SUBJECT: SPECIFIC PLAN NO. SP 13-02, GENERAL PLAN AMENDMENT NO.
GPA 14-01, AND ZONE CHANGE NO. ZC 14-01 WITH A MITIGATED
NEGATIVE DECLARATION FOR TWO NEW HOTELS AND A HOTEL
CONDOMINIUM TOWER AT 130 W. HUNTINGTON DRIVE.
Recommendation: Continue the public hearing to February 25, 2014
SUMMARY
The applicant, Mr. Andy Chang, has submitted applications for Specific Plan No. SP 13-
02 (Seabiscuit Pacifica Specific Plan), General Plan Amendment No. GPA 14-01, and
Zone Change No. ZC 14-01 for the development of two hotels, a 121-room Marriott
Residence Inn, a 89-room Fairfield Inn and Suites, and a hotel condominium tower with
50 units — see the attached site plan.
The project will be completed in two phases — Phase 1 will include a Marriott Residence
Inn, a Fairfield Inn and Suites, an existing portion of the Santa Anita Inn (63-rooms) to
remain, and surface parking. The two hotels total 142,320 square feet of hotel space in
two connected buildings, with a total of 210 rooms. The Marriott Residence Inn will have
six floors with a maximum height of approximately 80 feet. The Fairfield Inn will have
four floors with a maximum height of approximately 60 feet. The existing Santa Anita
Inn will have four buildings in operation with 63-rooms total (63 of the 110 rooms).
There will be 296 surface parking spaces for both hotels and the Santa Anita Inn.
Phase 2 includes the demolition of the remaining portion of the Santa Anita Inn and
construction of the hotel condominium tower, which will consist of 115,269 square feet
and 50 units. The hotel condominium tower will have eight floors and include 9
townhomes, 36 condominium units, 5 penthouses, and subterranean parking. The hotel
condominium tower will have a maximum height of 98'-0". There will be a total of 129
parking spaces proposed: 52 parking spaces in a subterranean parking structure and 77
surface parking spaces.
The proposed project requires approval of the following applications:
• A Development Agreement
• A Specific Plan to develop the 5.73-acre site with two hotels (a total of 210
rooms) and a hotel/condominium tower with 50 units.
• A General Plan Amendment to revise the General Plan Land Use Designation
from Commercial with a 1.0 FAR to SP-2 - Seabiscuit Pacifica Specific Plan with
a 1.3 FAR.
• A Zone' hange and Zoning Map Amendment to revise the zoning from C-2 with
Downtown and Height Overlays to SP-SP (Seabiscuit Pacifica Specific Plan).
• A Mitigated Negative Declaration incompliance with CEQA.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated
Negative Declaration (MND) has been prepared. The Initial Study/MND was sent to the
State Clearinghouse on December 3, 2013. The 30-day public comment period on the
proposed MND was from December 5, 2013 to January 13, 2014. During the comment
period, staff received comments from the following agencies:
• Caltrans (two letters)
• Department of Fish & Wildlife
• Southern California Edison
• L.A. County Sanitation Districts
• Native American Heritage Commission
The comments from the Initial Study/MND necessitated additional traffic analyses.
RECOMMENDATION
Staff is recommending a continuance of this item to the regular Planning Commission
meeting of February 25, 2014, in order to provide ample time to complete the additional
traffic analyses. The applicant has been informed of the continuance and
recommendation.
PLANNING COMMISSION ACTION
The Planning Commission should open the public hearing and receive any public
testimony and continue this item to the February 25, 2014 meeting.
