SUBJECT: APPOINTMENTS TO CITY BOARDS AND COMMISSIONS
Recommended Action: Make appointments
SUMMARY:
Annually, the City Council appoints individuals to serve on various City Boards and
Commissions. This agenda item will enable the City Council to take action to fill those
vacancies where terms will expire June 30, 2014.
DISCUSSION:
Boards and Commissions exist to advise the City Council on matters that impact
Arcadia residents. There are currently seven Boards and Commissions: Arcadia
Beautiful, Historical Museum, Human Resources, Library Board of Trustees, Planning,
Recreation and Parks, and Senior Citizens'. Each appointed member may generally
serve up to two (2) consecutive four -year terms. The exception to this rule is the Senior
Citizens' Commission, where members may serve up to two (2) consecutive two -year
terms. Each term begins July 1 and ends June 30.
It is recommended that the City Council fill vacancies on the following boards and
commissions where terms will expire June 30, 2014.
Historical Museum Commission (4 positions open)
Human Resources Commission (1 position open)
Library Board of Trustees (2 positions open)
Planning Commission (3 positions open)
Recreation and Parks Commission (1 position open)
Senior Citizens' Commission (2 at -large and 2 service club positions open)

In order to facilitate City Council action, the following documents are attached to this
staff report:
1. An "appointment summary," which shows the number of vacancies open on
each Board /Commission, which members are eligible for reappointment, and
the names of individuals who have submitted resumes interested in serving
on that particular Board /Commission (Attachment 1).
2. Copies of Citizen Service Resumes and letters of recommendation from
Arcadia Service Clubs, if required (Attachment 11).
3. Current City Council /Boards and Commissions Roster (Attachment III).
All applicants have been verified as residents and registered voters of the City.
FISCAL IMPACT:
There is no fiscal impact as a result of City Council action on this item.
RECOMMENDATION:
It is recommended that the City Council make appointments to fill vacancies on Arcadia
Boards and Commissions where terms will expire June 30, 2014.

Additional information
I am a 25 year veteran of the Los Angeles County Sheriff's Department. I have been a Sergeant for the
past four years and am currently assigned to the Personnel Administration Bureau. I oversee and
supervise the hiring of sworn and civilian personnel. I was also a background investigator for the same
Bureau for ten years as a deputy sheriff and conducted in depth investigations for sworn and civilian
applicants. I have conducted disciplinary actions for Sheriff's Department employees, investigating
allegations and determining their merit.
I have also recognized a "job well done" on numerous occasions with employees, who otherwise, would
have not been recognized for their efforts.
My training over the years at Personnel is extensive and I taught Background Investigator's School for
several years, training deputies and supervisors that were newly assigned to the Bureau.

both offered such terrific
knowledge, revealing won-
derful information.
Dale spoke to a large
gathering at the Lunch-
time Talk at the Museum
held at the Community
Center, telling about the
Santa Anita Depot at the
Arboretum. It was built in
1890 to serve Lucky Bald-
win and the people of
Rancho Santa Anita.
In 1970, the Depot
was moved to the
southern edge of the
Arboretum brick -by-
ne brick to make way for
on the construction of
the 210 Freeway. Dale
had many slides of
the original site and
also showed many from
the inside of the existing
building after it was recon-
structed. There are many
interesting pieces, which
are pointed out by the do-
cents, some of which would
be missed otherwise. The
Depot can be seen from
Baldwin Avenue, but can
be viewed closely by en-
tering the Arboretum. It
is open on Tuesdays and
Wednesdays from 10 a.m.
to 4 p.m. and on Sundays
from 1 to 4 p.m. It is also
open on Free Tuesday,
which occurs on the third

