SUBJECT: SET THE PUBLIC HEARING DATE OF SEPTEMBER 2, 2014, FOR THE
APPEAL OF THE PLANNING COMMISSION'S DECISION RELATING
TO NEW SINGLE - FAMILY RESIDENCES AT 1717 ALTA OAKS DRIVE,
1350 HIGHLAND OAKS DRIVE AND 1800 WILSON AVENUE
Recommendation: Approve
SUMMARY
The City has received appeal applications concerning three proposed single - family
homes in the Highlands Homeowners' Association Area. Pursuant to Arcadia Municipal
Code Section 9292.1.14, the City Council, at its next regular meeting after the filing of
an appeal, shall set a date for public hearings of design review appeals. It is
recommended that the City Council schedule the public hearings for the appeals of the
Planning Commission's decisions to approve the design review applications to construct
new single - family residences at 1717 Alta Oaks Drive, 1350 Highland Oaks Drive, and
1800 Wilson Avenue, for September 2, 2014.
BACKGROUND
On June 3, 2014, the Highlands Homeowners' Association's Architectural Review Board
conditionally approved the architectural design for a new 5,064 square -foot, two - story,
single - family residence at 1717 Alta Oaks Drive. On May 27, 2014, Planning Services
approved Single - Family Architectural Design Review No. SFADR 14 -03 for a new 6,530
square -foot, two - story, single - family residence at 1350 Highland Oaks Drive. A related
Oak Tree Encroachment Permit No. THE 14 -06 was approved by Planning Services on
March 25, 2014. Also, on May 27, 2014, Planning Services approved Single - Family
Architectural Design Review No. SFADR 14 -26 for a new 6,025 square -foot, two - story,
single - family residence at 1800 Wilson Avenue. A related Oak Tree Encroachment
Permit No. THE 14 -16 was approved by Planning Services on March 24, 2014.

On June 4, 2014, appeals were filed for each of the above decisions to approve the
subject applications.
On July 29, 2014, at scheduled special public hearings, the Planning Commission
denied the appeals and upheld the decisions to conditionally approve the design
reviews and related Oak Tree Encroachment Permits to build new residences at 1717
Alta Oaks Drive, 1350 Highland Oaks Drive, and 1800 Wilson Avenue.
On August 5, 2014, April A. Seymour filed appeals of the Planning Commission's
decisions to conditionally approve the subject applications.
Pursuant to Arcadia Municipal Code Section 9292.1.14, the City Council, at its next
regular meeting after the filing of such appeals, shall set a date for public hearings of
design review appeals, and the hearings are to be held within 40 calendar days from the
filing date, which would be on or before Sunday, September 14, 2014. If the next regular
City Council meeting is not an acceptable date, the Council can schedule a Special
Meeting on or before September 14, 2014.
Ms. Seymour has informed the City that she will not be available to attend the
September 2, 2014, City Council Meeting and has requested an alternate date for the
hearing. In order to accommodate this request within the 40 day time limit, a Special
Meeting would be required.
RECOMMENDATION
It is recommended that the City Council approve the public hearing date of September
2, 2014, for the appeal of the Planning Commission's decision relating to new single -
family residences at 1717 Alta Oaks Drive, 1350 Highland Oaks Drive and 1800 Wilson
Avenue.
