SPECIAL MEETING MINUTES
TUESDAY, MAY 6, 2014
CALL TO ORDER - Mayor Wuo called the Special Meeting to order at 4:00 p.m. in the Arcadia
Police Department, EOC Room, 250 W. Huntington Drive, Arcadia, California.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Beck, Chandler, Kovacic, Tay, and Wuo

PUBLIC COMMENTS - No one appeared
STUDY SESSION
a. Discussion and direction of goals, programs and policies for 2014.
City Manager Lazzaretto discussed and provided a power point presentation regarding the City
Council goal setting workshop on February 12, 2014, and explained the goals, programs, and
policies that have been implemented and put into place since the workshop. He asked the City
Council if there was anything they would like to change or any topics they would like to add to the
list.
It was the consensus of the City Council to (1) place a Design Review /ARB item and the possibility
of creating a Citywide Architectural Design Review Board on a future Study Session agenda for
discussion; and (2) evaluate adding one Code Enforcement Officer, and if necessary bring back a
report to the City Council for further discussion.
b. Report, discussion and direction regarding the Proposed 2014 -15 Fiscal Year
Budget.
City Manager Lazzaretto provided an overview of the proposed 2014 -15 Fiscal Year Budget,
General Fund beginning and ending balances, estimated revenues, transfers in /out of other funds,
proposed expenditures, revenues over expenditures, and transfers to the Equipment Replacement
Fund, Emergency Reserve Fund, Liability/Workers' Compensation Self- Insurance Fund, and
Capital Improvement Fund.
Department Heads presented highlights of their department including new and expanded programs
and services, key department services and proposed budget changes.
Mayor Wuo adjourned the Budget Study Session at 6:50 p.m. to a continued meeting on May 20,
2014, at 5:00 p.m. in the EOC Room at the Police Department.

CALL TO ORDER - Mayor Wuo called the meeting to order at 7:00 p.m. in the Council Chamber.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced that the City received an e -mail from Tracy Totten, supporting
the Zone Change relating to Public Hearing Item 1.b.; and he distributed a revised City Council
Member Liaison List relating to Consent Calendar Item 2.f.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Chandler and seconded by Mayor Pro Tern Kovacic to
read all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation to the Arcadia Fire Department by the Muscular Dystrophy Association,
Inc. in appreciation for holding the annual "Fill the Boot for MDA" fundraiser event.
PUBLIC HEARINGS
a. Resolution No. 7028 aaarovina an amendment to Architectural Desian Review No
ADR 2005 -026 and to Resolution No. 6562, concerning restaurant uses in Phase lb
( "The Promenade ") of the Westfield Santa Anita Mall, with consideration of a
previously Certified Addendum to the Final Environmental Impact Report.
Recommended Action: Adopt
Assistant City Manager /Development Services Director Kruckeberg, and Community Development
Administrator Kasama presented the staff report.
Mayor Wuo opened the public hearing.

Scott Hettrick, Chamber of Commerce CEO, appeared and expressed the Chamber's support of the
proposed amendment relating to restaurant uses at "The Promenade" at the Santa Anita Mall.
Elan Feldman, representing Westfield Santa Anita Mall, appeared and introduced the project team
for this project and asked the City Council to approve the Westfield request to eliminate the
Condition of Approval concerning restaurant uses in "The Promenade" at the Westfield Santa Anita
Mall.
A motion to close the public hearing was made by Council Member Chandler, seconded by Mayor
Pro Tern Kovacic, and seeing no further objections, Mayor Wuo declared the public hearing closed.
It was moved by Council Member Chandler seconded by Council Member Tay, and carried on roll
call vote to adopt Resolution No. 7028 approving an amendment to Architectural Design Review
No. ADR 2005 -026 and to Resolution No. 6562, concerning restaurant uses in Phase lb ( "The
Promenade ") of the Westfield Santa Anita Mall, with consideration of a previously Certified
Addendum to the Final Environmental Impact Report.

