The City of Arcadia Public Works Services Department ( "PWSD ") has prepared an application for improvements to the existing multi -use trail known as the "Santa Anita Wash Trail ". The Santa Anita Wash Trail parallels the City of Arcadia's Par 3 Golf Course on the most easterly edge of the course. The Santa Anita Wash Trail Improvement Project will resolve circulation and proximity issues. These improvements will benefit the City by creating and maintaining the 10 foot wide service road needed for Golf Course operations and will also serve as a buffer between the course and trail users. It is recommended that the City Council adopt Resolution No. 7046 approving the application for grant funds from the Los Angeles County Regional Park and Open Space District for Fifth Supervisorial District Excess Funding for the Santa Anita Wash Trail Improvement Project and approving adoption of a Youth Employment Plan. Resolution No. 7046 regarding Grant Application 2015 Competitive Excess Funds September 16, 2014 Page 2 of 4 BACKGROUND The County's Regional multi -use trail network is an important asset to the area and the community of Arcadia. Currently, the multi -use Santa Anita Wash Trail runs from the northern portion of Arcadia at Grandview Avenue west of Santa Anita Avenue and traverses southward following the path of the Big Santa Anita Canyon Wash to the southerly tip of the Golf Course. The bike path begins at Live Oak Avenue where it joins and runs parallel to the multi -use trail. Residents may use the path for walking, jogging, and horseback riding. It is important to have a continuous uninterrupted path of travel along the trails to ensure a safe experience. Over the course of time, the alignment of the Santa Anita Wash Trail has changed with each iteration of improvements made by the County of Los Angeles Public Works Department, County of Los Angeles Parks and Recreation Department, and the County of Los Angeles Flood Control District, which all own property and /or maintain easements through various portions of the trail. The City also owns a portion of property and maintains an easement within the trail area to accommodate a section of the Par 3 Golf Course practice green area. The proposed project is located on property that is a segment of drainage channel in the area referred to as the Santa Anita Wash. It is owned by the Los Angeles County Flood Control District (LACFD). Under a 1967 agreement with the LACFD, the County of Los Angeles Parks and Recreation Department (LADPR) was allowed to utilize certain areas for recreational riding and hiking. In 1981, the Los Angeles County Department of Public Works (LADPW) constructed a bike path adjoining the riding and hiking trail. As part of the renewal of the lease agreement 2008 for the Arcadia Par 3 Golf Course, American Golf Corporation renovated the driving range and designed and constructed a practice area south of the driving range. The practice area is used by golfers and high school golf teams to practice chipping and sand bunker shots. While constructing the practice area, two of the sand bunkers were constructed slightly into a portion of the trail. Recently, the County raised some concerns about the encroachment onto the trail. DISCUSSION The PWSD included a Project in the Fiscal Year 2014 -15 Capital Improvement Plan to relocate the sand bunkers completely within the Golf Course property. At the same time, the County began concept planning for realignment of the trail to accommodate all the current uses. Discussions began between the City and County to also incorporate the existing location of the sand bunkers into the final alignment of all the properties. Specifically, the project proposes to relocate a segment of the County's multi -use trail to provide sufficient room for the trail to be aligned between the golf course boundary and the existing bike path. To accomplish this relocation, a minor adjustment must be made to the bike path. The rest of the trail will also be realigned to conform to the County Resolution No. 7046 regarding Grant Application 2015 Competitive Excess Funds September 16, 2014 Page 3 of 4 Trail Manual. A 12 foot high new chain link fence at the south end of the golf course will be installed to protect trail users from stray golf balls. Additionally, 1,600 linear feet of lodge pole fencing (Composite or vinyl fencing) will be erected to separate trail users from the golf course and 1,600 linear feet of chain link fence will be installed to separate trail users from the bike path. Most importantly, there will not be a need to physically relocate the sand bunkers as the realignments will clarify the City's existing property boundary. Completing this project will resolve spatial concerns which have developed over time, and which may have created an unintended hazard for users of the trails. Additionally, any liability concerns regarding golf course uses and any incompatibility with trail uses will be minimized by the erection of new fencing. It was determined by both the City and County that the grant application could be prepared by City staff and administration of the project can be completed on a cooperative basis. The County Parks and Recreation and Public Works Departments have both provided letters of intent to cooperatively assist with the project. A formal Cooperative Agreement will be prepared