SUBJECT: ACCEPT ALL WORK PERFORMED BY GENTRY BROTHERS, INC.
FOR THE SIXTH AVENUE SEWER CAPACITY IMPROVEMENT
PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
On February 4, 2014, the City Council awarded a contract to Gentry Brothers, Inc. in the
amount of $407,100 for the Sixth Avenue Sewer Capacity Improvement Project. The
final project cost was $445,660.99. This amount reflects the original contract amount of
$407,100 plus change orders totaling $38,560.99, or 9.5% of the original contract
amount. All terms and conditions of the contract have been met and the work has been
performed to the satisfaction of City staff. It is recommended that the City Council
accept all work performed by Gentry Brothers, Inc. as complete and authorize the final
payment to be made in accordance with the contract documents, subject to retention of
$22,283.05.
DISCUSSION
The City's Sewer System Management Plan (SSMP) has a goal of zero sewer system
overflows. This is achieved through annual inspection and cleaning of the sewer pipes,
repair of broken pipes, and replacement of pipes which are flowing, or have the
potential to flow above their design capacity. In addition, as part of the City's 2006
Sewer Master Plan, all sanitary sewer mains were evaluated to compare existing flows
through the pipes to the design capacities of the pipes. Evaluation of the sewer pipe on
Sixth Avenue, north of Live Oak Avenue indicated that the sewer pipe was flowing
above its design capacity and was at risk of experiencing a sewer system overflow.
As a result, City staff worked with a design consultant to prepare plans and
specifications to replace the existing 8 -inch pipe with a 12 -inch pipe from Live Oak

Avenue to Longden Avenue, and a 10 -inch pipe from Longden Avenue to Verner Circle
(see attached Location Map of the project area).
The final construction cost of the project was $445,660.99. This amount reflects the
original contract amount of $407,100 plus contract change orders for additional work,
totaling $38,560.99, or 9.5% of the original contract price. The City contracting standard
allows for change orders totaling up to 10% without returning to the City Council. The
change orders were the result of additional work required by the Los Angeles County
Sanitation District to tie into the County trunk line, quantity adjustments for lateral
connections, and additional paving to improve the pavement condition of Sixth Avenue.

Funds in the amount of $600,000 were budgeted in the Fiscal Year 2013 -14 Sewer
Fund Capital Improvement Program for the Sixth Avenue Sewer Capacity Improvement
Project. The total cost for this project is $445,660.99, which is within the approved
budget.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Gentry Brothers,
Inc. for the Sixth Avenue Sewer Capacity Improvement Project as complete and
authorize final payment to be made in accordance with the contract documents, subject
to the retention of $22,283.05.
