HomeMy WebLinkAbout05/20/201456:0051 CITY COUNCIL /SUCCESSOR AGENCY TO THE ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING MINUTES TUESDAY, MAY 20, 2014 CALL TO ORDER - Mayor Wuo called the meeting to order at 7:00 p.m. in the Council Chamber. INVOCATION Reverend Terrence Shay, Mandarin Baptist Church PLEDGE OF ALLEGIANCE Jason Kruckeberg, Assistant City Manager /Development Services Director ROLL CALL OF CITY COUNCIL MEMBERS John Wuo, Mayor Gary Kovacic, Mayor Pro Tern Tom Beck, Council Member Roger Chandler, Council Member Sho Tay, Council Member REPORT FROM CITY ATTORNEY ON STUDY AND CLOSED SESSION ITEMS City Attorney Deitsch announced that the City Council conducted a continued Study Session to hear reports from staff regarding the proposed Fiscal Year 2014 -15 Budget. No action was taken. In addition, Mr. Deitsch reported that the City Council convened to a Closed Session to consider the two items listed on the posted agenda under Closed Session; no reportable action was taken. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced there was no supplemental agenda information. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Chandler, seconded by Council Member Tay, to read all ordinances and resolutions by title only and waive the reading in full. PUBLIC COMMENTS April Verlato Seymour, Arcadia resident, appeared and announced that she attended the Downtown Business Association conference with six other Arcadia Downtown Business Association members; that the conference was a great experience and very informative. She also announced that she is a resident in the Highlands and indicated that four properties went through the City's Architectural Design Review process, not the Highland Oaks Architectural Review Board process and felt this was a violation of the Brown Act, the City's ordinances and resolutions; that the residents of the Highlands want compatible and harmonious development; and would like the City to return those projects back to the Highland Oaks Architectural Review board for processing. 05 -20 -14 56:0052 Jane Chun, Arcadia resident, appeared and commented on her experience living in the Highlands area and the development of large homes in the neighborhood; she spoke about the signature requirement when she remodeled her home years ago and felt that this process should be reinstated. Jane Garzona, Arcadia Downtown Business Association, appeared and announced that she also attended the Downtown Business Association conference with six other board members and noted that it was very informative and will have more to report in the near future. Guy Thomas appeared and spoke about the problems in the Highlands and thanked the City Council for scheduling a future study session regarding the Architectural Review Boards process. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Chandler had no comments. Council Member Beck thanked Ms. Verlato and Ms. Garzona for all they do for the downtown area; he thanked all the residents of the Highlands Oak Homeowners Association area for attending the meeting; he assured everyone that the City is aware of the problems that occurred in the Highlands, and that a future study session is being scheduled. He announced that he attended the Arcadia Women's Club Centennial Celebration; the Arcadia Chinese Association Mother's Day celebration with Council Member Tay; and the annual "Salute to Seniors" luncheon. He discussed the single use plastic bag issue in California and solicited and received City Council support for placing a "ban on single use plastic bags" on a future agenda. Mayor Pro Tern Kovacic and Council Member Tay concurred with Council Member Beck. Mayor Pro Tern Kovacic also thanked Ms. Verlato and Ms. Garzona for attending and discussing the issues concerning the Architectural Review Board in the Highlands; he thanked Reverend Shay for his inspiring invocation; he reminded everyone that the monthly Carcadia event will be on Sunday, May 25 in the parking lot behind the Denny's Restaurant and encouraged everyone to bring their vintage cars out; he congratulated Arcadian Rob Rasmussen for making his major league debut for the Toronto Blue Jays against Boston Red Sox; he noted that Monday is Memorial Day and encouraged everyone to do something to recognize the day and remember the Veterans; and requested a policy on naming a room or a building or other facility after an individual who had a significant impact in the City, and requested support from the other Council Members to discuss this at a future meeting. Council Members Tay and Beck concurred with Mayor Pro Tern Kovacic. Council Member Tay congratulated Fire Chief Norwood on his appointment; he announced that he attended the "Salute to Seniors" luncheon, and the Highlands Oak community event hosted by Chris and April Seymour. He announced the annual "Salute to the Veterans and their Families" celebration at the Arcadia County Park, hosted by the Los Angeles County Supervisor Antonovich; and the monthly Carcadia event on May 25; and announced the Government Affairs Forum hosted by the Arcadia Chamber of Commerce on June 5. City Clerk Glasco provided information regarding board and commission vacancies; he announced the classic 1959 police car will