I have lived in Arcadia for most of my life, starting in 1985 when I began Kindergarten at Highland Oaks
Elementary. I attended Arcadia Unified schools all the way through graduation from Arcadia High in
1998. After graduation, I enlisted in the United States Marine Corps and started attending UCLA. I was
deployed to Iraq in 2003 in support of Operation Iraqi Freedom as a Civil Affairs NCO. After returning
from my deployment, I started a career in Emergency Management in both the private and public sector
planning and responding to all natural and manmade disasters. I have volunteered with the Arcadia
American Red Cross and Arcadia American Little League.
I am now an Arcadia homeowner with two young children (one in Kindergarten). I have a huge vested
interest in ensuring the City of Arcadia continues to provide excellent services to residents. I am enrolled
in the Arcadia Leadership Academy and am learning a lot about the different services that the city
provides. I have a lot of ideas about how the city can improve or add various programs and I would like
to continue my public service and give back to the community that I was raised in. I understand that
there are not vacancies in many of the boards and commissions, but I would like to be considered for
any future vacancies.
What do you see as the obiectives and goals of the advisory board or commission for which you are
applying?
In order of desired priority
Planning Commission - In person wagering at Santa Anita Park is diminishing every year and fewer and
fewer people are shopping at large malls like Westfield Santa Anita. The Planning Commission is going to
serve a very important role over the next decade as both of these institutional entities respond to
waning demand. The commission will need to ensure that whatever changes happen or replacement
facilities continue to reflect the historical traditions of the city while at the same time provide needed
public services to area residents. Additionally, the "mansionization" of Arcadia homes continues to be a
problem as well as numerous vacant homes with unmaintained yards and absentee owners. The
commission may be asked for advice by the Council in this area and I have a strong desire to keep
Arcadia truly a "Community of Homes."
Recreation and Parks Commission - The city provides a great recreation program and this commission
should continue that by engaging the community with surveys on desired services as well the use of
social media to gauge and promote interest in recreation and park programs. Additionally, I would like
to see more active and dynamic playgrounds in our parks for children to have more unstructured and
imaginative play. Other cities in Southern California have many of these types of playgrounds and it
would be great to see Arcadia provide this for our most valuable resource - our children.

Arcadia Beautiful Commission - Aside from the obvious goal of promoting beautiful landscapes and
holiday decorations, I believe this commission should begin to emphasize sustainable, drought - tolerant
landscapes. There is a wonderful opportunity to use the commission as a vehicle to promote such
landscapes, especially during our severe drought. Our generation is responsible for leaving the
environment better than when we found it so the next generation is able to enjoy as much as we did.
The Arcadia Beautiful Commission can serve a small, but important role in this area.
Historical Museum Commission - Arcadia has a rich and varied history and the Historical Museum truly
demonstrates that. I think the Commission would do well to better advertise the exhibits and services
that the museum provides. Additionally, I think it would be wonderful to provide even additional
services to our local schools by providing character actors for historical figures like Lucky and Anita
Baldwin or Henry Huntington to truly have an immersive experience for our youth. I would also like to
see the Historical Museum partner with Santa Anita Park to provide an expansive on -site exhibit on the
Japanese Assembly Center that was located there.
Library Board of Trustees - The 21st century has brought a lot of change to libraries across the world. It
is no longer a simple repository of bound paper books. Technology has truly revitalized this industry and
I would like to see the Arcadia Library continue this trend in the digital age with an easier to access
website and additional resources for e- books, audiobooks, and digital video borrowing. Libraries are
becoming a hub for information of all kinds so it would be great to see the library continue to provide
extensive opportunities for residents to stay informed and engaged with various classes and services like
emergency preparedness, career planning and resume building, and other needed classes to assist city
residents in improving their lives.

Emeritus Professor of Strategy
PROFESSIONAL EXPERIENCE
Dr. Green began his management career with Weyerhaeuser Company in Tacoma, Washington. As the
manager of International Planning and Administration, he was responsible for international planning,
administration, and financial analysis of major international expansions and acquisitions in pulp, paper
and containerboard. He also served as Weyerhaeuser's representative on a board of directors of an
international subsidiary. He moved to Southern California and worked for Pacific Enterprises and its
subsidiary, Southern California Gas Company. He was responsible for financing the large gas supply
projects and later moved to managing the planning and productivity /quality functions for The Gas
Company. He has served on the advisory council of the American Productivity and Quality Center in
Houston and on the board of directors of the Quality and Productivity Management Association,
headquartered in Chicago. Dr. Green was a member of the Los Angeles County Quality and Productivity
Commission for ten years and served as its chair for five years. He was also a member of the Los
Angeles Countywide Criminal Justice Coordination Committee for several years. He left The Gas
Company in 1994 after a total of 28 years of management experience. Since 1982, Dr. Green has served
with the Boards of Directors of San Gabriel Valley Training Center and its associated nonprofit
organizations that serve developmentally disabled adults. Since leaving the Gas Company, he has
consulted with a number of organizations.

