and the election of James Barrows to the office of. City Clerk for a full four (4) year term.

"Thank you I will take this opportunity to say thank you to all of you for coming here tonight.
It's just a very honor, to have,so many people turn out for an event like this. And to the
voters of the City, I'm very grateful for the voters,of the City, not only for voting me in office,
but for turning out at elections. It makes it all worthwhile. We work hard on these elections.
We have dozens of people who help. All the precinct officers, wish to say thank you to them.
Those who are looking on T.V. We really appreciate you. And all the people that give their
time and there homes and there facilities so that we can have these elections. It's the basis
of our democracy, really. And I thank you. I thank you for this opportunity that I've had to
serve you. I have truly enjoyed it. It's... I'm not going to cry. Anyway, it's been a wonderful
life, really and truly. I've enjoyed the people that I've worked with. I wish to remember
Marina, thank you to Marina and Melissa. And all the other people that have in turn helped
us. To the Council that I have served with, they're all wonderful. And I just appreciate all they
have done for me. It's an honor to serve the citizens of the City. Thank you very much."

REMARKS BY OUTGOING CITY COUNCIL MEMBER DR. SHENG CHANG
"Thank you Mayor, before I give my farewell speech, I would like to make two comments
first. First I want to thank June Alford for all her wonderful services in the past twenty -one
years. We really are grateful for all the work you have done for the City and the community.
I also want to thank the support from the community, especially for those who have attended
and contributed to this year's Mayors Prayer Breakfast on April 91h. As I understand, we
have a net balance for almost four thousand dollars. This will go to the Salute to Senior
Program, sponsored by Arcadia Rotary Club and Campership Program for the under
privileged, sponsored by Arcadia Coordinating Council. The co- chairs were Pamela
Blackwood and Min May Chang, my wife. She was also at the audience seat. They and the
community have done wonderful jobs. Starting with Linda Cudlip, has been very, very helpful
in coordinating the entire event. Thank you ladies. I want to thank the individuals and also
the groups who have given me the certificates and the plaques. It is always nice to be
recognized for what. you have done for the community. Hey, where is my crystal vase?
Anyway, I want to thank the community for letting me serve you on the City Council in the
past four years. Once again, a great experience for me. The City staff has been very, very
helpful in assisting me during this period. If I have contributed anything for the community or
its members, it is because of the help from the staff. I am very fortunate to work with my...
some great people as my colleagues from the City Council, which is Segal, Gary Kovacic,
Gail Marshall, John Wuo, -and Roger Chandler. Together we have accomplished a lot of
things in the past four years. A new Police Station, a new skate park, the Ruth and Charles
Glib Arcadia Historical Museum, new street signs, the soon to be completed affordable
Senior Apartment. The expanded project of West Field Shopping Town, which is to be
completed in this coming October. Still we are saving in the non - restricted funds. Finally,
I'm indebted to the citizens, friends and relatives who have supported me in the past years,
and also during the last re- election campaign. Especially my wife, Min May, who is my right
hand and also my left hand. Although we didn't make it, but we are proud that we have run a
great campaign. We all work hard for good causes. It is time to say goodbye. I want to wish
all of you good luck, and God Bless you all. Thank you:"

