REGULAR MEETING MINUTES
TUESDAY, JUNE 17, 2014
CALL TO ORDER - Mayor Wuo called the meeting to order at 7:00 p.m. in the Council Chamber.

ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Beck, Chandler, Tay, and Wuo
ABSENT: Mayor Pro Tern Kovacic
A motion was made by Council Member Chandler, seconded by Council Member Beck to excuse
Mayor Pro Tern Kovacic from this meeting.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced that a letter was distributed to the City Council from the
Church of the Good Shepherd regarding Consent Calendar Item 1.i, requesting that the hearing be
set for the City Council meeting of August 5, 2014, instead of July 1, 2014; he also introduced
Claudine Meeker, the new Deputy Director of Public Works Services.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Tay, to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Certificates of Completion presented to Leadership Academy participants.
PUBLIC COMMENTS
Scott Hettrick, Chamber of Commerce Executive Director, appeared and announced that the Taste
of Arcadia is September 22 at the Los Angeles County Arboretum; and that non -profit organizations
wanting to sell Taste of Arcadia tickets will receive $5.00 back for each ticket they sell.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense (AB 12341).
Council Member Chandler thanked City Manager Lazzaretto for his idea of the Leadership
Academy Program and congratulated all the participants.
Council Member Beck congratulated his son Ryan, who just graduated from medical school, got
married, and is moving to Atlanta to start his residency in Radiology.

Council Member Tay commented on the Arcadia Chamber of Commerce Government Affairs
Forum where Chief Guthrie was the guest speaker and provided information on the "See
Something, Say Something" program and urged residents to report suspicious activity to the Police
Department; he provided information on the Neighborhood Watch program and invited everyone to
attend the next Gilb Museum of Arcadia Heritage monthly "Lunchtime Talk" where James Helms will
be the guest speaker.
City Clerk Glasco announced that the Arcadia Chamber of Commerce and the Arcadia Historical
Society will be presenting the "Arcadia Business Icon Award" to the Arcadia Body Shop, at the
monthly breakfast networking meeting on June 19; he announced the Museum Education Center
ribbon - cutting ceremony on June 28.
Mayor Wuo commended the Police Department for their recent recovery of two homes growing
marijuana in the City, and noted that one of the recoveries was reported by a resident, and
encouraged everyone to report suspicious activity; and he sent prayers out for the safe return of
missing Arcadia Firefighter, Michael Herdman.

a. Regular Meeting Minutes of June 3, 2014.
Recommended Action: Approve
b. Resolution No. 7036 establishina an Appropriation Limit for Fiscal Year 2014 -15
pursuant to Article XIII -B of the California Constitution.
Recommended Action: Adopt
C. Agreement with Beacon Media, Inc. for Legal Advertising Services in an amount not
to exceed $8,000.
Recommended Action: Approve
d. Review of the Citv's Conflict of Interest Code pursuant to the Political Reform Act of
1974.
Recommended Action: Approve
e. Donation of $21,350 from the Arcadia Public Library Foundation for programs and
services at the Library.
Recommended Action: Accept
Professional Services Agreement with Public Safety Corporation (PSC) for False
Alarm Program Management Services.
Recommended Action: Approve
g. Extension to the Professional Services Agreement with G4S Secure Solutions
(USA), Inc. for Jail Services in the amount of $250,203.
Recommended Action: Approve
h. Fire Communication Services Agreement with the Verdugo Cities for Fire Dispatch
Services.
Recommended Action: Approve

i. Set a hearing date of July 1, 2014, for the appeal of the Planning Commission's
conditional approval of Modification No. MC 13 -26 and Sian Design Review No.
SADR 13 -52 for one new 7' -1" high by 8' -6" wide, double -sided electronic monument
sign instead of two new electronic signs at the Church of the Good Shepherd (400
W. Duarte Road).
Recommended Action: Approve
Council Member Tay pulled Consent Calendar item 1.i for separate action.
It was moved by Council Member Tay, seconded by Council Member Chandler, and carried on roll
call vote to approve Consent Calendar Items 1.a through 1.h.

It was moved by Council Member Tay, seconded by Council Member Chandler, and carried on roll
call vote to set the Church of the Good Shepherd hearing for August 5, 2014.

2. CITY MANAGER ITEMS
a. Resolution No. 7017 establishinq wage adjustments for unrepresented non - benefited
part-time employees in accordance with California's minimum wage increase
effective July 1, 2014.
Recommended Action: Adopt
Human Resources Administrator Jeanette Flores presented the staff report.
It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on roll
call vote to adopt Resolution No. 7017 establishing wage adjustments for unrepresented non -
benefited part -time employees in accordance with California's minimum wage increase effective
July 1, 2014.

The City Council recessed to Closed Session at 7:43 p.m.
3. CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(4) to confer with legal counsel
regarding the initiation of litigation — one (1) potential case.
At the conclusion of the closed session, in open session, City Attorney Deitsch announced that
there was no reportable action taken in closed session.

ADJOURNMENT
Mayor Wuo adjourned this meeting in memory of Arcadia Police Chief Neal Roger Johnson, and
former Arcadia High School Football Coach Dick Salter at 8:11 p.m. to July 1, 2014, at 6:00 p.m. in
the City Council Chamber Conference Room located at 240 W. Huntington Drive, Arcadia.
