FOR THE SEWER MAIN STRUCTURAL REPAIR PROJECT IN THE AMOUNT OF $34,570 Recommended Action: Approve SUMMARY The Sewer Main Structural Repair Project is part of the Fiscal Year 2012 -13 Capital Improvement Program and will include the repair of approximately 51 feet of 8 -inch sewer pipe and five manhole structures on local City streets. Repair of these pipes and structures will prevent potential sewer system overflows. To ensure the City is receiving the most competitive prices and quality service for this work, a formal bid process was conducted and Gentry Brothers Inc. submitted the lowest, most responsive bid. It is recommended that the City Council authorize the City Manager to execute a contract with Gentry Brothers Inc. for the Sewer Main Structural Repair Project in the amount of $34,570. DISCUSSION Cracks or broken sections of pipe in the City's sewer pipes can lead to more serious problems later on if left unrepaired. Debris and trees roots can easily get through broken pipes and deteriorating manholes structures, resulting in sewer blockages or backups. Additionally, these problems require more frequent cleaning of the sewer pipes, which takes away from routine cleaning of sewer pipes by Public Works Services maintenance crews. In 2006, the State Water Resources Control Board (SWRCB) adopted the Waste Discharge Requirement (WDR) program for all publicly owned sanitary sewer collection systems in California. Under this program, the City is required to perform regular visual and closed circuit TV (CCTV) inspections of manhole structures and sewer pipes. The information received from these inspections is reviewed and used to prepare projects for the repair of broken pipe sections and manhole structures. Sewer Main Structural Repair Project Contract February 18, 2014 Page 2 of 3 As part of these inspections, three sections of sewer main were identified as high priority repairs due to significant cracking, root intrusion, and deterioration. These sections are on Oakwood Avenue, south of Grandview; Oak View Lane, south of Grandview; and Fifth Avenue, north of Camino Real Ave. In addition, five manhole structures were identified as needing repair on Arbolada Drive at San Carlos Road, Eighth Avenue at Tiffany Terrace, Forest Avenue at Rodeo Road and within an easement at Santa Maria Road. A Notice Inviting Bids was published in the City's adjudicated publication and bid packages were acquired by area contractors. On January 7, 2014, the Office of the City Clerk received and opened 11 sealed bids with the following results: RANK FIRM LOCATION TOTAL BID 1 Gentry Brothers Inc. The contractor's license and recent projects completed were also investigated to ensure that they were completed successfully. Following this review, it was determined that Gentry Brothers Inc. submitted the lowest and most responsive bid, and is therefore capable of completing the project as defined in the bid documents. ENVIRONMENTAL ANALYSIS This project involves the replacement of an existing utility pipeline less than one mile in length and therefore qualifies as a Statutory Exemption per Section 15282 of the California Environmental Quality Act. Sewer Main Structural Repair Project Contract February 18, 2014 Page 3 of 3 FISCAL IMPACT Funds in the amount of $50,000 from Sewer Fund have been budgeted in the Fiscal Year 2012 -13 Capital Improvement Program for the Sewer Main Structural Repair Project. There are sufficient funds to cover the total contract cost of $34,570. RECOMMENDATION It is recommended that the City Council execute a contract with Gentry Brothers Project in the amount of $34,570. Approved.
