Each speaker is limited to five (5) minutes per person, unless waived by the Modification
Committee. Under the Brown Act, the Members are prohibited from discussing or taking action
on any items not listed on the posted agenda.
PUBLIC HEARING
You are hereby advised that should you desire to legally challenge in court any action taken by
the Modification Committee regarding any Public Hearing item, you may be limited to raising only
those issues and objections you or someone else raised at the public hearing or in written
correspondence delivered to the Modification Committee at, or prior to, the public hearing.
1. Modification No. MC 13-26 and Sign Architectural Design Review No. SADR 13-52

Applicant: CalWest Lighting Services, Agent Representative of Church of the
Good Shepherd United Methodist
PROJECT DESCRIPTION: The applicant is requesting the following Modifications and sign
design review for two new 7'-1° high by 8'-6' wide, double-sided
monument signs with electronic message boards at 400 West
Duarte Road (DBA Church of the Good Shepherd United
Methodist):
a. A total of four monument signs (two existing and two new signs) in lieu of the maximum
two monument signs permitted on a lot(AMC Sec. 9262.4.6));
b. Allow the new monument signs to be illuminated in an R-3, Multiple-Family Residential
Zone(AMC Sec. 9255.1.4);
c. Allow the new monument sign on Duarte Road to be located within 100 feet of a
residentially zones property(AMC Sec. 9262.4.6(b));
d. Allow the distance between the signs to be located less than 200 feet apart (AMC Sec.
9262.4.6)); and
e. Allow the total sign area of all four monument signs to exceed the maximum allowable sign
area of 350 square feet(AMC Sec. 9262.4.6(d)).
ENVIRONMENTAL DETERMINATION: Categorically Exempt per Section 15311(a) of the
CEQA Guidelines Class 11 Exemption of an on-premise sign for an institutional facility.
RECOMMENDED ACTION: Conditional Approval
2. Modification No. MC 13-28 and Single-Family Architectural Design Review
No. SFADR 14-12
381 W. Camino Real Avenue
Applicant: Marvin Fong, Architect
PROJECT DESCRIPTION: The applicant is requesting the following Modifications and
Architectural Design Review for first-story additions totaling 704
square feet and an 814 second-story addition to the existing
1,574 square foot, two-story residence:
a. A street side yard setback that varies from 20'-8" to 28'-0" in lieu of the minimum 40'-0"
special setback required along Holly Avenue and 25'-0" on a reverse corner lot for the first
story additions totaling 704 square feet(AMC Sec. 9320.39.2);and
b. A 26'-0" street side yard setback in lieu of the minimum 40'-0" special setback required
along Holly Avenue for an 814 square foot second-story addition (AMC Sec. 9320.39.2).
ENVIRONMENTAL DETERMINATION: Categorically Exempt per Section 15305 of the
CEQA Guidelines Class 5 Exemption for existing facilities.
RECOMMENDED ACTION: Conditional Approval
APPEAL PERIOD: All decisions made by the Modification Committee may be appealed to
the Planning Commission within five (5) working days of the decision. Appeals are to be
filed by 5:30 p.m. on April 15, 2014. If no appeal is filed, decisions are final.
ADJOURNMENT
The Modification Committee will adjourn this meeting to April 22, 2014, at 7:45 a.m. in the City
Council Chambers Conference Room, 240 W. Huntington Drive, Arcadia.
Any writings or documents provided to a majority of the Modification Committee regarding any item on this agenda will
be made available for public inspection in the City Clerk's office located at 240 W. Huntington Drive,Arcadia, California,
during normal business hours.
