REGULAR MEETING MINUTES

CALL TO ORDER— Vice-Chairman Falzon called the meeting to order at 7:04 p.m. in the
Arcadia City Council Chambers.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Commissioners Baerg, Chiao, Falzone, and Parrille
ABSENT: Chairman Beranek
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Parrille to
excuse Chairman Beranek from the meeting.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A memo was distributed to the Commissioners regarding the approval of Lot Line
Adjustment No. LLA 13-04 at 50 W. Duarte Rd.
PUBLIC COMMENTS
None.
PUBLIC HEARINGS
1. Resolution No. 1903 - Tentative Parcel Map No. TPM 14-02 (71991) and
Multiple-Family Architectural Design Review No. MFADR 11-17 with a
Categorical Exemption from the California Environmental Quality Act (CEQA)
for a four-unit, residential condominium development at 615 S. Second
Avenue.
Applicant: Twen Ma, Architect
Recommended action: Find that this project is exempt from CEQA,
conditionally approve the applications, and adopt Resolution No. 1903.
Chairman Beranek joined the meeting and assumed the Chair.
Assistant Planner, Nick Baldwin, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
There were none.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
There were none.

MOTION
It was moved by Commissioner Perri lle, seconded by Commissioner Falzone, to close
the Public Hearing. Without objection, the motion was approved.

It was moved by Commissioner Baerg, seconded by Commissioner Falzone, to adopt
Resolution No. 1903 to conditionally approve Tentative Parcel Map No. TPM 14-02
(71991) and Multiple-Family Architectural Design Review No. MFADR 11-17 with a
Categorical Exemption from the California Environmental Quality Act (CEQA) for a
four-unit, residential condominium development at 615 S. Second Avenue.

There is a ten (10) day appeal period after the adoption of the Resolution. Appeals
are to be filed by 5:30 p.m. on Monday, April 7, 2014.
2. Resolution No. 1902 - Tentative Parcel Map No. TPM 14-04 (72768) and
Multiple-Family Architectural Design Review No. MFADR 13-38 with a
Categorical Exemption from the California Environmental Quality Act (CEQA)
for a three-unit, residential condominium development at 42 Fano Street.
Applicant Robert Tong, Designer
Recommended action: Find that this project is exempt from CEQA,
conditionally approve the applications, and adopt Resolution No. 1902.

speak in favor of this project.
Shawn Yu, EGL Associates, representing the applicant, responded.
Chairman Beranek asked if anyone would like to speak in opposition to this project.

It was moved by Commissioner Falzone, seconded by Commissioner Chiao, to close
the Public Hearing. Without objection, the motion was approved.

3. Resolution No. 1904 - General Plan Amendment No. GPA 14-02, Zone
Change 14-02 and Text Amendment No. TA 14-02 to create a Residential-
Flex Overlay Zone, and apply it to 8.85 acres of land at 30-188 Las Tunas
Drive and 119-123 W. Live Oak Avenue to allow either multiple-family
residential developments or commercial developments with an Addendum to
the Environmental Impact Report for the Arcadia General Plan. The proposal
requires approval of the following:
a. A General Plan Amendment to add a Residential-Flex Overlay to the
City of Arcadia General Plan; and to revise the General Plan
Designation of the project location from Commercial to Commercial
with a Residential-Flex Overlay;
b. A Text Amendment to add a Residential-Flex Overlay Zone to the
City's Zoning Code;
c. A Zone Change to revise the Zoning Designation of the project location
from C-2, General Commercial to C-2 and RF, General Commercial,
with a Residential Flex Overlay;and
d. An Addendum to the Certified Environmental Impact Report
(SCH #2009081034) for the Arcadia General Plan pursuant to Section
15164 of the Guidelines for the California Environmental Quality Act
(CEQA).
Applicant: City of Arcadia
Recommended action: Adopt Resolution No. 1904 and forward
recommendations to the City Council.
Community Development Administrator, Jim Kasama, introduced the item and
explained that the City is the applicant.
Associate Planner, Tim Schwehr, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project. The following responded.

Kun Yueh Chang responded.

It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to close
the Public Hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to
adopt Resolution No. 1904 to forward a recommendation to the City Council to
approve General Plan Amendment No. GPA 14-02, Zone Change 14-02 and Text
Amendment No. TA 14-02 with an Addendum to the Environmental Impact Report for
the Arcadia General Plan.

Commissioner Chiao recused himself from participation in the next item due to a possible
conflict of interest.
4. Resolution No. 1901 — Recommendation to the City Council deleting
Condition No. 9 of City Council Resolution No. 6562 from Architectural Design
Review No. 2005-026 regarding the Phase lb (The Promenade) expansion at
Westfield Santa Anita Mall at 400 S. Baldwin Avenue, and consideration of a
previously Certified EIR (2000) and EIR Addendum (2007), and making
findings pursuant to California Environmental Quality Act(CEQA).
Applicant: Westfield, LLC
Recommended action: Adopt Resolution No. 1901 and forward a
recommendation to the City Council.
Planning Services Manager, Lisa Flores, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
Ron Feldman, from Westfield, responded.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
Scott Sayre, a neighbor, responded that he is not opposed to the project but wanted
to state that he is concerned about the condition of the trees at the mall.
Chairman Beranek asked if the applicant would like to speak in rebuttal. The
applicant declined.

It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close
the Public Hearing. Without objection, the motion was approved.

It was moved by Commissioner Baerg, seconded by Commissioner Falzone, to adopt
Resolution No. 1901 to recommend deleting Condition No. 9 of City Council
Resolution No. 6562 for Architectural Design Review No. 2005-026 regarding the
Phase lb (The Promenade) expansion of Westfield Santa Anita Mali, and to address
the condition of the trees.

CONSENT CALENDAR
5. Minutes of the March 11, 2014, Regular Meeting of the Planning
Commission
Recommended action: Approve
Without objection, the minutes were approved as presented.
MATTERS FROM COUNCIL LIAISON, JOHN WUO
Councilman Wuo said that this is his last meeting as liaison from the City Council and he
wanted to express his appreciation for the work done by the Planning Commission during
that time. He assured the Commissioners that all their comments have been taken into
consideration by the Council in their deliberations.
Chairman Beranek asked Councilman Wuo about the disposition of the Seabiscuit project.
Mr. Wuo said that the applicant agreed to lower the height of the hotel/condo building recommendations and that a condition was imposed that no antennae p would allowed. In addition, they added 21 parking spaces. He said that the Commissioner's
comments were taken into consideration by the Council and conditions added to make sure
that the project will be done well.

MATTERS FROM MODIFICATION COMMITTEE
Commissioner Falzone reported that the Modification Committee meeting was cancelled.

MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama said that the April 8 meeting will be cancelled because of the election and that
the April 22 meeting will include an item on e-cigarettes and vape lounges.
ADJOURNMENT
Chairman Beranek adjourned this meeting at 8:23 p.m. to April 22, 2014, at 7:00 p.m. in the
City Council Chambers located at 240 W. Huntington Drive, Arcadia.