be on display at the "17th Annual Salute to Veterans and their Families" event at the Los Angeles County Park on May 25; and he wished everyone a safe Memorial Day. 2 05 -20 -14 56:0053 Mayor Wuo thanked the Highlands residents for working together and trying to protect their neighborhood; he commented on the Police Department's "See Something, Say Something" campaign and the new Neighborhood Watch signs around the City, and thanked the Police Department for keeping the City and the residents safe. 1. CONSENT CALENDAR Special and Regular Meeting Minutes of May 6, 2014. Recommended Action: Approve Ordinance No. 2317 amendinq various sections of Article IX of the Arcadia Municipal Code with an addendum to the Certified Environmental Impact Report for the 2010 General Plan Update to add a Residential -Flex (R -F) Overlay Zone and to add the R- F Overlay Zoning to the 8.85 -acre Project Area at 30 -188 Las Tunas Drive and 119- 123 W. Live Oak Avenue. Recommended Action: Adopt C. One year extension to the contract with General Pump Company Inc to provide unscheduled maintenance and emergency repair of City wells and pumps in the amount of $100,000. Recommended Action: Approve d. Contract with Doug Martin Contracting, Inc. for the Fiscal Year 2013 -14 Annual Slurry Seal Project in the amount of $360,399. Recommended Action: Approve e. One year extension to the Professional Services Agreement with the Arcadia Unified School District for Bus Transportation Services for recreation activities from June 1 2014, through May 31, 2015, in an amount not to exceed $45,000. Recommended Action: Approve f. Professional Services Agreement with Southland Transit, Inc. for an amount not to exceed $1,408,625 annually for the daily operation of the Arcadia Transit Dial -A -Ride System. Recommended Action: Approve g. Purchase of two pickup trucks with utility bodies and one standard pickup truck from Fairview Ford Sales, Inc. in the amount of $87,107. Recommended Action: Approve h. Purchase three V- Series Self -Check Systems from the Califa Library Group for a total cost of $36,015.78. Recommended Action: Approve i. Purchase of ammunition from San Diego Police Equipment Co. Inc. in an amount not to exceed $104,000 for Fiscal Year 2013 -14 and $127,950 for Fiscal Year 2014 -15 Recommended Action: Approve j. Reiect the one bid received for the purchase of asphalt concrete mixes and direct staff to re -bid. Recommended Action: Approve 05 -20 -14 56:0054 k. Approve an unanticipated expenditure not to exceed $22,000 for the upfront cost of Purchasing Urban Search and Rescue Equipment, with reimbursement through State Homeland Security Grant Programs. Recommended Action: Approve Revisions to the classification specifications for Fire Battalion Chief, Fire Captain Fire Paramedic, Firefighter, and Fire Engineer. Recommended Action: Approve M. Revisions to the classification specification for Accounting Specialist. Recommended Action: Approve Council Member Beck requested that Consent Calendar item 1.f be pulled for discussion. Mayor Pro Tem Kovacic requested that Consent Calendar item 1.d be pulled for discussion It was moved by Council Member Chandler, seconded by Mayor Pro Tem Kovacic, and carried on roll call vote to approve Consent Calendar Items 1.a through 1.c, 1e., and 1.g through 1.m. AYES: Council Member Chandler, Kovacic, Beck, Tay, and Wuo NOES: None ABSENT: None Mayor Pro Tem Kovacic announced that he lives in the area of the slurry seal project and may have a conflict voting on Consent Calendar item 1.d. In response to Mayor Pro Tem Kovacic's inquiry, Attorney Deitsch explained the Political Reform Act and recommended that Mayor Pro Tem Kovacic abstain from voting. It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on roll call vote to approve Consent Calendar Item 1.d. AYES: Council Member Chandler, Beck, Tay, and Wuo NOES: None ABSENT: None ABSTAIN: Mayor Pro Tem Kovacic Regarding Consent Calendar item 1.f., Council Member Beck stated that he would like to see a transit restructuring study conducted within the next year. He noted that he spoke about this with City Manager Lazzaretto and was informed that a study is in the budget and work is beginning. Mayor Wuo noted that the transit service is funded with Proposition funds and that the service is being used primarily by school children; he noted that with the opening of the Gold Line Station he would like to see a study be conducted in order to evaluate the existing transit service and what could be done to better meet the City's needs. It was moved by Mayor Pro Tem Kovacic, seconded by Council Member Chandler, and carried on roll call vote to approve Consent Calendar Item 1.f. Resolution No. 7019 setting service rates for the collection of residential refuse and recvclables pursuant to Section 5120.7 of the Arcadia Municipal Code Recommended Action: Adopt Public Works Services Director Tait, and Environmental Services Officer Vanessa Hevener presented the staff report. It was moved by Council Member Chandler, seconded by Council Member Tay, and carried on roll call vote to adopt Resolution No. 7019 setting service rates for the collection of residential refuse and recyclables pursuant to Section 5120.7 of the Arcadia Municipal Code.
