City Council of the City of Arcadia, California, amending the
exception clause to Sections 9251.2.12., and 9252.2.21., of the
'of the Arcadia Municipal Code to prohibit houses from having more

zones.

SUBJECT: Dedication Plaque Policy
SUMMARY
Dedication plaques at City facilities vary in style and content.
The City Council may want to establish a uniform policy for future
use to ensure consistency.
DISCUSSION
The attached letter from Roger Chandler (former City Council
Member) brings up an interesting point with regard to the
inscription of City Council Member names (past and present) on
dedication plaques.
This item has been placed on your agenda for discussion and
possible direction to the staff. Please note the inconsistency as
to plaques. Nos. 1,2,3,5 and 6 list only City Council Members in
office at the time of dedication. No. 4 includes both City
Councils responsible for the project. If the City Council would
like to consider something similar to that suggested, staff would
need to report back with cost estimates for changing the plaque in
question (and most of the other plaques listed, if that is the City
Council's desire).
As a matter of reference, the following information was obtained
from existing plaques on City buildings:

FISCAL IMPACT
The fiscal impact is unknown at this time. As directed, staff will
research current costs to design, manufacture and install new
dedication plaques. For information purposes, the Fire Station No.
2 bronze dedication plaque cost $920.
RECOMMENDATION
It is recommended that the City Council discuss the possible
establishment of a procedure for the creation of dedication plaques
and direct staff accordingly.

The dedication plaque at the Community Center is absent the names of Councilmembers
Dennis Lojeski and Roger Chandler. Both of us, along with Mary Young, Charles Gilb and
Robert Harbicht planned and researched the project and voted 5 - 0 to fund it. We were both in
office at the time of the groundbreaking, however, our names were not included along with two
newly elected councilmembers who were in office at the time of the dedication. Being recognized
as part of this landmark civic project would mean a lot to me and my family, and I assume that the
Lojeski family would be equally honored.
My request is to have the Council consider modifying this plaque in a similar way as the
recognition for the Council Chambers included those who approved it along with those who
dedicated it.

Subject: Grant from H.N. and Frances C. Berger Foundation
SUMMARY
The H.N. and Frances C. Berger Foundation has approved a grant award in the amount of
$6,480.00 that will enable the Library to offer the Los Angeles Times on compact disc with
computerized access. It is recommended that the City Council accept the grant.
DISCUSSION
A major resource for reference and research at any public library is its collection of newspapers.
Students and other researchers need access to the historical record provided by the daily
newspaper. The Arcadia Public Library currently keeps backfiles of the Los Angeles Times on
microfilm. Annual indexes in book form provide subject access.
New technology now makes full -text newspapers, including the Los Angeles Times, available on
CD -ROM, allowing quick, direct access by computer.
Newsbank, the company that produces the newspaper on CD -ROM, will provide the Library with
free use of a workstation upon purchase of three years of back files at a cost of $6,480.00.
RECOMMENDATION
It is recommended that the City Council accept the grant from the H.N. and Frances C. Berger
Foundation to the Library.

I am pleased to inform you that the H. N. and Frances C. Berger Foundation has approved a
grant in the amount of Six Thousand Four Hundred Eighty Dollars ($6,480.00) to the Arcadia
Public Library.
The grant is to support the a CD -ROM system including three years of back files for the full -text
newspapers of the Los Angeles Times (Exhibit A attached).
The following terms and conditions apply to this grant and the Arcadia Public Library's use of
the grant funds:
1. The grant funds will be available after receipt by Berger Foundation of the Arcadia
Public Library's written acceptance of this grant letter.
2. This grant is made only for purpose stated in this grant agreement and the attached
Exhibit A.
3. The Berger Foundation does not consider this as an annual or continuing grant. Grant
applications from organizations receiving current or previous Berger Foundation support
will be judged as new requests and evaluated in relation to other proposals before the
Berger Foundation.

Any grants not expended or committed for the purpose of the grant shall be returned to the
Berger Foundation and applied to additional grant awards from the Berger Foundation to the
Arcadia Public Library at the Berger Foundation's discretion.
4. A written report signed by an officer of the Arcadia Public Library shall be furnished to
the Berger Foundation at least once every six months from the signing date of this
agreement, and /or when the project is completed.
These reports shall contain:
a. A narrative account of the accomplishments of the project, including a description of the
progress made toward achieving the goals of the grant.
b. A financial accounting of the Foundation's grant funds, which has been certified correct
by an officer of the Arcadia Public Library.
The shall keep records of expenditures as well as copies of the reports submitted to the Berger
Foundation, for at least four years after the completion of the grant funds.
5. The Berger Foundation may monitor and conduct a review of operations under this grant,
which may include site visits from the Berger Foundation personnel to observe the
project, discuss the project and its finances with the Arcadia Public Library staff, and
review financial and other records and materials connected with the activities financed
by the grant. The Arcadia Public Library shall cooperate fully with all monitoring and
reviews performed in regard to this grant.
6. None of the grant funds shall be used for any political campaign, or to support attempts
to influence legislation of any governmental body.
7. The Berger Foundation shall review and approve the contents of all press and publicity
announcements relating to this grant. The Berger Foundation may, at it's discretion,
publish and distribute material relating to this grant.

the Arcadia Public Library's agreement by executing both copies of this letter and returning one
executed copy to the Berger Foundation.

