HomeMy WebLinkAboutItem 1b - Resolution No. 7011, applying for financial assistanceROPER MINA 21192 DATE: April 1, 2014 TO: Honorable Mayor and City Council FROM: Kurt Norwood, Acting Fire Chief By: Barry Spriggs, Battalion Chief STAFF REPORT Fire Department SUBJECT: RESOLUTION NO. 7011 AUTHORIZING DESIGNATED STAFF TO FILE WITH THE CALIFORNIA OFFICE OF EMERGENCY SERVICES REQUESTS FOR FINANCIAL ASSISTANCE UNDER THE NATURAL DISASTER ASSISTANCE ACT AND SIMILAR STATUES Recommendation: Adopt SUMMARY The State of California requires cities to designate by resolution employees who have authority to apply for financial assistance in the event of a disaster. Additionally, the State of California requires that cities update State Office of Emergency Services (OES) Form 130 as needed designating specific individuals in those positions. It is recommended that the City Council adopt Resolution No. 7011 authorizing the City Manager, the Fire Chief, and the Public Works Services Director as the three authorized agents to apply for disaster financial assistance with the California Office of Emergency Services. DISCUSSION Every three years, the State of California requires that cities provide an updated resolution designating specific City positions that are authorized to apply for Federal and State financial assistance. In 2011, the City Council designated the City Manager, the Fire Chief, and the Public Works Services Director as the three authorized agents to apply for financial assistance on behalf of the City in the event of a disaster. Under the proposed Resolution, the same staff would be designated to apply for assistance. In addition to a City resolution, the State of California Office of Emergency Services requires that cities update OES Form 130, which designates specific individuals as authorized agents to apply for disaster assistance. OES Form 130 must be filed, at a minimum, every three years or whenever there is a change in personnel. Resolution No. 7011 relating to Disaster Financial Assistance April 1, 2014 Page 2 of 2 Resolution No. 7011 and the filing of OES Form 130 are required in order to be eligible for obtaining State financial assistance under the Natural Disaster Assistance Act and Federal financial assistance under Public Law 93 -288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988. FISCAL IMPACT The adoption of Resolution No. 7011 has no fiscal impact to the City. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7011 authorizing designated staff to file with the California Office of Emergency Services for financial assistance under the Natural Disaster Assistance Act and similar statues. Approved: Dominic Lazzar t City Manager Attachment: Resolution No. 7011 RESOLUTION NO. 7011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AUTHORIZING DESIGNATED STAFF TO FILE WITH THE CALIFORNIA OFFICE OF EMERGENCY SERVICES REQUESTS FOR FINANCIAL ASSISTANCE UNDER THE NATURAL DISASTER ASSISTANCE ACT AND SIMILAR STATUTES WHEREAS, the California Emergency Management Agency requires public agencies to designate specific positions within the agency as authorized agents of that agency for the purpose of applying for and obtaining certain federal financial assistance under P.L. 93 -288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988; and WHEREAS, the City Council of the City of Arcadia now desires and intends to designate those certain specific positions within the City as authorized agents for the foregoing purposes. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: SECTION 1. The City Manager, Fire Chief or Public Works Services Director of the City of Arcadia are hereby authorized to execute for and on behalf of the City applications for financial assistance, and to file such applications with the California Office of Emergency Services, for the purpose of obtaining certain federal financial assistance under P.L. 93 -288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, as well as other financial assistance under the Natural Disaster Assistance Act. SECTION 2. The City Cleric shall certify to the adoption of this Resolution and shall forward a copy to the California Office of Emergency Services. Passed, approved and adopted this day of 2014.