REMARKS BY OUTGOING MAYOR MICKEY SEGAL
"I'd like to first thank everybody who took time out of their busy lives to come help us
celebrate the various events that took place here tonight. It's truly good to. see so many
people here. People who have been active in there own way in the community. First I'd like
to take moment to introduce my wife, Lee Segal.:: Second, I'd thought that I would be kind of
short to equal the time spend served as Mayor, I'd thought my out going speech be
something similar. What I'd really like to do is thank staff for all their efforts that make our
efforts so much easier to do here. It's an incredible community of people, but it's just as an
incredible community of staff members that is in the City that make our jobs so much easier
to execute when we need information, it's available. When we need assistance, it's available
and it makes it so much easier to serve this community. Secondly, I'd like to thank the
community for all the support they have given to me over the last four years and for the
honor they gave me last Tuesday night in re- electing me. It truly was a resounding
statement, and I greatly appreciate it. And I look forward in the next four years to trying to
find some things that we can all make a difference for everybody in this community. And I
assure you we'll come up with some surprises that will help all of us lead a better life and be
better lives for our kids and for our families. So thank you very much. And I want to thank
our fellow Councilmembers, for all their support, and I want to congratulate Dr. Chang on his
eight years of service, congratulations. With that,' I will say thank you again very much."
8. ADMINISTRATION OF OATH OF OFFICE
June Alford, City Clerk administered the Oath of Office to re- elected Council Member Segal,
newly elected Council Member Roger Chandler, and newly elected City Clerk Jim Barrows.

ELECTION City Clerk James Barrows declared the Office of the Mayor of the City of Arcadia to be open
OF MAYOR and called for nominations for that office for 2004 -2005. Councilmember Wuo nominated
(Gary Kovacic) Gary Kovacic as Mayor of the City of Arcadia for the ensuing year. Hearing no further
nominations, the City Clerk announced that nominations for the Office of the Mayor were
CLOSED and requested that Councilmembers prepare to cast their vote for Councilmember
Gary Kovacic as Mayor of the City of Arcadia, April 20, 2004 to April 19, 2005.

10. REMARKS AND INTRODUCTIONS BY MAYOR KOVACIC
'First of all I'd like to introduce some very special people in my life. If you don't know my wife
Barb, then you haven't lived in Arcadia too long so, first of all I'd like to introduce my wife
Barb, she is in the audience: And without the next person, such nights like this could never
be possible, my mom Florence Kovacic, our daughter Kelly is an inner -city high school
teacher in San Diego, we are very proud of her and sheds preparing her class down there for
AP exams so she is working very hard, and our son Casey just finished his last classes at
the University of Oregon, he is waiting for graduation in June and when I grow up I want to
be like my son Casey because he spends his days fly fishing and golfing. I also want to
thank the many friends in the audience, and a special thanks to members of the Arcadia
High School Constitution Team of which I am one of the lucky coaches, so thanks for coming
team, I am glad to have you here. Congratulations are in order, to our new City Clerk, Mr.
Arcadia Jim Barrows, welcome. This is probably the only form of community service you
haven't preformed yet, so we welcome you and you're going to be in good hands. To my
good friend Mickey Segal, congratulations on your impressive reelection, the voters knew
what they were doing and it will be a joy to serve with you again. And to my former and
future colleague Roger Chandler, we go way back and welcome back to the City Council; it's
good to have you here as well. The City is in very good hands with this Council. I look
forward to working with both of you as we make progress throughout the year. Some thank
you's, June, you have been a faithful steward of the records of our City, you've served with
honor and distinction and a grateful City says thank you, we really appreciate your efforts. Dr.
Chang, I also want to thank you for your many years of service. I enjoyed serving with you
for six years, and I know you will continue to play an Important role in the life of our City. I'd
like to wax philosophical a little bit about politics in Arcadia. There is something special about
politics in Arcadia. In other towns, campaigns are often negative and divisive, and there are
other City councils where bickering and in fighting are so intense, that the entire body
acquires an image of irresponsible flakiness. But not here in Arcadia: This year's campaign
was clean and informative, it raised important issues, but also emphasized the positive
attributes of our fair City. And I am confident that our new City Council will be able to work
together to solve problems and make a positive impact. Each member up here, brings
unique experiences and perspectives and the result is an active and progressive team that
will practice mutual respect and work hard for the common good. As we enter a new year, I
want to mention just a few personal goals that reflect our collective nature here on the
Council. Gail's expressed interest in renaming El Monte Avenue Seabiscut Way, assuming
this is ok with most of the folks who live on that street, 1 think we should move forward with
that idea. Mickey has championed more senior housing in Arcadia. I agree that this is an