We want to thank the Foundation again for its support for
Library programs. Your grants have enabled us to implement
a number of projects that we feel are iznpartant. Having the
city's local history materials properly preserved is of great
benefit to the area's current and future residents.

library is its collection of newspapers. Students, cub scouts
working on merit badges and other researchers all need access
to the historical record provided by the daily newspaper.
The Arcadia Public Library currently keeps the Los Angeles
Times on microfilm. Annual indexes in book form provide
subject access.
New technology now makes full -text newspapers, including the
Los Angeles Times, available on CD -ROM, allowing quick,
direct access by computer.
The Library would like to switch to this new format. The
annual subscription costs for the CD service are very close
to the current annual cost for the microfilm. There are,
however, start -up costs.
NewsBank, the company that produces the newspaper on CD -ROM,
will provide the Library with free use of a workstation upon
purchase of three years of back files and a current year
subscription at a cost of $6480.00. After the workstation is
in place, we will be able to sustain the annual costs with
funds from the Library's operating budget.
We are hoping the Berger Foundation will assist us with a
grant for $6480.00, enabling us to offer our library patrons
this exciting new way to access the Los Angeles Times.

SUBJECT: Recommendation for Acceptance of Developer Installed
Water Facilities at Santa Anita Fashion Park Mall
SUMMARY:
The installation and/or relocation of water mains, fire and
domestic water services, and fire hydrants required for the
expansion of the Santa Anita Fashion Park Mall has been completed
in accordance with City requirements. Easements for the
maintenance of the facilities were recorded on the Parcel Map for
the project. It is staff' s recommendation that the water
facilities be accepted by the City Council.
DISCUSSION:
The addition of the Nordstrom's store and the expansion of the
existing Robinson's-May store at the Santa Anita Fashion Park Mall
required the relocation and/or installation of water facilities at
the mall site. Portions of the 12" water main serving the mall
complex were relocated. In addition, several domestic water
services, fire protection system services and fire hydrants were
removed, installed, or relocated as necessary to accommodate , the
expansion. This work was performed by the developer of the mall,
The Hahn Company. All of the facilities were installed: or
constructed in accordance with Water Division standards and
specifications and were inspected by the Water Division. Easements
for the maintenance of the facilities were recorded on the Parcel
Map for the project.
An "Offer to Dedicate" the water facilities, from The Hahn Company
to the City of Arcadia, is attached.
FISCAL IMPACT:
There is no fiscal impact to the City.

Re: Offer to Dedicate Developer Installed Water System Facilities
for Santa Anita Fashion Park Mall Expansion
Arcadia, California
Dear Honorable Mayor Young and Respected Council Members:
The undersigned, as Owner, hereby dedicates to the City of Arcadia Water Division the on-site
water system facilities installed in conjunction with the Santa Anita Fashion Park Mall expansion
project. These facilities are shown on the water system draw ing approved by the Division and
have been installed and constructed in accordance with the Division's Standard Drawings and
Specifications. We guarantee that the facilities are free of all mechanic liens and encumbrances.
The Owner hereby guarantees,for a period of one year from the date of acceptance of the facilities
by the City, the quality of workmanship and materials installed or furnished by him. The Owner
agrees to make any repairs or replacements made necessary by defects in the materials or
workmanship which become evident during the time specified. Repairs and replacements'shall
be made promptly upon written request from the Water.Manager. The Owner also agrees to
defend, indemnify, and hold the City of Arcadia, its officers and employees, harmless from third
party claims resulting from damage due to said defects.
Upon acceptance by the City, the Water Division shall, at its sole expense, own, operate and
maintain the facilities as a part of the City of Arcadia's water system. Such "maintenance" shall
not include repairs and replacement covered by the above guarantee.

SUBJECT: Report and Recommendation Regarding Public Nuisance Case
at 533 Valido Road (Property Owner: Mrs. Mary Card)
SUMMARY
The purpose of this report is to bring the City Council up to date on the status of the
public nuisance abatement for the property at 533 Valido Road.
BACKGROUND AND ACTION
On May 17, 1994, the City Council adopted Resolution 5790 declaring the property at
533 Valido Road a public nuisance and ordering the abatement of said nuisances
within 90 days (by August 17, 1994). During May and June Mrs. Card, the property
owner, made na progress in cleaning the house.
On July 12, staff met with Ms. Peters (Mary Card's attorney) in order to initiate a
course of action to cause clean up or demolition of the structure. It was agreed that
the City would arrange to fumigate and dean-up the property. In addition, Ms.
Peters agreed to provide to the City, no later than Friday, August 12, a letter and a
contractor's report outlining what action would be taken to bring the property into
compliance.
Exterior clean up was started on July 17 and the house was fumigated on July 18 and
interior dean-up began on July 22.
After three days of continuous work, little headway was being made in cleaning up
and removing debris, clothing and miscellaneous items from the house. In addition,
progress in cleaning the house was frequently impeded by Mrs. Card's activities on
the site.
The primary purpose of cleaning the house and removing the debris was to provide
Ms. Peters' contractor adequate access to the interior of the house to evaluate the
