Pursuant to the Americans with Disabilities Act, persons with a disability who require a disability related modification or

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
PUBLIC COMMENTS (5 minute time limit per person)
Each speaker is limited to five(5)minutes per person, unless waived by the Planning Commission. Under the Brown
Act,the Members are prohibited from discussing or taking action on any items not listed on the posted agenda. The
matter will be referred to staff for an appropriate response,or will be placed on the agenda of a future meeting.
PUBLIC HEARINGS
All interested persons are invited to appear at a public hearing and to provide evidence or testimony concerning any of
the proposed items set forth below for consideration. Separate and apart from the applicant(who may speak longer in
the discretion of the Commission) speakers shall be limited to five (5) minutes per person. The applicant may
additionally submit rebuttal comments,at the discretion of the Commission.
You are hereby advised that should you desire to legally challenge in court any action taken by the Planning
Commission regarding any Public Hearing item,you may be limited to raising only those issues and objections you or
someone else raised at the public hearing or in written correspondence delivered to the Planning Commission at, or
prior to,the public hearing.
1. Resolution No. 1900—Conditional Use Permit No. CUP 13-19 to operate a 1,200-
square-foot nail salon with a Categorical Exemption from the California
Environmental Quality Act (CEQA) at 202 E. Live Oak Avenue (d.b.a. Nicely
Nails).
Applicant: Ngoc Hien Thi Le, Business Owner
• Recommended action: Find that the project is exempt from CEQA, conditionally
approve Conditional Use Permit No. CUP 13-19, and adopt Resolution No. 1900.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda wiN
be made available for public inspection in the City's Planning Services Office located at 240 W Huntington Drive,
Arcadia, California, during normal business hours.
There is a five working day appeal after the adoption of the Resolution. Appeals
are to be filed by 5:30 p.m. on Tuesday, March 18, 2014.
2. Resolution No. 1899 — Zone Variance No. ZV 13-01; Tentative Tract Map No.
72421; Multiple-Family Architectural Design Review No. MFADR 13-32; and
Conditional Use Permit No. CUP 13-15 with a Categorical Exemption from the
California Environmental Quality Act (CEQA)for the following requests at 681-685
N. First Avenue and 723 and 805 N. First Avenue.
A. A Zone Variance to allow a 6-unit multiple-family development at 681-
685 N. First Avenue in lieu of the minimum 9-unit density requirement
for this property (AMC Sec. 9255.2.7); to allow a zero landscape buffer
between a portion of the proposed driveway and the southwest property
line in lieu a minimum 3'-0" buffer requirement along the entire
driveway (AMC Sec. 9255.2.10); and to allow a zero landscape buffer
between portions of the proposed driveway and the new residential
buildings in lieu of a minimum 2'-0" buffer requirement along the entire
driveway(AMC Sec. 9255.2.10);
B. A Tentative Tract Map to subdivide the new 6-unit multiple-family
development into residential condominiums;
C. Architectural Design Review approval of the proposed 6-unit multiple-
family development; and
D. A revision to the existing Conditional Use Permit for the church at 723 &
805 N. First Avenue to reconfigure the church parking lot, and update
the existing church services and ancillary uses.

Recommended action: Find that the project is exempt from CEQA, conditionally
approve the applications, and adopt Resolution No. 1899
There is a ten (10) day appeal period after the adoption of the Resolution.
Appeals are to be filed by 5:30 p.m. on Monday, March 24, 2014.
3. Resolution No. 1898 - Tentative Tract Map No. TTM 72625; Multiple-Family
Architectural Design Review No. MFADR 13-34; Oak Tree Encroachment
Application No. THE 13-69; and Modification No. MC 14-05 with a Categorical
Exemption from the California Environmental Quality Act (CEQA) for a six-unit,
residential condominium development with the following requests at 19-23
Christina Street.
A. An 8'-0" northerly rear yard setback in lieu of the 10'-0" requirement for
an accessible lift(AMC Sec. 9255.2.5);
B. A 4'-6" easterly side yard setback in lieu of the 10'-0" requirement for an
accessible lift(AMC Sec. 9255.2.4);
C. Provide 651 square feet of common open space in lieu of 100 square feet
of private open space for each unit(AMC Sec. 9255.2.11); and,
D. Encroachment into the protected zones of three oak trees.
Any writings or documents provided to a majority of the Planning Commission regarding any tern on this agenda will
be made available for public inspection in the City's Planning Services Office located at 240 W. Huntington Drive,
Arcadia, California,during normal business hours.

Recommended action: Find that this project is exempt from CEQA, conditionally
approve the applications, and adopt Resolution No. 1898.
There is a ten (10) day appeal period after the adoption of the Resolution.
Appeals are to be filed by 5:30 p.m. on Monday, March 24, 2014.
CONSENT CALENDAR
All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote.
There will be no separate discussion of these items unless members of the Commission, staff, or the public request
that specific items be removed from the Consent Calendar for separate discussion and action.
