CURTIS & SONS FOR STRUCTURAL FIREFIGHTING COATS AND PANTS IN AN AMOUNT NOT TO EXCEED $35,000 Recommendation: Approve SUMMARY The Fire Department recently solicited bids for structural firefighting coats and pants and L.N. Curtis & Sons was determined to be the lowest responsible bidder. It is recommended that the City Council approve a purchase order with L.N. Curtis & Sons for providing structural firefighting coats and pants in an amount not to exceed $35,000 for Fiscal Year 2014 -15. Sufficient funds have been budgeted in the FY 2014 -15 Fire Department budget. DISCUSSION The Fire Department strives to maintain safety equipment in optimal condition that provides heat and flame resistance during firefighting activities. According to the recommended practices set by industry standard and National Fire Protection Association ( "NFPA ") guidelines, all structural firefighting safety equipment should be replaced no more than every ten years, barring exposure to caustic substances or irreparable wear and tear, in which circumstances the equipment should be replaced sooner. Historically, the Fire Department replaces approximately 20 sets of structural firefighting coats and pants every year. In June 2014, a formal bid process was conducted for the purchase of structural firefighting coats and pants. Three (3) bids were received, and the results were as follows.. Curtis & Sons Oakland, CA $1,640 per set Allstar Fire Equipment Arcadia, CA $1,753.65 per set Firefighter Safety Center Santa Fe Springs, CA No bid L.N. Curtis & Sons was determined to be the lowest responsible bid that met the specifications outlined in the contract. Although the City has never purchased firefighting coats and pants from L.N. Curtis & Sons before, the vendor has provided the Fire Department with other equipment in the past with prompt, professional service and quality products. Currently, L.N. Curtis & Sons supplies the Department with Hurst equipment, Self- Contained Breathing Apparatus ( "SCBA "), and other general equipment. Additionally, the City of Monrovia purchases firefighting coats and pants from L.N. Curtis & Sons with satisfactory results. Allstar Fire Equipment is an Arcadia -based company from which the Fire Department purchased firefighting coats and pants last year. The company provided a great product; unfortunately, the company had difficulty delivering orders within acceptable timeframes. Based on the considerations above, it is recommended that the City Council approve a purchase order with L.N. Curtis & Sons. The City reserves the option to renew the price agreement on an annual basis for three additional years through June 30, 2018. FISCAL IMPACT The annual cost of purchasing structural firefighting coats and pants will not exceed $35,000. Sufficient funds have been allocated in the FY 2014 -15 Fire Department operating budget under account numbers 001 - 2206 -5280 and 001 - 2206 -7233. RECOMMENDATION It is recommended that the City Council approve a purchase order with L.N. Curtis & Sons for providing structural firefighting coats and pants in an amount not to exceed $35,000 for Fiscal Year 2014 -15. Approved: Dominic Lazzare�t City Manager
