SUBJECT: RESOLUTION NO. 7012 ESTABLISHING SPEED LIMITS ON CITY
STREETS OTHER THAN THOSE SET FORTH BY STATE LAW
Recommendation: Adopt
SUMMARY
The California Vehicle Code requires cities to conduct Engineering and Traffic Surveys
every five years to set legally enforceable speed limits on city streets. The last study for
the City of Arcadia was conducted in 2009. A recent Engineering and Traffic Survey
was conducted for 52 arterial and collector roadway segments. As a result of the
survey, changes are recommended for 10 of the 52 roadway segment speed limits. It is
recommended that the City Council adopt Resolution No. 7012 setting speed limits in
the City of Arcadia in accordance with the Engineering and Traffic Survey, including the
proposed modifications.
BACKGROUND
The basic speed law in California states that no person shall drive at a speed greater
than is reasonable or prudent. Most drivers naturally comply with this law and disregard
regulations which they consider unreasonable. Speed limits set at or near the 85th
Percentile speed — meaning that 85 out of every 100 drivers travel at that speed or
below — provide for reasonable speed limits that law enforcement officers can use as a
means of controlling drivers who will not conform.
An Engineering and Traffic Survey, using the 85th percentile rule, is required by law for
enforcement purposes to establish speed limits on city streets not covered under the
California Vehicle Code (CVC) Determination of Prima Facie speed limits. With an
approved Engineering and Traffic survey in place, the Police Department can legally
use radar to enforce speeds on the streets covered under the Survey.

The Engineering and Traffic Survey referred to above is defined in Section 627 of the
CVC as a survey of highway and traffic conditions in accordance with methods
determined by the Department of Transportation (Caltrans) for use by State and local
authorities. The survey must include:
1. Collection of prevailing speed data as determined by traffic engineering
measurements;
2. Review of accident records; and
3. Review of highway, traffic, and roadside conditions not readily apparent to the
driver.
The Caltrans method for determining speed limits is further detailed in the California
manual on Uniform Traffic Control Devices ( MUTCD) as the generally accepted source
for determining speed limits. The MUTCD states, in effect, that speed limits should be
normally established at the 5 miles - per -hour increment nearest the 85th percentile
speed. Speed limits higher than the 85th Percentile are not generally considered
reasonable and safe, and limits below the 85th Percentile do not facilitate the orderly
movement of traffic. For this reason, the 85th Percentile speed is commonly referred to
as the "critical speed."
DISCUSSION
The current Engineering and Traffic Survey expires in March 2014. On December 3,
2013, the City Council approved a professional services agreement with Willdan
Associates to conduct an Engineering and Traffic Survey to update the speed limits.
Willdan conducted the study of 52 street segments during the months of January and
February 2014. For each location, they obtained speed data, reviewed accident history,
and field checked the roadway conditions. The survey results and recommendations
were reviewed by the Development Services Department, Engineering Division, and the
Police Department. A summary of the study is provided below.
Prevailing Speeds:
Speed data for all segments were obtained during off -peak hours and contained 100-
150 vehicles per location. The critical speeds shown on Attachment
"A" (Table 2 — Summary of Recommendations) are the 85th Percentile speeds taken
directly from the data.
Accident Histo
An analysis was made of the three -year accident records for each roadway segment
under consideration. The collision information was obtained from the California
Statewide Integrated Traffic Records System (SWITRS) for the period of
January 1, 2010, to December 31, 2012. Collisions were reviewed, and corridor related
collisions (those not related to signalized intersections) were summarized for each

segment. A collision rate was calculated for each segment based on the number of
collisions per million vehicle miles travelled. The collision rates for each segment were
then compared to the Los Angeles countywide average rate listed in the Los Angeles
County Midblock Accident Rates - Master Plan Highways and Mountain Roads study.
Where the collision rates exceeded the County standard, the speed limit is proposed to
be reduced.
Miscellaneous Roadwav Conditions:
The conditions of each street segment were considered in establishing a justification of
the proposed speed limits. These conditions include factors such as design speed, safe
stopping sight distance, shoulder or parking lane conditions, profile conditions, street
intersection spacing and offsets, commercial driveway characteristics, pedestrian and
bicycle traffic, residential density, and school zones or close proximity to schools.

The results of the analysis are shown in the attached table "Summary of
Recommendations (Attachment "B ")." Of the 52 street segments studied, 40 speed
limits are recommended to remain the same, four (4) will be restudied, and eight (8) are
recommended to be adjusted. In addition, one segment was divided into two, with the
speed limits for one of the segments recommended to be reduced, bringing the total
number of street segments with speed limit adjustments to nine (9) as follows:

Of the 40 street segments with speed limits recommended to remain the same as
before, one location, Huntington Drive from Michillinda Avenue to Baldwin Avenue, is
recommended to be raised from the recently measured 85th Percentile speed to
maintain the current speed limit. The street width and the eight lanes are conducive to
a higher speed and the current speed limit is consistent with the speed limit for the
contiguous segments.