addendum to the Certified Environmental Impact Report for the 2010 Arcadia
General Plan Update to add a Residential -Flex Overlay Designation to the Arcadia
General Plan and the 8.85 -acre Project Area at 30 -188 Las Tunas Drive and 119-
123 W. Live Oak Avenue.
Recommended Action: Adopt
Ordinance No. 2317 amending various sections of Article IX of the Arcadia Municipal
Code with an addendum to the Certified Environmental Impact Report for the 2010
Arcadia General Plan Update to add a Residential -Flex (R -F) Overlay Zone and to
add the R -F Overlay Zoning to the 8.85 -acre Project Area at 30 -188 Las Tunas Drive
and 119 -123 W. Live Oak Avenue.
Recommended Action: Introduce
Assistant City Manager /Development Services Director Kruckeberg, and Associate Planner
Schwehr presented the staff report.
Mayor Wuo opened the public hearing.
Maurice Buonsanti appeared and spoke in favor of the project and felt that new development would
benefit both the residents and local businesses in the area.
Sandra Rentschler appeared and commended the City for taking positive step toward future
improvements of the area and felt that any residential development in that area would benefit both
businesses and residents.
Zulfigar Khan appeared and spoke in favor of the proposed zone change, he commented on the
parking issues along Live Oak Avenue and Las Tunas Drive, and felt the zone change would
encourage developers to build and improve the overall look of the area.

Sergio Buonsanti appeared and spoke in favor of the project and also felt that the change would
increase property values in the area, and asked the City Council support on this matter.
Russ Rentschler appeared and spoke in favor of the plan and encouraged the Council Members to
approve the proposed amendment; he felt that this would be a start of something good and would
have a positive impact on the City.
Kristen, an Arcadia resident, appeared and spoke in support of the project; she felt that having a
mixed use in the area and would be beneficial to the City and it would provide a tool to revitalize the
area.
Matt Waken appeared and commended staff on all their hard work on the proposed ordinance and
spoke in favor of the zone change; he commented on the required Conditional Use Permit process
and stated that he would be proposing the first development project under the new zoning.
A motion to close the public hearing was made by Mayor Pro tem Kovacic, seconded by Council
Member Chandler, and seeing no further objections, Mayor Wuo declared the public hearing
closed.
It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on roll
call vote to adopt Resolution No. 7029 approving General Plan Amendment No. GPA 14 -02 with an
addendum to the Certified Environmental Impact Report for the 2010 Arcadia General Plan Update
to add a Residential -Flex Overlay Designation to the Arcadia General Plan and the 8.85 -acre
Project Area at 30 -188 Las Tunas Drive and 119 -123 W. Live Oak Avenue.

call vote to adopt Resolution No. 7032 establishing Recreation and Community Services
Department fees for Youth /Teen Programs and Weekly Camps.

PUBLIC COMMENTS
Patricia Huff appeared and commented on smoke related issues she continues to have in her
neighborhood and asked the City Council to implement laws prohibiting smoking in the streets.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense CAB 1234]).
Mayor Pro Tern Kovacic thanked Ms. Huff for attending and expressing her concerns and requested
staff provide Ms. Huff with the City's regulations on smoking in public areas; he announced that
May 10 is the Law Day event at the Arcadia Public Library; he commented on the Community Bike
Ride and Pancake Breakfast, and thanked the Police Department for assisting with the event, and
thanked the Fire Department; he announced the Arcadia Woman's Club Centennial Celebration on
Wednesday, May 7; and congratulated the Arcadia Assistance League on their 60th anniversary of
community service.
Council Member Tay reported that he attended the "Water 101" event with Council Member Beck
and commented on water usage in Arcadia; he thanked City Manager Lazzaretto for the new
Council Member orientation session, and expressed his appreciation to City staff for their
dedication; he announced the Arcadia Chinese Association's Mother's Day celebration on
Wednesday, May 7 at the Masonic Center; and wished all mothers a Happy Mother's Day.
Council Member Chandler announced the Household Hazardous Waste and E -Waste Roundup on
Saturday June 7; he commented on the Realignment Program and provided information on the
Arcadia Police Department's "See Something, Say Something" program and urged residents to
report suspicious activities to the Police Department.
Council Member Beck commended City Manager Lazzaretto for caring about the City's tax
revenues and finances and thanked him for all his does for Arcadia; he also expressed his
appreciation to all Department Heads and staff for all their dedication and hard work; he announced
various events he attended including the Board of Education dedication of the new building
ceremony, Water 101, Fire Chief Trabbie's retirement luncheon, the Fire Department Pancake
Breakfast and Methodist Hospital's Salute to Nurses event. He commented on the Gift Shop at the
Community Center, the Library Book Store, and the Arcadia Welfare and Thrift Shop and
encouraged everyone to check out those shops.
City Clerk Glasco announced the first class of the Community Leadership Academy which was
designed by the City Manager to explain to the residents the various functions within the City; he
announced that the Assembly Member Roger Hernandez will be hosting a Veteran's Community
Resource Fair at Citrus College in Glendora on Friday, May 9.
Mayor Wuo provided information on board and commission vacancies, and encouraged residents to
get involved; and wished all mothers, a Happy Mother's Day.

