CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.

PRESENT: Commissioners Baerg, Chiao, Falzone, Perrille and Beranek

SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS

PUBLIC COMMENTS
None.
PUBLIC HEARINGS
1. Resolution No. 1897 - Specific Plan No. SP 13-02, General Plan Amendment
No. GPA 14-01 and Zone Change No. ZC 14-01 with a Mitigated Negative
Declaration for the Seabiscuit Pacifica Specific Plan development for two new
hotels and a hotel condominium at 130 W. Huntington Drive.
Applicant: Andy Chang
Recommended action: Adopt Resolution No. 1897 and forward a
recommendation to the City Council
Planning Services Manager, Lisa Flores, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project
Mr. Andrew Chang, representing the applicant, responded.
Chairman Beranek asked if anyone would like to speak in opposition to this
project
There were none.
MOTION
It was moved by Commissioner Falzone, seconded by Commissioner Perrille, to
close the Public Hearing. Without objection, the motion was approved.

It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to adopt
Resolution No. 1897 to recommend denial of Specific Plan No. SP 13-02, General
Plan Amendment No. GPA 14-01, Zone Change No. ZC 14-01 and the Mitigated
Negative Declaration for the Seabiscuit Pacifica Specific Plan development for two
new hotels and a hotel condominium at 130 W. Huntington Drive.

2. Modification Application No. MP 14-02 and Single-Family Architectural Design
Review No. SFADR 13-85 for the following requests with a Categorical
Exemption from the California Environmental Quality Act (CEQA) at 1241
Louise Avenue:
A. A Modification for a proposed 4,995 square-foot, two-story residence to
allow 24 linear feet of garage openings to face the street side yard
area along E. Le Roy Avenue in lieu of the maximum 16 linear feet
allowed for a lot less than 100'-0"in width (AMC Sec. 9252.2.6); and
B. Architectural Design Review approval of the proposed residence.
Applicant: Alex Chang, Designer
Recommended action: Conditionally approve
Associate Planner, Tim Schwehr presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
Mr. Alex Chang, Project Designer, responded.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
There were none.
MOTION
It was moved by Commissioner Perrille, seconded by Commissioner Falzone, to
close the Public Hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Perrille, seconded by Commissioner Falzone, to
find this project exempt from CEQA, and to conditionally approve Modification No.
MP 14-02 and Single-Family Architectural Design Review No. SFADR 13-85.

There is a five (5) working-day appeal period after the approval/denial of the

3. Minutes of the January 28, 2014, Regular Meeting of the Planning
Commission
Recommended action: Approve
MOTION
Without objection, the minutes were approved as presented.
MATTERS FROM COUNCIL LIAISON, JOHN WUO
Councilman Wuo expressed his appreciation to the Commissioners for their careful
deliberation on Item 1 and assured them that he would share their concerns with the City
Council.
FROM PLANNING COMMISSIONERS
There was nothing to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Faizone reported that at the February 11 meeting, Modifications for two cases
were approved, and at the meeting this morning, one application was approved for
Modifications to remodel a guest house.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said that so far, there are two, six-unit residential condominium projects, and a
CUP for a nail salon scheduled for the next Planning Commission meeting.
ADJOURNMENT
Chairman Beranek adjourned this meeting at 8:25 p.m. to March 11, 2014, at 7:00 p.m. in the
City Council Chambers located at 240 W. Huntington Drive, Arcadia.