extremely important component of our community and It is extremely vital to the well being of
the City. One project is nearing completion on Las Tunas and we should set a goal of at
least one or two more in the near future. John shares my concerns about the appearance of
structures and signs in Arcadia. We need to expedite our pending review of codes and
implement a fair and consistent program that preserves the quality of life and meets the
reasonable expectations of our residents and businesses. And during the campaign, Roger
mentioned Asian gang activity in Arcadia. While it is not an epidemic; we cannot ignore a
potential problem. We need to be concerned. I plan to hold a town forum on the issue later
this year to solicit input from all segments of the community, police, schools, parents, and
students. It will be a community effort.to develop and implement a strategy to educate our
parents and youth about gangs, and to prevent gang activity from taking hold in our
community. And finally, I'm not going to stop talking about a youth activity center until we
have in place a plan to fund and build this much needed facility soon. There are other issues
and programs but that's enough for now. In conclusion, I feel very positive about this City
Council and the future of Arcadia. As some of you know, I edited Arcadia's Centennial Book,
and I want to end on a historical note, because I want to quote Lou Gehrig and to get to this
quote, have to talk a little bit about a historical figure in Arcadia. Did you know that Babe
Dahlgren was a long time resident of Arcadia, and helped establish the first little league
here? He even ran an indoor batting cage for many years, in an old bowling alley in
downtown Arcadia. Now, who is Babe Dahlgren you may ask? Well he was the New York
Yankee who replaced Lou Gehrig at first base on May 2, 1939, ending Gehrig's record streak
of playing in 2130 consecutive games. If you watch the famous movie The Pride of the
Yankees when Lou Gehrig is replaced, there is Babe Dahlgren running out to the field and
he is an Arcadian of historical note. And Lou Gehrig ended his famous retirement speech by
saying that he considered himself the luckiest man on the face of the earth. And I'll end this
speech by also- saying that I consider myself very lucky. I have a great family, fantastic
friends, dedicated colleagues, and I live in Arcadia. Thank you."
11. REMARKS AND INTRODUCTIONS BY MAYOR PRO TEM WUO
"Thank you Mayor Kovacic. Good evening. Well before I make remarks, I will better
introduce my wife Jane. and my daughter Jennifer, who are here tonight. Last time I almost
got myself in trouble because I forgot to introduce her and it was nice of Councilman Segal
to give me a chance to redeem myself. And of course I would like to welcome Roger, and
Jim, and also Vida to our new team. I am looking forward to work with all of you. And I
would also like to thank Dr. Chang for his eight years of service to our City on the Council,
and June Alford for her twenty-one years of service And we shall miss both of them and I
hope June, you will enjoy your retirement and do some traveling and sightseeing. At this
time I would like to thank my fellow Councilmembers for your trust and believing in me for
giving me this opportunity to serve as a Mayor Pro Tern for a wonderful City. I am looking
forward in working with each one of you and do the best for our community and for our
residents. We have a great mix of Councilmembers, Mayor Kovacic, with his legal
background; Councilmember Roger Chandler with his law enforcement experiences;
Councilmember Marshall, always keeping a good eye on our City's spending; and,
Councilmember Segal, with his expertise in accounting will definitely help City plan better
budgets for the future. And I hope with my real estate experiences will help protect our
property value and private property rights for all the residence. I also would like to
encourage all sectors of our community to get involved. Arcadia has many wonderful
volunteers over the years. Our City's demographics have, changed in recent years and it is
time to encourage everyone regardless of your religion, ethnic background, you should
participate in all civil and school functions. Together we will build a better community, a
better environment for our children to grow up, and a safe, beautiful, and harmonious City.
I'm proud to be an Arcadian, and I will always do my best to serve and represent our City
well. Thank you all for having trust In me. Thanks."

