FOR THE PURCHASE AND INSTALLATION OF EMERGENCY EQUIPMENT AND LIGHTING FOR CITY VEHICLES IN THE AMOUNT OF $84,794 Recommendation: Approve SUMMARY The Public Works Services Department ( "PWSD ") is responsible for preparing equipment specifications for the purchase of City vehicles. When new vehicles have been delivered, the installation of emergency equipment and lighting is performed by an outside vendor. On August 20, 2013, the City Council approved a purchase order contract with Black and White Emergency Vehicles, Inc. for the purchase and installation of emergency equipment and lighting for all newly purchased City vehicles. Black and White Emergency Vehicles, Inc. is reaching the end of their purchase order contract and has submitted a written offer to hold their prices for another year. All terms and conditions of the original purchase order will remain in effect. It is recommended that the City Council approve a one year extension to the purchase order with Black and White Emergency Vehicles, Inc. for the purchase and installation of emergency equipment and lighting for City vehicles in the amount of $84,794. DISCUSSION PWSD is responsible for preparing equipment specifications for the purchase of vehicles described in the City's annual Equipment Replacement Budget. When new police vehicles, trucks, and cars are purchased, they are delivered to the PWSD for final inspection. Once a new vehicle has been inspected, it is sent to an outside vendor for the installation of emergency equipment and lighting. The process of installing emergency related equipment in new police pursuit vehicles involves removing the emergency lighting and computer equipment from the designated replacement vehicles being removed from service, and installing it into the new police pursuit vehicles Purchase Order Extension - Emergency Equipment & Lighting July 1, 2014 Page 2 of 2 pursuant to Arcadia Police Department specifications. The police pursuit vehicles are also outfitted with a proper wiring harness, prisoner seat, acrylic partition, push bar, and gun mounts. After the vendor has installed all emergency response related equipment and lighting, the vehicle is ready for duty. Additionally, all City trucks and certain cars are equipped with emergency lights, light bars, and a City issued two -way radio as necessary. On August 20, 2013, the City Council approved a purchase order contract with Black and White Emergency Vehicles, Inc. for the purchase and installation of emergency equipment and lighting for all newly purchased City vehicles. Black and White Emergency Vehicles, Inc. is reaching the end of their purchase order contract and has submitted a written offer to hold their prices for another year. Black and White Emergency Vehicles, Inc. has provided excellent service during the term of the purchase order. FISCAL IMPACT Sufficient funds have been budgeted in the Fiscal Year 2014 -15 Equipment Replacement Budget. RECOMMENDATION It is recommended that the City Council approve a one year extension to the purchase order with Black and White Emergency Vehicles, Inc. for the purchase and installation of emergency equipment and lighting for City vehicles in the amount of $84,794.
