SUBJECT: ACCEPT ALL WORK PERFORMED BY GENTRY BROTHERS, INC.,
FOR THE REHABILITATION OF ASPHALT PAVEMENT ON FIRST
AVENUE BETWEEN DUARTE ROAD AND CAMINO REAL AVENUE,
AND ON TENTH AVENUE BETWEEN CAMINO REAL AVENUE AND
THE SOUTHERLY CITY LIMIT AS COMPLETE, AND AUTHORIZE THE
FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE
CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
On October 1, 2013, the City Council awarded a contract to Gentry Brothers, Inc., in the
amount of $537,627.25 for the rehabilitation of the asphalt pavement on First Avenue
between Duarte Road and Camino Real Avenue, and on Tenth Avenue between
Camino Real Avenue and the South City Limit. There were no change orders. With the
final adjustment for actual quantities, the contract decreased by $15,603.25.
The terms and conditions of this project have been complied with, and the required work
has been performed to staff's satisfaction for a final cost of $522,024. It is
recommended that the City Council accept the project as complete, and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
This project is mostly funded by Federal Surface Transportation Program -Local (STP -L)
funding with a small local match from Gas Tax and Water funds. The project included
removal and replacement of asphalt concrete pavement and portions of curb and gutter,
construction of new gutter, grinding of asphalt concrete, construction of asphalt concrete
overlay, adjustment of sewer and storm drain manhole frames and covers to grade,
adjustment of water valve covers to grade, application of pavement markers, legends
and striping, construction of curb ramps, and reinstallation of traffic signal detector
loops.

Bids were opened on September 9, 2013, and the City Council awarded a contract to
Gentry Brothers, Inc., in the amount of $537,627.25 on October 1, 2013.
DISCUSSION
Construction began in November 2013 and was substantially complete by early January
2014. The contractor performed extremely well, especially around Dana Middle School
while school was in session. There were no change orders, and there was a reduction
to the original contract price in the amount of $15,603.25 due to a reduction in the final
quantities. The final contract price is $522,024.
FISCAL IMPACT
The project was budgeted in the Fiscal Year 2013 -14 Capital Improvement Program
with a total budget of $550,000. The funding was comprised of 80% Federal Surface
Transportation Program —Local (STP -L) funds in the amount of $440,000 and a local
match of 20% shared between the Water Fund in the amount of $35,000, and the Gas
Tax Fund in the amount of $75,000. The Water Fund provided some of the local match
due to water line work in the streets that caused some of the need for repairs.
At the time of contract approval on October 1, 2013, the City Council approved an
additional appropriation of $50,000 to cover project contingencies. Due to the efficient
execution of the project, the additional appropriation was not used. There are sufficient
funds in the original budget to cover all costs.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Gentry Brothers,
Inc., for the rehabilitation of asphalt pavement on First Avenue between Duarte Road
and Camino Real Avenue, and on Tenth Avenue between Camino Real Avenue and the
southerly City limit as complete, and authorize the final payment to be made in
accordance with the contract documents.
