HomeMy WebLinkAboutItem 2 i4 iste ARCADIA PLANNING COMMISSION .: ■ * REGULAR MEETING MINUTES Tuesday, July 8, 2014 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Beranek, Chiao, Falzon, and Parrille ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Mr. Kasama noted that Mr. Zi Lin, who will be joining the Planning Commission in August, was in the audience and welcomed him. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Modification No. MP 14-08 with an Exemption from the California Environmental Quality Act (CEQA) for a 2,408 square-foot, two-story addition to the existing 2,529 square-foot residence; and a 458 square-foot, one-story addition to the existing 473 square-foot garage with the following Zoning Modifications at 2146 Canyon Road: • A front yard setback of 39'-6" in lieu of the 99'-6" average of the two adjacent properties for the two-story, residential addition; • A front yard setback of 44'-0" in lieu of the 99'-6" average of the two adjacent properties for the one-story, garage addition; • A southerly, second-story, side yard setback of 30'-7" in lieu of 33'-7"for a five square-foot portion of a new balcony; and • A westerly, side yard setback of 9'-6" in lieu of 16'-9" for the one-story garage addition. The architectural design of the proposed additions has been approved by the Architectural Review Board of the Highlands Homeowners'Association. Applicant: Martin Mervel Recommended action: Find that this project is exempt from CEQA and conditionally approve the application. Mr. Kasama introduced the case. Associate Planner, Tim Schwehr, presented the staff report 7-8-14 Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this Item. The following responded. Mr. Martin Marvel, project architect Mr. Ryan Wong, property owner Chairman Beranek asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to find this project is exempt from CEQA, that the Modification will secure an appropriate improvement of the lot, and to approve the applications subject to the conditions listed in the staff report. ROLL CALL AYES: Commissioners Baerg, Chiao, Falzone, Parrille and Beranek NOES: None There is a five working day appeal period after the approval/denial of the application. Appeals are to be filed by Wednesday, July 16, 2014. 2. Resolution No. 1909 — Zone Variance No. ZV 14-01 and Single-Family Architectural Design Review Application No. SFADR 13-135 with an Exemption from the California Environmental Quality Act (CEQA) for a three- car garage (24 linear feet of garage opening) to face the street on a 99.98-foot wide lot in lieu of the minimum 100-foot lot width requirement for a three-car garage to face the street, and architectural design review for a new 4,322 square foot, two-story house at 303 W. Wistaria Ave. Applicant David Lin, Designer Recommended action: Find that this project is exempt from CEQA and conditionally approve the applications. Mr. Kasama introduced the case. Assistant Planner, Nick Baldwin, presented the staff report Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this Item. Mr. David Lin, the project designer, responded. 7-8-14 Chairman Beranek asked if anyone would like to speak in opposition to this item. There were none. = ' MOTION It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Parrille, to find this project is exempt from CEQA, that the project satisfies the prerequisites for a zoning variance, is consistent with the City's design guidelines, to approve the applications subject to the conditions listed in the staff report, and to adopt Resolution No. 1909. ROLL CALL AYES: Commissioners Baerg, Chiao, Falzone, Parrille and Beranek NOES: None There is a five working day appeal period after the adoption of the Resolution. Appeals are to be filed by Wednesday, July 16, 2014. CONSENT CALENDAR 3. Minutes of the June 24, 2014, Regular Meeting of the Planning Commission Recommended action: Approve Without objection, the minutes were approved as presented. MATTERS FROM COUNCIL LIAISON Councilman Sho Tay thanked Commissioner Parrille for his service as a Planning Commissioner. FROM PLANNING COMMISSIONERS Nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Falzone reported that the Modification Committee meeting was cancelled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS Mr. Kasama said the July 22 agenda will include an appeal on Fallen Leaf and that there will also be a Special ting on July 29 to review appeals o 7-8-14 five Design Review cases in the Highlands Homeowners area. He noted that the Commission may discuss how to handle time limits for speakers at its meetings. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:20 p.m. to July 22, 2014, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