12. REMARKS AND INTRODUCTIONS BY COUNCILMEMBER MARSHALL
"First of all I want to say congratulations to Gary, John, and I want to thank Mickey for your
leadership as our Mayor, and congratulations on your re- election. Also thank you to Dr.
Chang for your last four years of service. June, you for your years of dedication and service,
enjoy your retirement; you can rest assured your office will be in very good hands. Welcome
aboard to Roger and Jim. This is d6ja vu for Roger and most of this Council, I think we've
been here and done this. We've made a lot of progress when we were together before and I
feel very positive, we will be just as productive this time around. Helen Keller was once
asked if there was anything worse than blindness. Yes, she said. To have sight, but no
vision. Now that our glorious Centennial Celebration has passed, and the election is over, it
is time to gear up and move forward. I have a vision for my remaining two years on Council,
and I believe my cohorts do also. I anxiously look forward to our round table brain storming
session. I am exited to learn the vision that each Councilperson has for the betterment of
our beautiful City, and see what plans we can put in place to make our visions become
reality. We know we have sight, but just as important, we must make sure that we also have
vision."
REMARKS AND INTRODUCTIONS BY COUNCILMEMBER CHANDLER
"Before I get going I'm going to take a cue from John and introduce my wife, Jane. Jane can
you stand up there? This is the fifth election that she has been through with me so I thank
her a lot for her patience.. Our oldest son Greg is in the audience. Greg is an Arcadia High
graduate, USC graduate, and a,Columbia Masters Degree graduate, so Greg, thank you for
taking the time. We have another son Jeff, he is an Arcadia graduate, and the University of
Santa Barbara, he is fixing our computer that crashed, so he is not here, but because we go
back to 1986, he's been here before for some of these, he looks like a young kid. So
congratulations Mr. Kovacic on being our new Mayor, I appreciate that and John, onward and
upward. Jim, piece of cake, huh. To June, I just told her, swear me in and retire and she
did, she said I'm glad to do it. I want to thank June as the rest of us have for her years of
service, I remember in 1986, she was working with Christine Van Mannen, the City Clerk
then, and so twenty-one years is a long time and we thank her for that. Dr. Chang called me
the day after the election and he congratulated me and I_ asked him how he was doing and
he said disappointed. I said I know the feeling so, [ know his feeling and he served eight
years in the City council, he was a pioneer, he was a first Asian Councilmember and Mayor
and for that we have to acknowledge and thank his leadership, thank you for that, and I'm
sure that we will see him around a lot. Mickey, congratulations, you're really a popular guy,
and I'm glad to have some of the popularity fall off on me, so thank you. There is a whole list
of people I must thank because this was kind of a do or die thing for me. I wanted to either
win or get out. So there were just a lot of people that really lent a hand and asked me what I
was all about and said OK we'll get behind you, so there is just a long list of people and I'm
going to take the time, your time, to thank them. Beginning with Paul and Rose Yeh, very
helpful people; John and Carol Fung, very helpful; Yvonne Yu; there is a lady on my block
that is calling me almost every day Jolly Wu; Shone and Sherry Wang; one of the fellows
who put out the signs, Harvey Tyman and his wife Beverly, he distributed signs day and
night. And then the other fellow who worked in the northern part of the City was Ken Lingrin
and his wife Mary. It's a big deal when the panic of signs sets in and we have to get signs
out and somebody stole your sign and the phone's ringing and so these people have just
been so helpful and they worked very hard. Vince and Dolores Foley, you all know the
Foley's I'm sure, they were super helpful to me, And there was a fellow that I never really gat
to know to well, Charles Glib introduced me to him, Joe Feghali and his wife Shelia. Joe was
my treasurer and it turned out, probably one of the best recruiters, he was registering new
voters, people in their seventies who had never voted before and he was incensed that you
could live that long and not vote in America. He worked unbelievable and he's a former
retired World Wide banker so my, numbers are good, Mickey, they're good. And Dave and
Pat Covell, friends of theirs who just recruited people to help me and to vote. I have a long

