FOR THE SIXTH AVENUE SEWER CAPACITY IMPROVEMENT PROJECT IN THE AMOUNT OF $407,100 Recommendation: Approve SUMMARY The City of Arcadia's 2006 Sewer Master Plan study identified the section of sanitary sewer pipe on Sixth Avenue as inadequate in accommodating the current flows in the pipe. Under this project, the existing 8 -inch sanitary sewer main along Sixth Avenue from Live Oak Avenue to Verner Circle will be replaced with a larger pipe to alleviate the high demand on the existing sewer pipe and prevent potential sewer system overflows. To ensure that the City is receiving the most competitive prices and quality service for this work, a formal bid was conducted and Gentry Brothers Inc. submitted the lowest responsive bid. It is recommended that the City Council authorize the City Manager to execute a contract with Gentry Brothers Inc. for the Sixth Avenue Sewer Capacity Improvement Project in the amount of $407,100. DISCUSSION The City's Sewer System Management Plan (SSMP) has a goal of zero sewer system overflows and this is achieved through annual inspection and cleaning of the sewer pipes, repair of broken pipes, and replacement of pipes flowing above their design capacity. In addition, as part of the City's 2006 Sewer Master Plan, all sanitary sewer mains were evaluated to compare existing flows through the pipes to the design capacities of the pipes. Evaluation of the sewer pipe on Sixth Avenue, north of Live Oak Avenue indicated that the sewer pipe is currently flowing above its design capacity and is at risk of experiencing a sewer system overflow. Award Sixth Avenue Sewer Capacity Improvement Project February 4, 2014 Page 2 of 3 As a result, City staff worked with a design consultant to prepare plans and specifications to replace the existing 8 -inch pipe with a 12 -inch pipe from Live Oak Avenue to Longden Avenue, and a 10 -inch pipe from Longden Avenue to Verner Circle (see attached location map of the project area). A Notice Inviting Bids was published in the City's adjudicated publication and bid packages were acquired by area contractors. Anaheim $909,118 The Engineer's Estimate to complete this work was $700,000. In order to assure that the project could be awarded within the approved budget of $600,000, the work was divided into a base bid for work between Live Oak Avenue and Longden Avenue, and an alternate bid for work between Longden Avenue and Verner Circle. In accordance with the bid documents, all bids were evaluated on the basis of the base bid. Bids received were very competitive and came in below the Engineer's Estimate. For simplicity, the amounts shown above reflect the total amount for the base bid, plus the alternate bid (total bid). Since the lowest responsive bid received was within the project budget, the decision was made to include all recommended improvements. The bid documents were reviewed for accuracy and content. Gentry Brothers Inc. submitted the lowest bid. The contractor's license and recent projects completed were investigated to ensure that they were completed successfully. Following this review, it was determined that Gentry Brothers Inc. submitted the lowest and most responsive bid, and is therefore capable of completing the project as defined in the bid documents. Award Sixth Avenue Sewer Capacity Improvement Project February 4, 2014 Page 3 of 3 ENVIRONMENTAL ANALYSIS This project involves the replacement of an existing pipeline under one mile in length and therefore qualifies as a Statutory Exemption per Section 15282 of the California Environmental Quality Act. FISCAL IMPACT The total projects cost is expected to be $407,100. Funds in the amount of $600,000 have been budgeted in the Fiscal Year 2013 -14 Capital Improvement Program using Sewer Funds for the Sixth Avenue Sewer Capacity Improvement Project. RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute a contract with Gentry Brothers Inc. for Sixth Avenue Sewer Capacity Improvement Project in the amount of $407,100.
