CONCRETE PAVEMENT REHABILITATION OF EASTBOUND
FOOTHILL BOULEVARD FROM SANTA ANITA AVENUE TO BALDWIN
AVENUE AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS

SUMMARY
On July 16, 2013, the City Council awarded a contract to E C Construction in the
amount of $551,365 for the Concrete Rehabilitation of Foothill Boulevard. There were
three (3) change orders. With the final adjustment for actual quantities, the contract
increased by $20,157.53.
The terms and conditions of this project have been complied with, and the required work
has been performed to staff's satisfaction for a final cost of $571,522.53. It is
recommended that the City Council accept the project as complete, and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
Foothill Boulevard was constructed with concrete instead of asphalt, and it has been in
service since 1932 with little to no maintenance. Because concrete is relatively
expensive to repair, it was decided to repair Foothill Boulevard in phases over several
years. The first phase is the eastbound lanes between Baldwin Avenue and Santa
Anita Avenue.
In Fiscal Year 2012 -13, the City Council approved a capital improvement project to
rehabilitate the first phase of Foothill Boulevard with a budget of $500,000 in Proposition
"C" funds. On July 16, 2013, the City Council awarded a contract to E C Construction in
the amount of $551,365 and appropriated an additional $110,000 of Proposition "C"
funds to cover all additional costs.

DISCUSSION
Construction began in October 2013 and was substantially complete by late- January
2014. There were three contract change orders totaling $37,534.50. The largest
change order was for $26,122.67 for median island work. The original project scope
called for all the trees in the median island between Rancho and Rodeo Roads to be
removed due to the damage they were causing to the roadway and be replaced with
new trees. After the trees were removed, it became apparent that the entire median
surface had been uplifted by the trees, and that this was the opportune time to make
substantial repairs. To ensure the long -term integrity of the street, it was decided to
completely clear, re- grade, and re- landscape the median before planting the new trees.
The second change order ($6,160) was to perform additional grinding on Colorado
Boulevard in conjunction with the Gold Line project, similar to the Foothill Boulevard
grinding process. Foothill Transit Constructors (FTC), the Gold Line's contractor, will be
slurry - sealing the entire segment of Colorado Boulevard in the vicinity of the railroad
bridge, and this roadwork was desired by the City before FTC does their work. The
third change order ($5,251.83) was for asphalt patching in a small portion of Foothill
Boulevard within the limits of this project. During construction, the scope of work was
adjusted to respond to actual field conditions, which were somewhat better than
expected and resulted in a savings of $17,366.97. Including the change orders and
adjusted quantities, the final contract amount is $571,522.53, which is 3.7% over the
original contract.
FISCAL IMPACT
Funds in the amount of $500,000 from Proposition "C" reserves were budgeted in the
FY 2012 -13 Capital Improvement Program (CIP) for this project. The City Council made
an additional $110,000 appropriation of Proposition "C" funds, and approved a 10%
contingency at the July 16, 2013, meeting. The final cost of the construction contract is
$571,522.53. There are sufficient funds to cover all costs.
RECOMMENDATION
It is recommended that the City Council accept all work performed by E C Construction
as complete for Concrete Pavement Rehabilitation of eastbound Foothill Boulevard from
Santa Anita Avenue to Baldwin Avenue as complete, and authorize the final payment to
be made in accordance with the contract documents.
