ARCADIA
As a "community of homes', Arcadians put significant value on services that
support quality of life for the families that make up those homes. Excellent
schools are a significant feature of the community, attracting many residents
and contributing to the reputation of the community. While educating students
is the School District's "business" and responsibility, addressing the needs of
the youth of the community is of mutual interest to the School District and the
City. Students' welfare in and around schools is important to the concept of a
safe community and safe schools. In addition, recreational and other after -
school and weekend activities satisfy a natural inclination to congregate in
ways that reassure the greater community and give children fun things to do in
settings that are safe and convenient for parents.
The original Youth Master Plan document was developed in 1997 as the work
of a broad based coalition of community and school participants. The plan was
revised and updated in 2001. The Youth Master Plan Committee became the
Youth Services Coordinating Council in 2000. The council's continuing
purpose is to include representation from various city groups that provide
services to youth, including APD, Recreation, AUSD, PTA, AEF, School Board
and City Council and to focus on augmenting and coordinating services for
youth in Arcadia.
The top priorities of the original Youth Master Plan were to:
• Make the youth of Arcadia and their needs a high priority and to
• Create a permanent partnership between the city and school district.
We consider these to be fundamental to sustained success and they continue
to be high priorities to both the City of Arcadia and the Arcadia Unified School
District. In the last several years, the City and the School District have
initiated a number of programs to address the needs of youth beyond school,
many in explicit partnership and all with cooperation and communication. The
following table summarizes the major joint projects shared between the City of
Arcadia and the Arcadia Unified School District.

JOINT MEETING WITH -THE ARCADIA BOARD OF EDUCATION
TUESDAY, AUGUST 31, 2004
MINUTES
Audio and video tape copies of the City Council /Redevelopment Agency proceedings
are on file in the office of the City Clerk
The City Council and Arcadia Redevelopment Agency met in a Special Joint Meeting
with the Arcadia Board of Education on Tuesday, August 31, 2004, 6:00 p.m. in the
Arcadia Police Station - Community Room pursuant to the previously adjourned
Regular Meeting.
1. ROLL CALL PRESENT: Council /Agency Members Chandler, Marshall, Segal, Wuo and Kovacic
Arcadia Board of Education Members Gibson, McClain, Romo, Steinmeier,
and Yuen
ABSENT: None.
PUBUC01DMMENT TIME RESERVED FOR AUDIENCE PARTICIPATION
2. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Bill Kelly, City Manager, had no items to report.
3. TIME RESERVED FOR AUDIENCE PARTICIPATION
Pat Gibson; provided an update regarding the Arcadia Educational Foundation's (AEF)
upcoming fundraiser at the Westfield Shopping Center, Thursday, September 30; he
further noted that the AEF is sponsoring a capital campaign effort to raise $1 million
dollars over the next three years to benefit Arcadia schools; and, he thanked the City
Council and Board of Education members for working together on items of mutual
benefit to Arcadia students.
Jack Song, representing Assembly member Carol Lui, made a self - introduction.
Mr. Kelly introduced members of the City Clerk's office staff.
4. REPORT ON THE STATUS OF YOUTH MASTER PLAN
Mimi Hennessy, Superintendent of the Arcadia Unified School District, provided a status
report on the Youth Master Plan (YMP); she noted that many youth programs were still
in progress despite the recent impacts the California State budget has placed upon the
City and school district; she provided brief updates on several youth activities which
are joint ventures between the City and the School District including: the Elementary
Recreation Program, the Youth Services Supervisor, the Joint Traffic Committee, and
the Joint Community Survey; she noted that October 11t is the first home football
game for Arcadia High School; she noted finally that the school district will be providing
an additional preschool program.

In response to a question from Mayor Kovacic, Mr. Kelly provided a brief update on the
status of the DARE Program; 'Mr. Kelly noted that the Arcadia Police Department •
Strategic Plan has defined priorities for programs, services and staffing and due to the
state budget crisis, staff was reassigned to areas in which problems were developing;
he further noted that Sheriff Baca's initiative; if passed, could potentially provide up to
$2 million dollars to the Arcadia Police Department for enhancements to law
enforcement programs.
Mr. Kelly noted that the Y.E.S. Officer program will remain in place at Arcadia High
School to continue the link between local law enforcement and students.
In response to a question from Council Member Wuo, Ms. Hennessey provided an
update regarding traffic issues around Baldwin Stocker School
Council Member Segal noted that the City agreed to partner with the School District
regarding the football field project and that the Council should consider assisting the
District with funds from the City's 2005 -2006 Capital Improvement Program budget.
5. REPORT ON THE STRATEGIC PLAN FOR THE RECREATION AND COMMUNITY
SERVICES DEPARTMENT
Mr. Kelly provided a status update on the Strategic Plan for the Recreation and
Community Services Department; he noted that the process is creating a vision for
operations and will address the type and quality of recreation services the City should
be providing; he noted that there is a critical need for community meeting and
recreation space in the City; there has been good input from Strategic Plan
participants regarding new programs for all age groups; he noted that the results of
the Strategic Plan process will be placed in a format for the Recreation and Parks •
Commission to review prior to the, formal plan coming to the Council for action.
In response to a question from Mayor Kovacic, Ms. Hennessey described the various
measurement methods that the District utilizes in tracking enrollment; she noted that
currently there is "modest growth" in enrollment. "
In response to a question from Council Member Wuo, Ms. Hennessey provided an
analysis of the recent 11n' grade test scores published in the newspaper including the
impact of the District's high proportion of non - English speaking students.
Board Member Steinmeier noted that an individual year's test scores may not identify
true trends in academic skills, rather, the Board and District staff look at three — to five
year trends in scores.
Several Board Members noted various impacts that non - English speaking students
place on school districts.
6. REPORT ON THE CIVIC CENTER PLAZA CONCEPT
Mr. Kelly provided a status update, on the proposed Civic Center project which may
include a new City' Hall and Community Center /Gymnasium; he described the cost
alternatives between remodeling and building new facilities; there can be a cost
recovery component to the new facilities since they could be rented for community
meetings and conferences; he noted that the City Council recently approved funds for
site planning and design.

Mayor Kovacic noted that there, may be a variety of opportunities for joint projects
between the City and School district at theproposed Civic Center facilities.
The Council and Board Members provided thanks to those who arranged this joint
meeting and expressed that they would like joint meetings held on a regular basis.
ADJOURNMENT Noting no additional business, the City Council and Redevelopment Agency adjourned
the meeting at 7:30 p.m. to September 7, 2004 at 6:00 p.m. in the City Council
Chamber Conference Room, Arcadia City Hall.
Noting no additional business, the Arcadia School Board adjourned the meeting at 7:30
p.m. to September 14, 2004 at 7:00 p.m. in the Arcadia Unified School District
Administration Center Board Room.