to detail the responsibilities of each party. This Agreement will also specifically state the County of Los Angeles will be solely responsible for ongoing maintenance of the multi -use trail and bike path and that they will participate in the filing of all final property deeds or easements, including filing costs, once construction is complete. FISCAL IMPACT With the availability of a competitive grant from the County Regional Park and Open Space District, the City can complete the proposed work and receive full reimbursement for the project. The project estimated cost is $300,000, which includes all costs for project administration, design, and construction. The grant funds are dispersed on a reimbursement basis, meaning the City will need to submit invoicing for the project as it progresses. Therefore, this project will be included in the FY 2015 -16 Capital Improvement Budget for initial funding. Without participating in the grant and performing the realignment, the City would incur $40,000 in costs to move the sand traps back onto the current property boundaries ENVIRONMENTAL ANALYSIS An environmental analysis will be conducted after plans and specifications are completed and brought to the City Council as part of the award of the contract for actual work. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: SECTION 1. The City Council approves the filing of an application with the District for funds for the Project. SECTION 2. The City Council certifies that the City understands the assurances and certification in the application form. SECTION 3. The City Council certifies that the City has, or will have, sufficient funds to operate and maintain the Project in perpetuity. SECTION 4. The City Council certifies that the City will sign and return within 30 daysthe project agreement sent to the City by the District. SECTION 5. The City Council approves the adoption of a Youth Employment Plan for the Project (attached as Exhibit "A "). SECTION 6. The City Council appoints the City's Public Works Services Director, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, E payment requests and so forth, which may be necessary for the completion of the aforementioned Project. Tasks that may be performed by At- Risk - Youth: The At- Risk -Youth performing work on this project will work for the contractor and assist in the completion of the improvements. Tasks will consist of performing general labor which includes clean up and preparation for the improvements. B. Estimated Cost of Youth Employment: The City will utilize three (3) At —Risk Youth for this project. Each At -Risk Youth will work forty hours. The total estimated cost of youth employment is $5,760. C. Method of Youth Employment: The City of Arcadia will award a contract to a contractor who must employ three people that meet at least one criteria of the LA County Regional Park and Open Space District definition of at -risk youth. The contractor can utilize a person on their team that meets the at -risk -youth criteria or contract with a service organization to supply youths for particular tasks. Since the City of Arcadia is partnering with the County of Los Angeles Department of Parks and Recreation (LADPR) on this project, the LADPR has offered the City to use their At- Risk -Youth Program. The contractor who is awarded a contract for this project will be given the County DPR At -Risk Youth information in case they need to hire a person from their team. VI. EXPERIENCE A. Attach a description of the public agency's and /or nonprofit organization's previous experience in developing similar projects. See Attachment C for a description of the City of Arcadia's experience in developing similar projects. B. The City of Arcadia and the County propose to relocate a segment of the County's multi -use trail to provide sufficient room for the trail to be aligned between the Par 3 Golf Course boundary and the existing bike path. To accomplish this relocation, a minor adjustment must be made to the Los Angeles County Department of Public Works' Bike Path. A 375 foot segment of the Bike Path will be realigned to provide space for the multi -use trail. The multi -use trail will be realigned as well to conform to the County Trail Manual. The physical improvements will include: • The installation of a new 12 foot -high chain link fence at the south end of the Golf Course to protect trail users from stray golf balls. • The installation of 1600 feet of lodge pole fencing to separate trail users from the golf course. • The removal and replacement of approximately 1600 feet of 6 foot -high chain link fencing to separate trail users from the existing bike path. Background The proposed project is located on property that is a segment of drainage channel in the area referred to as the Santa Anita Wash. it is owned by the Los Angeles County Flood Control District (LAFCD). Under a 1967 Agreement with the LAFCD, the County of Los Angeles Department of Parks and Recreation (LADPR) was allowed to utilize certain areas for recreational uses. A Riding and Hiking Easement (Document No. OR 47275 -436 and OR 47331 -338), were recorded in March 23, 1955 and March 29, 1955. In 1981, the Los Angeles County Department of Public Works (LADPW) constructed a Bike Path adjoining the riding and hiking trail. Due to concerns over the increasing number of homeless encampments and