The City Council of Arcadia and the City Council of Sierra Madre met in a special Joint
Meeting on Wednesday, November 17, 2004, 6:00 p.m. in the Council Chamber
Conference Room pursuant to the previously adjourned Regular Meeting.
ROLL CALL PRESENT: Arcadia Council Members Chandler, Marshall, Segal, Wuo and Kovacic
Sierra Madre Council Members Buchanan, Joffe, Maurer, Torres and Stockly
ABSENT: None.
2. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Bill Kelly, Arcadia City Manager, and Don Hopper, Sierra Madre Interim City Manager,
had no supplemental report. Sierra Madre Mayor Stockly noted that the City of Sierra
Madre may be interested in pursuing a possible joint venture with the City of Arcadia
regarding contracting for paramedic service; in addition, the City of Sierra Madre is
interested in pursuing a possible joint venture with the City of Arcadia regarding a "Dial
a Ride" service. Staff from both cities will begin exploration of these issues.
3. TIME RESERVED FOR AUDIENCE PARTICIPATION
There were no members of the public who appeared to address either Council.
4. DISCUSSION ABOUT WATER PRO3ECTS — EAST RAYMOND BASIN
GROUNDWATER STORAGE PROJECT AND OTHER JOINT CITY WATER
IMPROVEMENTS
Bill Kelly, Arcadia City Manager, noted that the Cities of Arcadia and Sierra Madre have
been successful in receiving funds for various water projects, especially since they work
in partnership. He introduced Pat Malloy, Arcadia Public Works Services Director, and
Bruce Inman, Sierra Madre Public Works Director, who both provided an overview of
their respective existing and future water projects. They discussed funding and
partnership options for a variety of water projects which benefit both cities; they
further discussed how they could most effectively lobby for funding support of future
projects.
S. DISCUSSION — ARCADIA /SIERRA MADRE LEGISLATIVE LOBBYING EFFORTS
BY THE FERGUSON GROUP
Bill Kelly, Arcadia City Manager, noted that Arcadia and Sierra Madre have worked in
successful partnership to lobby local, state, and federal legislators for projects
benefiting both cities as well as the San Gabriel Valley region. He further noted that
funding requests should be sent up to legislators no later than February or early March
for consideration.