time friend, I've been through many political tribulations, trial tribulations, with including a run
for the State Assembly for him, Bob Harbicht, Bob will always be my friend. We ran against
each other in 1986 and we were both fortunate enough to win, And then we ran again and
then I lost and he won. And then we ran again and I won and he lost. And we ran again and
we both lost. Anyhow, Bob where ever you are, and Patsy, thanks a lot, I really do
appreciate it. There's a lady Maryanne Burman, who really helped. Jim Barrows and the rest
of the City Council for not saying anything bad about me, I have to thank you for helping me,
but you know It's a help for you not to say anything. A little special help, and I really mean
this to Barbara Kovacic. She just got my ear, and gave me a lot of advice, and a lot of help.
She's a fireball. Thanks a lot Barbara. I needed the advice. In business they say, update or
liquidate, and in my case with Arcadia City politics, it was true, you know, update or liquidate.
So I feel that maybe I have updated myself, I'm certainly surrounding myself with a new
crowd and it's a good crowd. Dave Hamada, he was a fellow that had helped other folks a
lot, and he helped me, thank you Dave, I appreciate it. A lady named Grace Becknel, she
was calling me all the time and walking up and down the streets putting up signs. Yvonne
Wong, Carmie Falabrino; she had more signs going out and it's just incredible. There's a
young man who is an Arcadia High School Graduate who got in touch with me, his name is
Brandon Powers, and I understand he's just been accepted to UC Santa Barbara. He called
me to offer his help he's kind of a young political activist. He came up with the term, 'bring
Roger back'; so this Arcadia High graduate gets credit for the sign and the logo that said,
'bring Roger back', and I thank Brandon for his help. So once again, Jane, thank you. Greg
thanks for showing up. I thank everybody that supported me. I hope I don't let any of you
down. And I'll buy it that you'll hear enough about my visions in the future. I'm really tickled
with this group of people, they are easy people to work with and I think that we'll all be pulling
in the same direction, and I hope we make the City proud. Thank you."
REMARKS AND INTRODUCTIONS BY CITY CLERK BARROWS
"Everyone knows how much I enjoy wearing a suit, I enjoy it almost as much as making a
speech. But since I had to wear the suit, I guess I'm going to make the speech. Everybody
has had a fun time teasing me the last couple of weeks about both. Well, so sit back enjoy
yourself, I've got about thirty -five pages to go through. I figure in about an hour and thirteen
minutes, we should be out of here. First I'd like to introduce the person that needs no
introduction, my wife Margaret. She is the captain of team Barrows. She's the glue that
holds it all together. She'll be behind me every minute of this Job, and it's kind of unusual
because usually we are side by side working, and I'm going to miss kind of looking over and
not seeing her there I think. We are involved in many organizations and do a lot of things,
and none of them would be possible without the support and help of Margaret. Thanks and I
love you babe. My daughters Kirsten, Karleen, Tiffany. My son -in -law Scott, and future Bon-
in -law Jason, and grand daughterAllison. You're'spread out all over Southern California and
could not be here tonight, but you know how much you all mean to not only to me but to
Margaret, and we appreciate the understanding and support and we're proud of all of you.
To a very special group, the staff at Baldwin Stocker School, you're like a second family to
Margaret and I. We appreciate the kind words and encouragement that we get from you
daily, thanks a lot. To the music directors at Arcadia High School, Tom Landus, Tom Foribs,
Art Far, and Kevin Cheryl. And to Ed and Terry Shreiner, and to Raul and Maria Diaz, who
are here tonight. They're kind of our mentors, and they got us started in a lot of the music
stuff that we've done. And all the members of the music club, I want to thank you for your
support. It's unwavering and appreciated, you guys are the greatest. Tonight I was going to
introduce a new member of our staff, but Mr. Kelly beat me to it, and that's Vida. Vida is a
new Chief Deputy City Clerk. I'd like to welcome you. And I look forward to getting to know
you and to working with you. I think we could do great things for the City. And I will also look
forward to working with Marina and the existing City Clerk staff. I know Vida and I will look to
Marina for help as we get started out in this new endeavor. And thank you for the anticipated
help. To June, I'd like to second all the nice things that was said about you tonight. You've
given your self to the City of Arcadia for twenty -one years, and that's truly remarkable, thanks