other associated security concerns, the City of Arcadia erected a gate at the northern access -point to the City's Par 3 Golf Course. The gate created difficulties for equestrians and hikers who wanted to use the County's multi -use trail. Trail users also expressed concerns about the location of the Par 3 sand traps in proximity to and along the trail alignment. Trail usability has diminished over time due to unclear boundaries of the multi -use trail alignment. The County multi -use trail, operated and maintained by LADPR encroaches onto the northern edge of the City's Par 3 Golf Course due to migration of the trail tread over time by trail users and the original recordation of an uneven trail easement that created a trail pinch point. Additionally, the southern edge of the City's Par 3 Gold Course encroaches onto the County multi -use alignment. The City and County agree that the current configuration of recreational uses should be modified to alleviate obstructions to the County's multi -use trail, reduce liability for both the City and County, and to continue current City golf recreation uses. Importance of the Proiect Since 2009, the City of Arcadia and County Department of Parks & Recreation have met numerous times to discuss the current configuration of the uses and options for resolving user conflicts and creating safer conditions for recreational users. The City of Arcadia and the County propose that the following project scope will improve recreational use: 1. Relocation and reconstruction of 375 feet of Class 1 Bike Path to DPW standards, including relocation of chain link fence to separate multi -use trail from the DPW Bike Path. 2. Relocation and reconstruction of multi -use trail to standards established in the County Trails Manual. 3. Construction of 250 feet of new 12 foot high chain link fence and 1500 feet of new log pole fence along the City's Par 3 Golf boundary to separate trail users from the Golf Course. 4. Construction of new trails' fencing signage. The County's Regional multi -use trail network is an important asset to the County and most importantly to the trail users and communities it serves. It is important to have a continuous uninterrupted travel along trails for enjoyment and to ensure a safe users experience. Completing this project is important as the improvements will resolve spatial constraints that have developed over time. These spatial constraints have created a safety hazard for those that use the Santa Anita Wash Trail. The improvements will improve the configuration and associated usability of the several recreational uses. Furthermore, the improvements to the Santa Anita Wash Trail will reopen a segment of the trail for future connection to other future trails. Maintenance and Operation The City of Arcadia, owner and operator of the Par 3 Golf Course, the Los Angeles County Department of Parks and Recreation, which operates and maintains the multi -use trail, and the Los Angeles County Department of Public Works, which operates and maintains the bike path, have all agreed to participate in a cooperative effort with the implementation of the improvements. It is the City and County's intent to develop a cooperative agreement to protect trail connectivity, reduce trespassing, and ensure liabilities associated with the trail maintenance and operations. Once the improvements have been completed, the City of Arcadia will maintain the fence that separates trail users, the County Department of Parks and Recreation will maintain their multi -use trail, and the Los Angeles County Department Public Works will maintain their bike path. The cooperative agreement will clearly indicate maintenance and operation for each party involved. ATTACHMENT C PREVIOUS EXPERIENCE DEVELOPING SIMILAR PROJECTS ' 71 ' IM 2015 Competitive Excess Funds Grant Program For Proposition A- Fifth Supervisorial District Previous Experience Developing Similar Projects The City of Arcadia has extensive experience in completing projects funded by grant programs. The City has always completed projects within grant performance periods and works hard to ensure that all grant requirements are met. In 2012, the City of Arcadia was awarded grant funding from the Los Angeles County Regional Park and Open Space District for the 2012 Competitive Tree Planting Grant Program. The City completed the project under this funding within the required time frame and successfully submitted all required close out documents once the project was complete. The City of Arcadia plans on maintaining the same level of commitment towards the 2015 Competitive Excess Funds Grant Program. To ensure timely completion of milestones for this project, a pre - meeting with all involved parties will take place. During Construction, site inspections will be conducted and meetings will be held on an on- going basis to monitor the progress of the project. Furthermore, the County of Los Angeles Department of Parks and Recreation will assist the City with Santa Anita Wash Trail Improvement Project. The Los Angeles County Department of Parks and Recreation also has extensive experience in completing projects funded by grant programs. The County of Los Angeles Department of Parks and Recreation will assist the City to make sure that all proper documentation is provided and that documents are properly maintained and submitted. County