COLON COATINGS, INC. FOR THE TORREY PINES RESERVOIR RECOATING PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY On January 15, 2013, the City Council awarded a contract to J. Colon Coatings, Inc. in the amount of $168,200 for the Torrey Pines Reservoir Recoating Project. The terms and conditions of this project have been complied with and the work has been completed to staff's satisfaction for the total project cost of $162,500. This amount reflects the original contract amount of $168,200 minus quantity reductions totaling $5,700 or 3.4% less than the original contract amount. It is recommended that the City Council accept all work performed by J. Colon Coatings, Inc. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $8,125. DISCUSSION The Torrey Pines Reservoirs provide water storage and maintain a water pressure for Zone 4 of the City's water distribution system (see Attachment for a location map of the reservoirs). This zone provides domestic water and fire suppression for the Whispering Pines Estates neighborhood. The Torrey Pines Reservoirs consist of two 160,000 - gallon, bolted steel tanks that were originally constructed in 1994 as part of the development of Whispering Pines Estates. This was the first time that the tanks were taken out of service and recoated on the inside since they were constructed. Accept Torrey Pines Reservoir Recoating Project February 4, 2014 Page 2 of 2 Routine inspection of the reservoirs identified areas where the bolts and seams of the reservoirs were beginning to corrode. As a result, it was determined that taking the reservoirs out of service and performing preventative maintenance could prevent future problems. A project to clean, repair, and recoat the interior of the reservoirs was recommended and approved as a part of the Fiscal Year 2012 -13 Capital Improvement Program and the contract to perform the work was awarded by the City Council to J. Colon Coatings in January 2013. To prevent the reservoirs being out of service during the summer months, this project was scheduled in two phases. Work on Phase 1 occurred from February to May of 2013, and work on Phase 2 occurred from October to December of 2013. The original contract cost to perform the work was $168,200. As the reservoirs were cleaned and the condition of the interior of the reservoirs was thoroughly inspected, it was determined that the scope of the work could be reduced. The total savings for this reduction in work was $5,700, resulting in a final contract cost of $162,500. FISCAL IMPACT Funds in the amount of $150,000 had been budgeted in the Fiscal Year 2012 -13 Capital Improvement Program using the Water Fund. An additional appropriation of $18,200 from the Water Fund was approved by the City Council on January 15, 2013, for a total budget of $168,200. The final project cost was $162,500, which is within the total approved budget. RECOMMENDATION It is recommended that the City Council accept all work performed by J. Colon Coatings, Inc. for the Torrey Pines Reservoir Recoating Project as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $8,125.
