THE MISCELLANEOUS MINOR REPAIRS TO ARTERIAL STREETS
PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS

SUMMARY
On September 17, 2013, the City Council awarded a contract to Nobest Incorporated in
the amount of $160,000 for miscellaneous minor repairs to arterial streets, including the
repair of the bus turn -out located on eastbound Huntington Drive at Arcadia Methodist
Hospital, shortening the median noses on Baldwin Avenue between Camino Real and
Live Oak Avenues, and repairing the asphalt pavement on El Monte Avenue northbound
at Longden Avenue and on Holly Avenue northbound at Campus Drive.
The terms and conditions of this project have been complied with, and the required work
has been performed to staff's satisfaction for a final cost of $159,408.50. It is
recommended that the City Council accept the project as complete, and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
Over the past few years, several isolated arterial street pavement needs have been
documented and kept on a list for future opportunities. These locations tend to be too
small or limited to be stand -alone projects, but can be relatively expensive and
difficult to add onto other projects. The intent of this project was to take the highest
priorities from the list and carry out repairs to these locations as one project. The City
has successfully administered other types of improvements utilizing this method, such
as sidewalk, curb and gutter, and bus pad projects.

In Fiscal Year 2012 -13, the City Council appropriated $150,000 for a project to make
miscellaneous minor repairs to arterial streets. The project scope was assembled from
several of the highest priorities on the City's inventory list. The initial project scope was
to include the pavement repair at the bus turn -out located on eastbound Huntington
Drive at Arcadia Methodist Hospital, shortening the median noses on Baldwin Avenue
between Camino Real and Live Oak Avenues, repairing the asphalt pavement in the
eastbound right lane of Huntington Drive at Fifth Avenue, and the slurry seal
and restriping of Colorado Boulevard from San Antonio Road to Colorado Place.
While the project was in design earlier last year, the Colorado Boulevard work was
removed from this project and added to the Summer Slurry Seal project. This allowed
the work to be accelerated and take advantage of the competitive slurry seal unit costs.
However, the cost for that work in the amount of $30,000 remained in this budget and
was deducted at the end of that project.
On September 17, 2013, the City Council awarded the contract to Nobest Incorporated
in the amount of $160,000 and appropriated an additional $76,500 of Proposition C
funds to cover associated costs and overage on the original budget.
DISCUSSION
After the project was awarded, it was determined that the proposed work on Huntington
Drive at Fifth Avenue would be an added disruption and inconvenience to the public
when considering the current construction activity in the area. Due to the Gold Line
construction and the Southern California Edison Company activity in the Arcadia
Downtown area, it was determined that an alternative locations in need of repairs would
be selected, and that Huntington Drive at Fifth Avenue would be rescheduled as a
future project. Upon completion of the bus turnout and the median work, the available
balance was determined. Several other high priority locations were given to the
contractor to estimate the repair costs based on the unit prices in the bid. Ultimately,
two locations were added as replacements for the Huntington Drive at Fifth Avenue
work. They were El Monte Avenue northbound at Longden Avenue and Holly Avenue
northbound at Campus Drive. The project was completed on January 3, 2014, at a total
cost of $159,408.50, just under the original bid price of $160,000.
FISCAL IMPACT
Funds in the amount of $150,000 from Proposition "C" funds were budgeted in the FY
2012 -13 Capital Improvement Program for this project. In addition, the City Council
made an additional $76,500 appropriation of Proposition "C" funds, along with a 10%
contingency, at the September 17, 2013, meeting. The final cost of the construction
contract is $159,408.50. There are sufficient funds to cover all costs, and the remaining
unspent appropriation will be returned to Proposition "C" Reserve.

RECOMMENDATION
It is recommended that the City Council accept all work performed by Nobest
Incorporated for the Miscellaneous Minor Repairs to Arterial Streets Project as complete
and authorize the final payment to be made in accordance with the contract documents.
