Quach, Administrative Services Director By: Jeannette Flores, Human Resources Administrator SUBJECT: RESOLUTION NO. 7017 ESTABLISHING WAGE ADJUSTMENTS FOR UNREPRESENTED NON - BENEFITED PART -TIME EMPLOYEES IN ACCORDANCE WITH CALIFORNIA'S MINIMUM WAGE INCREASE EFFECTIVE JULY 1, 2014 Recommendation: Adopt SUMMARY In September 2013, California passed Assembly Bill 10 (AB 10), which approved the first minimum wage increase for Californians in six years. The bill will raise the California Minimum Wage to $9 per hour effective July 1, 2014, and to $10 per hour effective January 2016. To comply with Assembly Bill 10, it is recommended that the City Council adopt Resolution No. 7017 establishing wage adjustments for unrepresented, non - benefited, part -time employees effective July 1, 2014. DISCUSSION On September 25, 2013, California Governor Jerry Brown signed into law AB 10 that increases California's minimum wage from $8 to $10 per hour over the next two years. The bill will raise California's minimum wage to $9 per hour effective July 1, 2014, and to $10 per hour effective January 1, 2016. To comply with AB 10, it is recommended that the current part -time wage schedules be adjusted to apply the minimum wage increase of $9 per hour effective July 1, 2014, to seven entry-level positions that would be below the minimum wage. This adjustment will be similar to the adjustments being proposed by approximately 22 neighboring cities. Additionally, due to the effect of this adjustment to the overall wage schedules, further amendments in the range of 1.1% to 2.0% are proposed to 12 other part -time positions to ensure that the part -time wage schedule maintains its wage differential between related classifications of a particular field. These modifications will also align with the recent increases that went into effect April 1, 2014, as a result of labor negotiations. Resolution Establishing Minimum Wage in Accordance with AB10 June 17, 2014 Page 2 of 2 Staff will continue to monitor the impact of AB 10 and will conduct further studies to ensure that the City's part -time wage schedule is competitive amongst neighboring cities prior to the next minimum wage increase of $10 per hour effective January 1, 2016. The unrepresented, unbenefited, part -time wage schedules being proposed are attached as Exhibit "A" and Exhibit "B ". Exhibit "A" illustrates part -time positions with Non- CaIPERS Retirement and Exhibit "B" for part -time positions that have been enrolled in CalPERS due to mandatory guidelines based on hours worked or having been vested in CalPERS from prior employment. Exhibit "A" reflects the same wage adjustments made to Exhibit "B "; however, Exhibit "B" includes a 7% increase that is currently in place to offset the employee pension contributions as a result of past labor negotiations and as adopted in Resolution No. 6795. FISCAL IMPACT The wage adjustment will increase the City's Operating Budget by approximately $55,000 per year. The anticipated increase has been budgeted accordingly in the Fiscal Year 2014 -15 Operating Budget. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 7017, establishing wage adjustments for unrepresented, non - benefited, part -time employees in accordance with California's minimum wage increase effective July 1, 2014. The bill will raise the California Minimum Wage to $9 per hour effective July 1, 2014, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. Effective July 1, 2014, adjustments in salary shall be made for all unrepresented non - benefited part -time employees of the City as specified in Exhibits "A" and "B" attached hereto and made a part of this Resolution. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
