HomeMy WebLinkAbout6-24-14 Minites i4 s ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES `:;;;;f:i.;;" Tuesday, June 24, 2014 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Beranek, Chiao, Faizone, and Parrille ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Modification No. MP 14-04 and Oak Tree Encroachment Permit No. THE 14- 05 with an Exemption from the California Environmental Quality Act (CEQA) for an 11,052 square-foot, two-story residence that will encroach into the protected areas of six oak trees, and requesting the following Zoning Modifications due to the irregular shape of the lot at 800 Hampton Road: • A front yard setback of 50'-0"in lieu of 52'-6" required; • A westerly first-story side yard setback of 15'-0" and an easterly first-story side yard setback of 17'-6" both in lieu of 43'-1" required; and, • Westerly and easterly second-story side yard setbacks of 30'-0" in lieu of 86'-2" required. The architectural design of the proposed new residence has been approved by the Architectural Review Board of the Rancho Santa Anita Property Owner's Association. Applicant: Jack Ng Recommended action: Find that this project is exempt from CEQA, and conditionally approve MP 14-04 and THE 14-05. Associate Planner, Tim Schwehr, presented the staff report 6-24-14 Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this Item. Jack Ng spoke in favor. Chairman Beranek asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Perri Ile, seconded by Commissioner Falzone, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Falzone, to find this project is exempt from CEQA and to approve the applications subject to the conditions listed in the staff report. ROLL CALL AYES: Commissioners Baerg, Chiao, Falzone, ParriIle and Beranek NOES: None There is a five working day appeal period after the approval/denial of the application. Appeals are to be filed by Wednesday, July 2, 2014. 2. Appeal of the denial of Single-Family Architectural Design Review No. SFADR 13-88 for the design of a proposed 4,145 square-foot, two-story, single residence with an attached 2-car garage at 500 San Luis Rey Rd. Applicant Kuo-Ping Wang and Ben Masaru Kawachi of JWL Associates, inc. CANCELLED-The applicants withdrew their appeal on June 17, 2014. CONSENT CALENDAR 3. Minutes of the June 10, 2014, Regular Meeting of the Planning Commission Recommended action: Approve as corrected MOTION It was moved by Commissioner Falzone, seconded by Commissioner Perrille to approve the minutes as presented. MATTERS FROM COUNCIL LIAISON Councilman Tay said that they will be interviewing the Planning Commissioner applicants on Monday June 30, 2014. 6-24-14 k ,. FROM PLANNING COMMISSIONERS Nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Falzone reported that the Modification Committee meeting was cancelled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said that there will be two items on the July 8 agenda, and that a Special Meeting is scheduled for Tuesday, July 29th for the design review appeals. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:13 p.m. to July 8, 2014, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