education and corporate training. His publications have appeared in Nonprofit Management &
Leadership, The Not - For - Profit CEO, Business Forum, The Graziadio Business Report, Educators and
Scholars and Simulation & Gaming. He has made numerous academic and professional presentations at
the Academy of Management, ARNOVA (Association for Research on Nonprofit Organizations and
Voluntary Action), the Society for the Advancement of Management, the Symposium on Collegiate School
of Business Teaching, ABSEL (Association for Business Simulation and Experiential Learning), and
national meetings of nonprofit organizations. He is a member of the Academy of Management, ARNOVA,
ABSEL, The Society of Educators and Scholars, The Society for the Advancement of Management and
the honorary societies Beta Gamma Sigma and Phi Kappa Phi.
TEACHING EXPERIENCE
In 1994, Dr. Green began teaching for Pepperdine University as an adjunct professor. In 1995, he joined
the faculty on a full -time basis and, in 2000, he was appointed to a tenure track position in strategy. In
2002, he was promoted to the rank of Associate Professor of Strategy. In 2006, he received tenure and,
in 2008, he was promoted to Professor of Strategy. Dr. Green served as the Department Chair for
Strategy, Entrepreneurship, Information Systems & Technology Management from 2006 to 2012. He
taught extensively in the Fully Employed programs, EMBA and the Full -Time programs and has had a
major role in the computer based business simulations for all programs. Dr. Green also taught courses in
strategy at California State University, Los Angeles; California State University, Fullerton; and Wuhan
University in China. He received the Howard A. White Teaching Award in 2006. In 2013, Dr. Green
retired following which Pepperdine University awarded him the title of Emeritus Professor of Strategy.

Over Bob's 50 year career, he has worked side by side with
hundreds of affluent families. His history in the business
brings a depth of insight and expertise to new and existing

Background...
After graduation from the University of Minnesota, he began
his career with Connecticut General Life Insurance
Company in Minneapolis in 1965 as a Management Trainee.
He quickly climbed the ranks and, by 1974, became an
advisor's advisor, helping planners to create and deliver
comprehensive estate and financial plans to their clients. In
1984, Bob was asked to run the company's Greater Los
Angeles Agency.
Awards and achievements...
During his career as an agency manager, he received the
National Management Award from the General Agents and
Managers Association for 16 consecutive years and was
designated a Life and Qualifying member. Bob and his office
also received Connecticut General's Outstanding Agency
Award four times for their achievement of superior results.
Private practice...
After completing a 20-year career in management, Bob chose
to devote his full focus to a growing professional practice.
Since then, he has received recognition as one of the
industry's top financial professionals.
Bob was admitted to the Registry of Financial Planning
Practitioners, one of this industry's most elite organizations.
This professional certification was transferred to the CFP®
01%,,.. Board of Standards in 1995.
Education, designations & industry involvement.
In addition to holding several professional designations, as well as
a Master of Science in Financial Services degree, Bob is active in
The Association of Advanced Life Underwriting, The National
Association of Insurance and Financial Advisors, The Society of
Financial Service Professionals ®, and The Financial Planning
Association (FPA). Bob has also served as President of the Greater
Los Angeles Chapter of the General Agents and Managers
Association, as Secretary/Treasurer of the Greater Los Angeles
President's Council. He is also a regular attendee at the Heckerling
Institute on Estate Planning offered by the University Of Miami
School Of Law.
Bob completed a two year term as the national Chairman for The

