SUBJECT: CONTRACT WITH DOUG MARTIN CONTRACTING, INC. FOR THE
FISCAL YEAR 2013 -14 ANNUAL SLURRY SEAL PROJECT IN THE
AMOUNT OF $360,399
Recommendation: Approve
SUMMARY
As part of the City's Annual Asphalt and Concrete Program, the Public Works Services
Department is preparing to slurry seal various residential streets within the City.
Following a formal bidding process, it is recommended that the City Council authorize
and direct the City Manager to execute a contract with Doug Martin Contracting, Inc., for
the Fiscal Year 2013 -14 Annual Slurry Seal Project in the amount of $360,399.
DISCUSSION
The Public Works Services Department is responsible for the maintenance and repair of
approximately 147 miles of roadway within the City. In 1999, as part of the Pavement
Management Program, the condition of all City streets was assessed and a Slurry Seal
Maintenance Program was established to help prolong the life of City streets through
scheduled maintenance related to safety, drainage, and the effects of weather on the
pavement surface. This program provides surface maintenance of all City streets and
divided the City into eight zones, with one zone being addressed each year as part of
the eight -year cycle.
The Fiscal Year 2013 -14 Annual Slurry Seal Project will address approximately 17.3
miles of residential streets as shown on the attached Project Location Map (Exhibit "A ").
This will include limited repair of failed pavement areas, replacement of curbs and
gutters that have been damaged or lifted, weed killing, the application of an emulsified
asphalt and sand coating commonly referred to as slurry, asphalt concrete edge
grinding, and re- striping of street centerlines, stop bars, and other safety striping. This
process protects the asphalt pavement surface from weather, restores skid resistance,
and provides an aesthetic uplift to the street and neighborhood.
A Notice Inviting Bids was published in the City's adjudicated paper and advertised
through various industry advertisement services and bid packages were provided to

interested area contractors. The following six bids were received on April 29, 2014.

Bid documents were reviewed for content and the Contractor's background was also
investigated including their recent projects for competency. The City has worked with
Doug Martin Contracting, Inc. in the past and they have done an excellent job. Based
on this review, it has been determined that Doug Martin Contracting, Inc. is the lowest
responsive bidder for this work and that they can satisfactorily perform the work
required.
ENVIRONMENTAL ANALYSIS
This project is considered a Class 1 exemption as defined in Section 15301(c) of the
California Environmental Quality Act since the project consists of the maintenance of
existing public streets and does not involve expansion of the existing use of the streets.
FISCAL IMPACT
Funds in the amount of $500,000 have been budgeted in the Fiscal Year 2013 -14
Capital Improvement Program for the Annual Slurry Seal Project. The funding is split
between two sources: $300,000 from Gas Tax and $200,000 from Capital Outlay.
Sufficient funds are available for the project's total contract cost of $360,399.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with Doug Martin Contracting, Inc. for the Fiscal Year 2013 -14
Annual Slurry Seal Project in the amount of $360,399.