for the dedicated service. May you, your husband and family now enjoy a much deserved
rest and vacation. To Dr. Chang and to Min -Mey, we've known you since both your son's
started at Baldwin Stocker. Thank you for your friendship through the years, and thanks for
your contributions to a great City. To the residents of Arcadia, thanks for the votes and I
pledge to fulfill every one of my campaign promises. Since I didn't make any campaign
promises that should be the easy part of this job. Arcadia is a great place to work and great
place to live, Margaret and I realize how special the City is. Our volunteer work has often
taken us to other cities throughout Southern California and we see the difference. This
doesn't just happen. This City is great because we have caring and dedicated employees.
As you drive through Arcadia, you see clean streets, safe streets, trees that are trimmed,
safe neighborhoods. You should all be proud of the job you do, thanks, we do notice.
Thanks for doing such a great job, and thanks to Mr. Kelly for being such a great leader.
And thanks to the City Council's for all the great work that you guys do. I've had the pleasure
of working with many of the departments in the City, especially those headed by Dave. I look
forward to continuing to working with you as your City Clerk, but also as a City volunteer. I've
been promised that I don't have to give up my volunteer jobs to be here. And finally... has it
really been an hour? Geese, that went fast. I look to our five City Councilmembers, you are
all friends and family. Thanks brother John. Roger, congratulations on your election to City
Council again. To Mickey, its been an honor to see you reelected. To Gary, Gail, and John.
I can't think of better people to serve with. All five of you have a love for this City, and I know
that I speak for Vida as well as myself when I say that we look for you to do great things over
the next several years as you lead Arcadia and as we sit back and record your actions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION HELD IN SAID CITY ON THE 13TH DAY
OF APRIL, 2004, DECLARING THE RESULT THEREOF PURSUANT
TO THE PROVISIONS OF THE CITY CHARTER.
WHEREAS, a General Municipal Election was held and conducted in the City of
Arcadia, County of Los Angeles, State of California, on Tuesday, April 13, 2004 as required by
the City Charter; and
WHEREAS, notice of said election was duly and regularly given in time, form and
manner as provided by law; that voting precincts were properly established; that election officers
were appointed and that in all respects said election was held and conducted and the votes cast,
received and canvassed and the returns made and declared in time, form and manner as required
by the provisions of the Elections Code of the State of California for the holding of elections in
cities; and

WHEREAS, pursuant to Resolution No. 6407, adopted the 2th day of December, 2003,
the City Clerk of the City of Arcadia canvassed the returns of said election and has certified the
results to this City Council, said results having been received, attached and made part hereof as
Exhibit "A ".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That there were eleven (11) voting precincts for the purpose of holding
said election consisting of the consolidation of thirty -five (35) regular election precincts in the
City of Arcadia as established for the holding of state and county elections.
SECTION 2. That said regular general municipal election was held for the purpose of
electing the following officers of said City as required by the City Charter.

four (4) years; MARK "MICKEY" SEGAL was elected as Member of the City Council for the
full term of four (4) years; and JAMES H. BARROWS was elected as City Clerk for the full term
of four (4) years.
SECTION 6. That the City Clerk shall enter on the records of the City Council a
statement of the results of said election, showing:
The number of votes given at each precinct and the number of votes given in the City to
each of such persons above named for the respective offices for which said persons were
candidates are listed on Exhibit "B" attached.
SECTION 7. The City Clerk shall immediately make and deliver to each of the persons
so elected, a Certificate of Election, signed by her and duly authenticated; that the Oath of Office
shall be administered to each person elected as prescribed in the Constitution of the State of
California and shall have them subscribe thereto and file the same in the office of the City Clerk.

they have been elected.
SECTION 8. That the City Clerk shall certify to the adoption of this resolution.
