FOR THE CITY'S PAVEMENT MANAGEMENT PROGRAM IN THE AMOUNT OF $28,948, AND APPROVE A 10% CONTINGENCY Recommended Action: Approve SUMMARY Pavement Management Programs are required of local jurisdictions to receive Federal, State, and County funding for street repair and maintenance projects. The City updates its program every two years. During each update cycle, all the arterial roadways and half the local roadways are re- inspected to monitor pavement deterioration and identify any changes in various pavement condition categories. A Request- for - Proposals was sent to several qualified consultants, and three proposals were received. It is recommended that the City Council award a Professional Services Agreement to Bucknam Infrastructure Group, Inc. in the amount of $28,948 for the update of the City's Pavement Management Program. DISCUSSION Most State and Federal funding sources for local roadway infrastructure improvements have requirements for cities to maintain an updated Pavement Management Program (PMP). The Metropolitan Transit Authority also requires cities to maintain a current Pavement Management Program to remain eligible for County transportation funding like Proposition A and C. At a minimum, a PMP must cover the City's arterial network and it must be updated every two years for a jurisdiction to remain in compliance. A PMP is used as a planning tool to assist in prioritizing, budgeting, and decision - making related to pavement maintenance and rehabilitation, and they are helpful in the pursuit of grant funding. April 1, 2014 Page 2 of 3 The PMP provides detailed data and conditions for each street in the City, and a single overall rating for the City's street pavement condition. Each street is evaluated and given a Pavement Condition Index (PCI). The PCI rankings are as follows: PCI Range Pavement Condition 86 -100 Excellent 71 -85 Very good 56 -70 Good 41 -55 Fair 26 -40 Poor 11 -25 Very Poor 0 -10 Failed The City has programmed pavement rehabilitation projects with the intent of maintaining the City's overall rating in the "good" PCI range. The City has chosen to inventory all streets in the City, with a frequency of every two years for the arterial roadways and every four years for the local streets. This means that in each PMP cycle, the Plan inventories all arterial roadways and half the local streets. The roadways are re- inspected to monitor pavement deterioration and inventoried to identify any changes in the pavement condition, such as distress type and rate, or cause of deterioration. The Plan also incorporates all the road maintenance projects completed since the last update. A Request- for - Proposal was sent to four (4) qualified engineering firms. Three (3) proposals were received, reviewed, and evaluated by the Engineering Division as follows: COMPANY AMOUNT Bucknam Infrastructure Group, Inc. $28,948 IMS $35,495 Adhara Systems, Inc. $35,920 Bucknam Infrastructure Group, Inc. (Bucknam) is well qualified in the preparation of Pavement Management Programs and updates. Bucknam prepared the City's last update two years ago so they are familiar with the City's road system, the previous data, and the City's budget constraints, all of which are reflected in their proposal. Bucknam will be responsible for all aspects of updating the PMP, including collecting field survey data, inputting the data, providing a GIS map, and prioritizing the results. It is recommended that the City Council award a Professional Services Agreement to Bucknam Infrastructure Group, Inc. in the amount of $28,948 for the Pavement Management Program. April 1, 2014 Page 3 of 3 FISCAL IMPACT Funds were budgeted in the 2013 -14 Capital Improvement Program in the amount of $50,000 for the City's Pavement Management Program. RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute a Professional Services Agreement with Bucknam Infrastructure Group, Inc. for the City's Pavement Management Program in the amount of $28,948, and approve a 10% contingency.
