The National Pollutant Discharge Elimination System (NPDES) is the portion of the Clean Water Act that applies
:0 the protection of receiving waters. Under permits from the Los Angeles Regional Water Quality Control Board
RWQCB), certain activities are subject to RWQCB enforcement. To meet the requirements of the Los Angeles
County Municipal Storm Water Permit(CAS004001), minimum requirements for sediment control, erosion control
and construction activities must be implemented on each project site. Minimum requirements include:
SEDIMENT CONTROL: Eroded sediments from areas disturbed by construction and from stockpiles of soil
shall be retained on site to minimize sediment transport from the site to streets, drainage facilities or adjacent
eroperties via runoff, vehicle tracking or wind.
;ONSTRUCTION MATERIALS CONTROL: Construction related materials, wastes, spills or residues shall be
-etained on site to minimize transport from the site to streets, drainage facilities or adjoining properties by wind
0,- runoff. Runoff from equipment and vehicle washing shall be contained at construction sites unless treated to
,-emove sediment and pollutants.
NON STORMWATER RUNOFF: Non stormwater runoff from equipment and vehicle washing and any other
activity shall be contained at the project site.
. ROSION: Erosion from slopes and channels shall be controlled by implementing an effective combination of
3MPs (as approved in Regional Board Resolution No. 99-03), such as the limiting of grading scheduled during
he wet season; inspecting graded areas during rain events; planting and maintenance of vegetation on slopes;
and covering erosion susceptible slopes.
Minimum BMPs include: (1) soil piles must be Covered with tarps or plastic, (2) Leaking equipment must be repaired immediately, (3)
Refueling must be conducted away from catch basins, (4) Catch basins must be protected when working nearby, (5)Vacuum all concrete.

Dear Mr. Scotty:
After measuring your property, and reviewing various documents on file with our
City Engineering Division, the dimensions of your lot (Lot No. 4 of Tract No. 17765)
are 76 feet wide by 100.07 feet deep, minus the 15 foot radius corner cut-off. Enclosed
are copies of some of the documents I reviewed.
Based on the measurements that I made on Tuesday, it appears that your easterly side
property line is aligned with the center of the older block wall at the rear of your
property, and that the newer block wall that you built is approximately 12 to 15 inches
inside of your easterly side property line.
This information should be verified by an independent, licensed surveyor. If you
