behalf of Arcadia's Best Foundation and the Downtown Community Benefits District, to express their appreciation for all the help the City provided in accommodating the Downtown Christmas Market on First Avenue during the month of December on such short notice. 01 -07 -14 56:0004 REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense CAB 1234]). Council Member Kovacic wished everyone a Happy New Year; he commented on the cold weather in Portland Oregon and Boston where his children live, and the great weather in Arcadia, especially on the day of the Rose Parade. Mayor Pro Tern Wuo wished everyone a Happy New Year; and congratulated Mayor Segal on the upcoming wedding of his daughter. Council Member Amundson reported that on December 11, he attended the San Gabriel Valley Energy Wise Partnership with City Manager Lazzaretto, Public Works Services Director Tait, and City staff and noted that the City received an award for its conservation efforts; he provided comments on the Downtown Christmas Market, and safety issues, and noted that drunk driving arrests were up from last year's holiday season, and expressed his appreciation to the Arcadia Police Department for their participation in the DUI check points during the holidays; and wished everyone a great and prosperous New Year. Council Member Harbicht reported that he and his wife attended the Arcadia Chinese Association Holiday Party; he commented on consent calendar item b., where the City will be appropriating funds to complete the Traffic Control System, and wanted the residents to know that the City is not ignoring traffic problems, that the City is investing a significant amount of tax dollars toward the improvement of the traffic system. City Clerk Glasco wished everyone a Happy New Year; and announced that George Sanders, the former owner of Colonial Pharmacy, will be the guest speaker at the Arcadia Historical Society general meeting on January 16, 2014. Mayor Segal also wished everyone a Happy New Year; he commended and congratulated City Manager Lazzaretto, Assistant City Manager /Development Services Director Kruckeberg, and Administrative Services Director Quach, and all the bargaining groups for their efforts in negotiating 4 year agreements. 1. CITY CLERK ITEMS a. Appointment to the Arcadia Beautiful Commission. Recommended Action: Make Appointment City Manager Lazzaretto presented the staff report regarding the appointment to the Arcadia Beautiful Commission. Mayor Segal called for nominations. Council Member Harbicht nominated Ethel Laczko for appointment to the Arcadia Beautiful Commission to fill the unexpired term of Sheryl Lopez which expires June 30, 2016. Seeing no other nominations, Council Members cast their votes as follows: AYES: Council Member Amundson, Harbicht, Kovacic, Wuo, and Segal 01 -07 -14 56:0005 2. CONSENT CALENDAR a. Regular Meeting Minutes of December 3, 2013. Recommended Action: Approve b. Accent all work Derformed by Lavne Christensen Co. for the Well Insaection and Rehabilitation of Orange Grove Well 1A and Well 2A Project as complete, and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $13,942.95. Recommended Action: Approve Professional Services Agreement with KLD Engineering, P.C., in the amount of $576,204 to provide an Adaptive Traffic Control System to complete Phase 2 of the Intelligent Transportation System (ITS) Master Plan, authorize a 10% contingency, and adopt a categorical exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA). Recommended Action: Approve One year contract extension with West -Lite Supply Company, Inc. for the purchase of electrical lighting and accessories in the amount of $46,575. Recommended Action: Approve e. Professional Services Agreement with Inter -Con Security Systems, Inc. for Official Parking Enforcement Services from January 8, 2014, through June 30, 2017. Recommended Action: Approve It was moved by Council Member Harbicht, seconded by Council Member Kovacic, and carried on roll call vote to approve Consent Calendar Items 2.a through 2.e. Resolution No. 7006 establishing compensation and related benefits for employees represented by the Arcadia Police Civilian Association ( "APCEA ") for April 1, 2014, through June 30, 2018. Recommended Action: Adopt Administrative Services Director Quach presented the staff report. He also introduced Jeannette Flores who was just promoted to the Human Resources Administrator position. It was moved by Mayor Pro Tern Wuo, seconded by Council Member Harbicht, and carried on roll call vote to adopt Resolution No. 7006 establishing compensation and related benefits for employees represented by the Arcadia Police Civilian Association ( "APCEA ") for April 1, 2014, through June 30, 2018.
