= REGULAR MEETING MINUTES
Tuesday, January 28, 2014
CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.

ABSENT: Commissioner Chiao(arrived late)
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Each Commissioner was given a copy of a letter from a resident relating to Item 3.
PUBUC COMMENTS
None.
PUBUC HEARINGS
1. Specific Plan No. SP 13-02, General Plan Amendment No. GPA 14-01 and
Zone Change No. ZC 14-01 with a Mitigated Negative Declaration for two new
hotels and a hotel/condominium tower at 130 W. Huntington Drive.
Recommended action: Continue to the February 25,2014, meeting
Community Development Administrator, Jim Kasama, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
There were none.
Chairman Beranek asked if anyone would like to speak in opposition to this project
There were none.
MOTION
It was moved by Commissioner Falzon, seconded by Commissioner Pantie, to
continue Specific Plan No. SP 13-02, General Plan Amendment No. GPA 14-01 and
Zone Change No. ZC 14-01 to the February 25, 2014 meeting.

2. Resolution No. 1894-Tentative Parcel Map No. TPM 11-08 (71733), Multiple-
Family Architectural Design Review No. MFADR 11-23, Modification
Application No. MP 13-13 and Oak Tree Encroachment Permit Application No.
THE 13-70 for the following requests with a Categorical Exemption from the
California Environmental Quality Act (CEQA) to develop and subdivide the
subject property with four residential condominium units at 703 S. Second
Avenue:
a. A 10-foot, street-side yard setback along Genoa Street in lieu of the
25-foot requirement;
b. A landscape buffer of 0 to 24 inches between the driveway and west
property line in lieu of the 36-inch requirement, and no landscape
buffer between the driveway and the building in lieu of the 24-inch
requirement;
c. Four new 15-gallon trees to be planted in the landscape area along
Genoa Street in lieu of the requirement of five new 36-inch box
trees; and,
d. Encroachment into the protected zones of two oak trees.

Recommended action: Find that this project is exempt from CEQA, and
conditionally approve Tentative Parcel Map No. TPM 11-06 (71733), Multiple-
Family Architectural Design Review No. MFADR 11-23, Modification No. MP
13-13 and Oak Tree Encroachment Permit No. THE 13-70, and adopt
Resolution No. 1894.

speak in favor of this project.
Mr. Wallace Fu, project architect responded.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
There were none.

It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to
close the Public Hearing. Without objection, the motion was approved.

It was moved by Commissioner Baerg, seconded by Commissioner ParriIle, to find
this project exempt from CEQA, conditionally approve Tentative Parcel Map No.

TPM 11-06 (71733), Multiple-Family Architectural Design Review No. MFADR 11-23,
Modification No. MP 13-13 and Oak Tree Encroachment Permit No. THE 13-70,
and adopt Resolution No. 1894.

Thera is a five (5) working-day appeal period after the adoption of the Resolution.
Appeals are to be filed by 5:30 p.m. on Tuesday, February 4, 2014.
3. Resolution No. 1895 — Tentative Tract Map No. TTM 72514 and Multiple-
Family Architectural Design Review No. MFADR 13-31, with a Categorical
Exemption from the California Environmental Quality Act (CEQA) to develop
and subdivide the subject property with 18 residential condominium units at
825 Arcadia Avenue.
Applicant Jasen Grohs, Developer
Recommended action: Find that this project is exempt from CEQA,
conditionally approve Tentative Tract Map No. TTM 72514 and Multiple-Family
Architectural Design Review No. MFADR 13-31, and adopt Resolution No.
1895.

Chairman Beranek opened the public hearing and asked if anyone would like to
speak In favor of this project
The applicant, Mr. Jasen Grohs, responded.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
Mr. Russell Flores, a resident of the existing building, responded.
Chairman Beranek asked if the applicant would like to speak in rebuttal. Mr. Grohs
declined.
MOTION
It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to
close the Public Hearing. Without objection, the motion was approved.

It was moved by Commissioner. Chiao, seconded by Commissioner Falzone, to find
that this project is exempt from CEQA, conditionally approve Tentative Tract Map
No. TTM 72514 and Multiple-Family Architectural Design Review No. MFADR 13-
31, and adopt Resolution No. 1895.

1896.

close the Public Hearing. Without objection, the motion was approved.

It was moved by Chairman Parrille, seconded by Commissioner Falzone, to find that
this project is exempt from CEQA, conditionally approve Tentative Tract Map No.
TTM 72533 and Multiple-Family Architectural Design Review No. MFADR 13-21,
and adopt Resolution No. 1896.

Recommended action: Approve

Without objection, the minutes were approved as presented.

There was nothing to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Falzon reported that the Modification Committee meeting was cancelled.
MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS
Mr. Kasama said that currently there are no items scheduled for the February 11 Planning
Commission meeting but there are a few for the Modification Committee. He reminded the
Commissioners about the upcoming League of California Cities Planning Commissioners'
Academy in March and the Cal APA and League of California Cities conferences in the fall.
ADJOURNMENT
Chairman Beranek adjourned this meeting at 7:33 p.m. to February 11, 2014, at 7:00 p.m. in
the City Council Chambers located at 240 W. Huntington Drive,Arcadia.