2. CONSENT CALENDAR
a. Regular Meeting Minutes of April 1, and April 15, 2014.
Recommended Action: Approve
b. Ordinance No. 2316 amending Section 4261 of Division 1, Part 6, Chapter 2 of
Article IV of the Arcadia Municipal Code relating to construction hours.
Recommended Action: Adopt
Resolution No. 7016 approving participation in the Los Angeles Urban County
Community Development Block Grant Program.
Recommended Action: Adopt
Agreement with the Upper San Gabriel Valley Municipal Water District for the
construction of sustainable landscape demonstration garden.
Recommended Action: Approve
e. Accent all work Derformed by Gentry Brothers. Inc. for the rehabilitation of asahalt
pavement on First Avenue between Duarte Road and Camino Real Avenue, and on
Tenth Avenue between Camino Real Avenue and the southerly City limit as
complete, and authorize the final payment to be made in accordance with the
contract documents.
Recommended Action: Approve
Mayor's appointments of City Council Members to city boards, commissions and
outside governmental agencies.

3. CITY MANAGER ITEMS

a. Resolution No. 7030 consenting to the establishment of those portions of Santa Anita
Canyon Road within said City as part of the County System of Highways.

Deputy Director of Development Services /City Engineer Wray presented the staff report.
It was moved by Council Member Chandler, seconded by Mayor Pro Tern Kovacic, and carried on
roll call vote to adopt Resolution No. 7030 consenting to the establishment of those portions of
Santa Anita Canyon Road within said City as part of the County System of Highways.

b. Resolution No. 7031 establishing speed limits on City streets other than those set
forth by State Law for seven (7) additional City street segments not included in
Resolution No. 7012.
Recommended Action: Adopt
Deputy Director of Development Services /City Engineer presented the staff report.
City Manager Lazzaretto clarified that the current speed in all seven segments is recommended to
be maintained for the term of the Resolution.
It was moved by Council Member Tay, seconded by Council Member Beck, and carried on roll call
vote to adopt Resolution No. 7031 establishing speed limits on City streets other than those set
forth by State Law for seven (7) additional City street segments not included in Resolution No.
7012.

Public Works Services Director Tait presented the staff report.
In response to Mayor Pro Tern Kovacic's inquiry, City Attorney Deitsch explained the laws relating
to the public bidding and contract awarding process.
It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll
call vote to authorize and direct the City Manager to execute a Professional Services Agreement
with Civiltec Engineering, Inc. for the 2014 Water Master Plan Update in the amount of $95,550.

a. Amendment to Sign Modification MC 13 -01 to allow a second digital display sign at
the Arcadia Chamber of Commerce located at 388 West Huntington Drive.

Economic Development Manager Schwartz presented the staff report.
Scott Hettrick, CEO of the Arcadia Chamber of Commerce, appeared and explained that the first
sign was scheduled to be ready by March 2014, but was delayed by the manufacturer and because
of the delay, the Chamber was able to negotiate the second sign at no additional charge but still
needs to pay for the installation; and indicated that both signs would be installed in the next few
weeks.

It was moved by Mayor Pro Tern Kovacic, seconded by Council Member Tay, and carried on roll
call vote to approve an amendment to Sign Modification MC 13 -01, with the condition stated in the
staff report and with the statement that it not be deemed a precedent for any private businesses, to
allow a second digital display sign at the Arcadia Chamber of Commerce located at 388 West
Huntington Drive.

Mayor Wuo adjourned this meeting in memory of local architect Gerald (Gerry) Busse, and Past
Mayor Ed Butterworth at 9:28 p.m. to May 20, 2014, at 5:00 p.m. in the Arcadia Police Department,
EOC Room, 250 W. Huntington Drive, Arcadia for purposes of discussing the Proposed 2014 -15
Fiscal Year Budget.