of Los Angeles Department of Parks and Recreation Operations & Maintenance of Similar Projects County DPR was established in 1944 and with more than ten million residents in the County of Los Angeles. It serves the most populous county in the nation. Under the leadership of the County of Los Angeles Board of Supervisors, County DPR has been meeting the diverse needs of not only local County of Los Angeles residents, but also visitors from neighboring counties and from around the world. More than 20 million people visit County DPR parks and facilities every year. As the largest local park agency in the State, County DPR has extensive experience in completing projects funded by grant programs administered by the Office of Grants and Local Services (OGALS), and has a proven record of completing these projects within the grant performance period. In addition, since 1965, County DPR has received grant funding from state, federal, and local sources, and successfully administered, and completed more than 1,000 grant - funded projects for acquisition, development, and programming. a) Design the Project to Maximize Sustainability: County DPR maintains a policy of environmental responsibility and implements projects that adhere to the highest standards of sustainability and conservation. As an example, the Placerita Canyon Nature Center, located near the proposed Golden Braille Trail project, is certified with a Silver Rating by the U.S. Green Building with a LEER -EB (Leadership in Energy and Environmental Design- Existing Buildings) for improvements and maintenance that maximizes operational efficiency while minimizing environmental impacts. b) Manage Project Completion Schedule to ensure the timely completion of milestones: Throughout the 45 years that County DPR has been receiving grant funding, County DPR has met all post -award requirements in a timely matter including the submission of project status reports, the submission of payment requests, as well as other requirements that are specific to each grant program. County DPR's in -house professional project management team oversees capital improvement projects of all scales. To ensure the timely completion of milestones, each project begins with a pre - meeting with all involved parties. During construction, project managers conduct site inspections and meetings on an on -going basis to monitor the progress of the project. Monthly project status report meetings are held with project management, construction, grants management, and funding analysts. In addition, grants management staff prepares status reports to document progress and conducts periodic site inspections during the construction and c[ose -out phases to ensure that all grant requirements are being met. c) Monitor Project outcomes to ensure they remain at intended standards: Since its inception in 1944, County DPR has been successfully operating and maintaining park facilities that have received grant funding, including trails. All County DPR facility operation and maintenance services must be in compliance with mandated County facility operations practices ensuring that all sites are maintained to high standards. Experienced maintenance staff inspects all County DPR trails on a regularly scheduled basis; all issues are documented and written reports are submitted to the grounds maintenance management for resolution. Currently, County DPR operates and maintains 195 miles of trails, including the following river trails: 43 miles of the San Gabriel River Trail; 10 miles of the Los Angeles River Trail; and 4 miles of the Santa Anita Wash Trail. ATTACHMENT D PREVIOUS EXPERIENCE IN MAINTENANCE OPERATION 2015 Competitive Excess Funds Grant Program For Proposition A- Fifth Supervisorial District Previous Experience in Maintenance Operations The City of Arcadia has extensive experience in maintenance operations on projects funded by grant programs. When projects funded by grant funds are complete, the City of Arcadia ensures to maintain the project by developing a maintenance and operation plan. The City has developed numerous Programs for operation and maintenance services. It is important that the City of Arcadia maintains its facilities and sites to the highest standards. The Santa Anita Wash Trail Improvement Project will entail a Cooperative Agreement with the County of Los Angeles Department of Parks and Recreation and the County of Los Angeles Department of Public Works. The County DPR will maintain the multi -use trail once it has been improved. The County DPR also has extensive experience in grant fund programs and has been successful in operating and maintaining park facilities that have received grant funding. All County DPR facility operation and maintenance services must be in compliance with mandated County facility operation practices ensuring that all sites are maintained to high standards. Experienced maintenance staff inspect all County DPR trails on a regularly scheduled basis. All issues are documented and written reports are submitted to ground maintenance management. Currently, the County DPR operates and maintains 195 miles of trails. The Cooperative Agreement developed for this project, will clearly indicate each responsible party for maintenance operations. As part of the application, an approved Resolution is required, however, our City Council will not be able