SUBJECT: CONTRACT WITH MLADEN BUNTICH CONSTRUCTION COMPANY,
INC. FOR THE ORANGE GROVE WATER PLANT DISINFECTION AND
REHABILITATION PROJECT IN AN AMOUNT NOT TO EXCEED
$125,500
Recommendation: Approve
SUMMARY
The Orange Grove Water Plant consists of four reservoirs that hold about 15 million
gallons of water and four domestic groundwater wells. Two of these wells (Well No.1A
and Well No.5) produce water that currently exceeds the Maximum Contaminant Level
(MCL) for Volatile Organic Compounds (VOC's). Drinking water produced from these
two wells must be blended with water from other Arcadia wells that do not have levels of
these contaminants present in the water. In order to comply with the California
Department of Public Health's (CDPH) drinking water requirements, the Orange Grove
Water Plant Disinfection Rehabilitation Project involves the installation of chemical
analyzers, valves, and modification of existing piping to ensure proper mixture of the
water and to monitor the VOC's in the water leaving the Orange Grove Water Plant.
To ensure the City is receiving the most competitive prices and quality service for this
work, a formal bid was conducted and Mladen Buntich Construction Co. Inc. submitted
the lowest responsive bid. It is recommended that the City Council authorize and direct
the City Manager to execute a contract with Mladen Buntich Construction Co. Inc. for
the Orange Grove Water Plant Disinfection and Rehabilitation Project in the amount not
to exceed $125,500.
DISCUSSION
The Orange Grove facility is a vital component of the City's water supply and distribution
system. It is the City's only source of supply from the Santa Anita Subarea of the
Raymond Groundwater Basin.

Water pumped from two wells at the Orange Grove Water Plant (Well No.1A and Well
No.5) is close to the Maximum Contaminant Level (MCL) for nitrates and Volatile
Organic Compounds (VOC's). VOC's have been used extensively in the United States
since the 1940's. VOC's are common components or additives in gasoline and diesel
fuel and are used in the dry cleaning of clothing, in refrigeration units, and other
petroleum -based products. The CDPH approved the City's Blend Plan that blends
water from these two wells with other City wells to ensure that the City's drinking water
meets all state and federal drinking water standards before it leaves the Orange Grove
Water Plant.
The goal of the project is to demonstrate and ensure that water from these wells is
blended with water from other City sources that are much lower in VOC's, resulting in
water that is well below the limits established by the Environmental Protection Agency
(EPA) and enforced by the CDPH.
In 2011, the CDPH added a condition of approval for the City's Blend Plan that requires
the City to ensure that Wells 1A and 5 have a positive connection to their blending
source. The only way to accomplish this in a way acceptable to the CDPH was to
modify the piping from the wells to the reservoirs where blending occurs. This project
accomplishes that goal as well as providing constant monitoring of the blended water to
ensure that concentration levels are below the allowable limits. This is a common
practice by municipal water agencies and has been approved by the CDPH. An
alternative would be to provide treatment at our wells at a cost of approximately $700
per acre foot, which would equate to $770,000 annually for Orange Grove 1A and 5.
A Notice Inviting Bids was published in the City's adjudicated newspaper and bid
packages were distributed to contractors that perform this type of work. The City Clerk
publicly opened four sealed bids on April 15, 2014, with the following results:

The bid documents were reviewed for content and the Contractors' background and
recent projects were investigated for competency. Mladen Buntich Construction Co.
Inc. was determined to be the lowest responsible bidder and is capable of completing
the project for the City. Mladen Buntich Construction Co. has been in the general
construction and pipe rehabilitation industry for almost 40 years. They successfully
completed similar projects at several agencies such as Metropolitan Water District of
Southern California, Los Angeles County Sanitation District, Inland Empire Utilities
Agency, and Cities of Los Angeles (Department of Water and Power), Garden Grove,
and Port Hueneme,

ENVIRONMENTAL ANALYSIS
This project is considered a Class 1 exemption as defined in Section 15301(b) of the
California Environmental Quality Act since the project consists of minor alteration of
existing public facility providing public utility service and does not increase the capacity
of the system.
FISCAL IMPACT
Sufficient funding of $200,000 from the Water Fund has been budgeted for this project
in Fiscal Year 2013 -14 Capital Improvement Program.
RECOMMENDATION
It is recommended that the City Council authorize
execute a contract with Mladen Buntich Construction
Water Plant Disinfection and Rehabilitation Project
$125,500.