During the analysis, it was determined to split the segment of Duarte Road between
Santa Anita Avenue and the East City Limits into two segments with the dividing point at
Second Avenue. It is recommended to lower the speed limit for the segment west of
Second Avenue. The segment east of Second Avenue has a different characteristic
than west of Second Avenue and the division will help to lower the speed limit in the
commercial segment, and act as a transition point to be consistent with the similar
conditions and the speed limit in Monrovia.
Two segments could not be studied because of the Gold Line Construction (Santa Anita
Avenue and Santa Clara Street) and two segments (Mayflower Avenue and Tenth
Avenue) will be re- surveyed because of concerns with the data and the collection
locations. These four locations have been removed from this study, and will be re-
analyzed and brought back for approval at a later date.
For the nine (9) locations recommended for speed limit adjustments, eight (8) locations
are recommended to be lowered by 5 MPH. The only segment recommended to be
raised is Sierra Madre Boulevard, which would be consistent with the speed limit in the
City of Sierra Madre. This will lessen confusion for drivers travelling eastbound where
there is no apparent change in roadway conditions at the City limits.
Approval of the attached Resolution (Attachment "B ") will adopt the current speed limits
and the changes identified above as legally enforceable per the Vehicle Code for the
next five years.
FISCAL IMPACT
There is no fiscal impact of this action other than to replace speed limit signs at these
locations. There are a minimum of two signs per location requiring replacement,
however, some signs may be reused at other locations. The resulting cost is minimal.
RECOMMENDATION
It is recommended that the City Council adopt Resolution 7012 establishing speed limits
on City streets other than those set forth by State law.

RESOLUTION NO, 7012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, ESTABLISHING SPEED LIMITS ON CITY STREETS
OTHER THAN THOSE SET FORTH BY STATE LAW
WHEREAS, in accordance with California Vehicle Code Sections 22357 and
22358, Sections 3221 and 3222 of the Arcadia Municipal Code authorize the City
Council, on the basis of an engineering and traffic survey, to increase or decrease the
prima facie speed limit otherwise allowed by state law on certain streets in order to
facilitate the orderly movement of vehicular traffic in a manner that is reasonable and
safe; and
WHEREAS, the City of Arcadia has recently conducted an engineering and traffic
survey which together with earlier such engineering and traffic surveys, indicates that a
speed either greater than or less than that otherwise permitted by state law upon certain
streets in the City would facilitate the orderly movement of vehicular traffic and would be
reasonable and safe; and
WHEREAS, the City Council desires and intends to keep in place without
interruption those certain increases and decreases in the prima facie speed limit on
certain streets set forth in Arcadia Municipal Code Sections 3229 through and including
3221,23 and Sections 3222 through and including 3222.9; and
WHEREAS, the City Council has adopted Ordinance No. 2190 which permits the
City Council, by resolution to increase or decrease the prima facie speed limit on certain
streets based on an engineering and traffic survey, while at the same time removing
from the Arcadia Municipal Code those certain increases or decreases in prima facie
speed limits in existence at the time of adoption of Ordinance No. 2990,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. On the basis of an engineering and traffic survey conducted by the
City, an increase in the speed otherwise permitted by State Law upon the following
streets would facilitate the orderly movement of vehicular traffic and would be
reasonable and safe. Therefore, the prima facie speed limit shall be as hereinafter set
forth on those streets or parts of streets specified hereinafter in this Section 1:
Sierra Madre Boulevard between West City limits and Santa Anita Avenue, thirty
(30) miles per hour.
SECTION 2. On the basis of an engineering and traffic survey conducted by the
City, a decrease in the speed otherwise permitted by State Law upon the following
streets would facilitate the orderly movement of vehicular traffic and would be
reasonable and safe. Therefore, the prima facie speed limit shall be as hereinafter set
forth on those streets or parts of streets specified hereinafter in this Section 2:
Baidwin Avenue between Orange Grove Avenue and Foothill Boulevard, forty
(40) miles per hour.
Baldwin Avenue between Huntington Drive and Foothill Boulevard, thirty -five (35)
miles per hour.
Duarte Road between Santa Anita Avenue and Second Avenue, thirty -five (35)
miles per hour.
El Monte Avenue between Duarte Road and the south City Limit, thirty -five (35)
miles per hour.

Foothill Boulevard between the east City Limit and Santa Anita Avenue, thirty -five
(35) miles per hour.
Live Oak Avenue between the west City Limit and Santa Anita Avenue, thirty -five
(35) miles per hour.
Lower Azusa Road between the west City Limit and the east City Limit, forty (40)
miles per hour.
Peck Road between the north City Limit and the south City Limit, forty (40) miles
per hour.
SECTION 3. On the basis of an engineering and traffic survey conducted by the
City, the speed permitted by State law upon the following streets is more than is
reasonable and safe. Therefore, the prima facie speed limit shall be as hereinafter set
forth on those streets or parts of streets specified hereinafter in this Section 3, and such
prima facie speed limits are hereby determined to be appropriate to facilitate the orderly
movement of vehicular traffic and are reasonable and safe:
Baldwin Avenue between Huntington Drive and Camino Real Avenue, thirty (30)
miles per hour.
Baldwin Avenue between Camino Real Avenue and Live Oak Avenue, forty (40)
miles per hour.
Camino Real Avenue between the west City Limit and the east City Limit, thirty-
five (35) miles per hour,
Campus Drive between Holly Avenue and Santa Anita Avenue, thirty -five (35)

effective, and further when appropriate signs either exist or are erected upon the
applicable street giving notice of the foregoing prima facie speed limits.
SECTION 4, This Resolution shall take effect upon its adoption,