the country. His continuing active involvement and qualification

professional groups and has also been a workshop and platform

Bob is registered with the California State Department of Insurance

Background, Training, Education or Interests that
Qualify Me as an Appointee
By profession I am a Certified Financial Planner and have been in
the financial services business for 30 years. I am in a service
profession and in the business of helping people. As a commission
member my primary goal would be to help the City of Arcadia
where needed.
My job as a Certified Financial Planner is to help people determine
where they are now with their financial and life goals, where they
want to be and to help them create a plan to get there. I feel these
skills would transfer to the Historical Museum Commission, for
example: Where is the Museum today? What is it looking to
accomplish and/or acquire in the future and how can we make that
happen? The same questions could be asked and answered
working on the Arcadia Beautiful Commission.
My interests have always included a desire to help charities.
1) I am a founding member (1988) of the Autry Museum of
Western Heritage. Through the years I have organized and
put on seminars and educational classes to help the Museum
raise money and grow.
2) I am one of the founding members of the Planned Giving
Committee for the Providence Health Care System in
Southern California which includes St. Joseph's Hospital in
Burbank, Tarzana Medical Center in Tarzana, and Holy
Cross Hospital in Mission Hills. My volunteer work there
included value added education classes for donors as well as
marketing for new donors.
My experience in helping the above referenced organizations grow
would help me do the same for organizations in the City of
Arcadia. I would be happy to work under the direction provided
by experienced Arcadia People as a team member on a
commission. I would look forward to applying my skills, energy
and enthusiasm wherever needed.

Center Pharmacies from 1984 -1989 (LAC +USC Medical Center, Harbor -UCLA Medical
Center & Olive View -UCLA Medical Center) and as Assistant Director, Pharmacy
Services at the LA County + USC Medical Center (1992- 2002), 1 was involved with the

recruiting, hiring, firing, discipline as well as the performance evaluations for our large
Pharmacy Dept.
I have volunteered for many years and continue to do so in the academic arena as
Adjunct Assistant Professor of Pharmacy Practice at the USC School of Pharmacy (1975
- present) -- having overseen student clinical rotations at the County Hospital prior to my
retirement in 2002 and have more recently been involved as a facilitator for various
classes in the School's Student Academic Program.
Having a continual interest in the progress and direction of Pharmacy Practice and future
pharmacists coming into the profession, I continue to participate in the USC School of
Pharmacy's Admissions Process interviewing candidates for admission to the program
annually for over 25 years.
I am on the Board of Directors of the USC School of Pharmacy QSAD Centurions
(2006 - present), the Fund - raising support group for the USC School of Pharmacy.
Because I am very committed to the betterment of Pharmacy practice and patient care, I
have continued to volunteer and actively participate in the activities of our regional
pharmacy organization, SCSHP, and our state organization, CSHP described in the

Having participated in a wide variety of activities over the years from academic,
professional, social, community and human interest, I am a positive individual who

opportunities in Arcadia that will allow me to be a small part of the activities /

I fully understand the objectives and goals of the Human Resources Commission after
having served as a City of Arcadia HR Commissioner for the past 4 years (2010 - 2014).
1 have served as an impartial and objective Commissioner performing all of the duties
that have come before the Commission without reservation.
I plan to continue to serve this Commission and the City of Arcadia with responsibility,
integrity, commitment and enthusiasm representing the citizens of Arcadia if I am

1. Are you aware that the primary function of Arcadia Beautiful Commissioners is to act as judges
for the Arcadia Beautiful and Holiday Decoration Award programs?
2. Do you have the ability to travel by car during the day and in the evening for the purpose of
judging?
3. The Arcadia Beautiful Commission usually has three "regular" meetings each year with
additional meetings and /or time commitments scheduled for the purpose of conducting judging
for the award programs, participating in a recognition event for the holiday awards that takes
approximately 3 -4 evening hours in December, and attending an Arbor Day Celebration.
Additionally, preliminary judging for the Arcadia Beautiful and Holiday Decoration Awards is
done with each Commissioner taking responsibility for a section of the City and driving through
the neighborhoods to select their nominations that will then be judged on a subsequent date by
the entire Commission. Are you able to fulfill this time commitment?