to consider and approve a Resolution before the application submittal deadline of September 3, 2014. Therefore, attached you will find the proposed Resolution No. 7046 to approve the application for grant funds from the Los Angeles County Regional Park and Open Space District. Sincerely, om Tait Public Works Services Director 11800 Goldring Road Posr Office Box 60021 Arcadia, CA 91066 -6021 (626) 256 -6554 (626) 359.7028 Fax www.ci.arcadia.ca.us RESOLUTION NO. 7046 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FIFTH SUPERVISORIAL DISTRICT EXCESS FUNDING FOR THE SANTA ANITA WASH TRAIL IMPROVEMENT PROJECT AND APPROVING THE ADOPTION OF A YOUTH EMPLOYMENT PLAN WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree - Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the "Propositions "), which among other uses, provide funds to public agencies and nonprofit organizations in the County for the purpose of acquiring and /or developing facilities and open space for public recreation; and WHEREAS, the Propositions also created the Los Angeles County Regional Park and Open Space District (the "District ") to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing application for grant funds under the Propositions; and WHEREAS, the City of Arcadia (the "City ") has prepared a proposed application for consideration by the City Council for funding for the Santa Anita Wash Trail Improvement Project (the "Project "), and WHEREAS, the District's procedures require the City to certify, by resolution, the approval of the application before submission of said application to the District; and 1 and WHEREAS, said application contains assurances that the City must comply with; WHEREAS, the City certifies, through this resolution, that the application is approved for submission to the District; and WHEREAS, the City will enter into an agreement with the District to provide funds for acquisition and development projects; and WHEREAS, the District's procedures require the adoption of a Youth Employment Plan for development projects by the governing body of the agency. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: SECTION 1. The City Council approves the filing of an application with the District for funds for the Project. SECTION 2. The City Council certifies that the City understands the assurances and certification in the application form. SECTION 3. The City Council certifies that the City has, or will have, sufficient funds to operate and maintain the Project in perpetuity. SECTION 4. The City Council certifies that the City will sign and return within 30 daysthe project agreement sent to the City by the District. SECTION 5. The City Council approves the adoption of a Youth Employment Plan for the Project (attached as Exhibit "A "). SECTION 6. The City Council appoints the City's Public Works Services Director, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, 4 payment requests and so forth, which may be necessary for the completion of the aforementioned Project. Deitsch City Attorney 3 Mayor of the City of Arcadia EXHIBIT A City of Arcadia YOUTH EMPLOYMENT PLAN SANTA ANITA WASH TRAIL IMPROVEMENT PROJECT Background: In partnership with the Regional Park and Open Space District, Supervisor Michael D. Antonovich's Office announced the availability of $5,000,000 for a competitive grant program in the Fifth Supervisorial District for projects that consist of improvements to and/or rehabilitation of existing public parks including infrastructure, community /recreation facilities, and or development of new small facilities. The City of Arcadia has prepared an application and proposes to relocate and reconstruct portions of the multi -use trail known as the Santa Anita Wash Trail as it parallels the Par 3 Golf Course in the City of Arcadia. The improvements include redesign /alignment of the existing trail and the adjoining Class I Bike Lane. These improvements will address circulation issues between multi -use trail users and operations at the Par 3 Golf Course. Tasks that may be performed by at -risk outh: At -Risk Youth will be utilized to complete this project and will work under the classification of laborer. The at -risk youth will work for the contractor and assist in the completion of the improvements. Tasks will consist of performing general labor which includes clean up and preparation for the improvements. Estimated Cost of Youth Employment Total Number of Youth to be employed: 3 Total estimated hours of youth employment on the project: 120 hours Estimated cost per hour: $48.00 Total estimated cost of youth employment: $5,760 Method of Youth Employment: The City of Arcadia will award a contract to a contractor who must employ three people that meet at least one criteria of the LA County Regional Park and Open Space District definition of at -risk youth. The contractor can utilize a person on their team that meets the at- risk -youth criteria or contract with a service organization to supply youths for particular tasks. Since the City of Arcadia is partnering with the County of Los Angeles Parks and Recreation Department (DPR) on this project, the LA County DPR has offered the City to use their At -Risk -Youth Program. The contractor who is awarded a contract for this project will be given the County DPR At -Risk Youth information in case they need to hire a person from their team.
