SUBJECT: PURCHASE ORDER WITH NATIONAL AUTO FLEET GROUP FOR FIVE
FORD EXPLORER BLACK AND WHITE POLICE PURSUIT VEHICLES,
ONE FORD EXPLORER PURSUIT VEHICLE, AND ONE DODGE
PICKUP TRUCK IN THE AMOUNT OF $237,294

SUMMARY
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for replacement of
seven vehicles for the Police Department. Staff researched various dealerships that
offered the vehicles that would best fit the needs of the Department and found that
utilizing the National Joint Powers Alliance ( "NJPA ") cooperative purchasing program
enables the City to streamline the process of procuring these vehicles and receive the
best price possible.
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for five Ford Explorer black and white police pursuit vehicles, one Ford
Explorer pursuit vehicle, and one Dodge pickup truck in the amount of $237,294.
BACKGROUND
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for the replacement of
five black and white police pursuit vehicles, and two administration vehicles for the
Arcadia Police Department. The seven vehicles that will be replaced meet the mileage,
age, and /or maintenance requirements of the City's Vehicle Replacement Program. A
1999 Ford Crown Victoria, which is utilized for investigations, will be replaced with a
new 2015 Ford Explorer. A 2008 Dodge Charger, which is currently used for the
Administration Section of the Police Department, will be replaced with a Dodge Pickup
Truck. The five 2015 black and white Ford Explorer police pursuit vehicles will replace
three 2008 Chargers, one 2006 Charger, and one 2003 Crown Victoria. The 2015 Ford
Explorer police pursuit vehicles have a 3.5 -liter V -6 Engine and are front wheel drive
vehicles. All Police patrol vehicles are fully equipped as police pursuit vehicles and will
include ballistic doors. These vehicles will also be prewired for emergency lighting

accessories. The 2006 Dodge Charger will be repainted and refurbished to replace an
existing 2000 Crown Victoria that is used by the Volunteers in Patrol Support (VIPS)
Program. The remaining six vehicles currently used in the Police Department will go to
auction once replaced.
DISCUSSION
The Police Department has selected the Ford Explorer Sport Utility Vehicle (SUV) as
the choice for future black and white police pursuit vehicles because they have more
room for police gear and the seats accommodate gun holsters and belts. The rear
bench seats can fold flat for additional storage and it is upholstered in vinyl for easier
cleaning. The Ford Explorer is more fuel efficient than the Dodge Charger police pursuit
vehicle and has less engine failures. Most area police departments are transitioning to
the SUV for administrative and police pursuit vehicle for these reasons.
The California Government Code authorizes public agencies to participate in
cooperative purchasing agreements like those established by the NJPA while still
remaining within the City's adopted rules and procedures for purchasing. By utilizing a
cooperative purchasing program, the City is able to streamline the process of procuring
the seven vehicles and is able to purchase the vehicles at a lower cost. The NJPA
nationally solicited bids for the procurement of new vehicles of various manufacturers.
The NJPA awarded a contract to National Auto Fleet Group for their full line of cars and
trucks. The bidding process and the contract with National Auto Fleet Group have been
reviewed and meet the City's requirements and specifications.
FISCAL IMPACT
The cost for each black and white 2015 Ford Explorer police pursuit vehicle is $34,651.
The 2015 Ford Explorer is $30,237. The 2014 Dodge Pickup is $33,800. The cost for
all seven vehicles is $237,294. The total cost to prepare the seven vehicles is $53,000.
This includes installation of all communication equipment, emergency lighting, and
fueling transmitter packages. Funds in the amount of $336,100 have been budgeted in
the Fiscal Year 2014 -15 Equipment Replacement Fund for vehicle acquisition, lighting,
and telecommunication equipment. In addition, approximately $5,000 will be used to
recondition and paint the Charger for the VIPS program.
RECOMMENDATION
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for five Ford Explorer police black and white pursuit vehicles, one Ford
Explorer pursuit vehicle, and one Dodge pickup truck in the amount of $237,294.
