SUBJECT: RECOMMENDATION TO APPROVE THE APPROPRIATION OF FUNDS
FOR THE USED OIL RECYCLING GRANT PROGRAM
The City of Arcadia's application for a Used Oil Recycling Block Grant has been approved by
the California Integrated Waste Management Board.
Background
At the November 16, 1993 City Council meeting, the Council approved the City's application
for a used oil recycling program grant.
The California Oil Recycling Enhancement Act of 1991 mandated that the Integrated Waste
Management Board provide annual block grants to local governments for used oil collection
programs. Grants were awarded to local governments for establishing local used oil collection
programs that encourage the recycling and appropriate disposal of used oil.
The City of Arcadia recently received notification from the Integrated Waste Management Board
that the City's used oil recycling grant had been approved in the amount of$10,641.02.
Used Oil Recycling Program
Through the implementation of this program, Chief Auto Parts (1451 S. Baldwin Avenue) will
be the City's used oil recycling collection center. The grant requires the City to purchase 3,000
six-quart used oil recycling containers, which shall be distributed to Arcadia residents free of
charge by Chief Auto Parts.
This program will provide residents with an opportunity to obtain a free recycling container to
dispose of their used oil. Once a resident accumulates used motor oil, they can return the oil
in the container to Chief Auto Parts to be recycled. Chief Auto Parts has a contract with an oil
recycler (Valvoline) to handle the recycling and proper disposal of the oil.

This grant has been awarded to the City in the amount of$10,641.02, which will cover all costs
for the implementation of this program. The State anticipates issuing grants funds to the City
on a quarterly or semi-annual basis. Sufficient funds are available in the Solid Waste
Management Fund to subsidize the cost of this program until grants funds are received.
Summary
Currently, the final grant documents are in the process of being completed by the California
Integrated Waste Management Board. The Board will notify the City at the end of January as
to the implementation date of this program. Staff anticipates that this program will begin in
February or March.
Recommendation
It is recommended that the City Council appropriate $10,641.02 from the Solid Waste
Management Fund to pay for the Used Oil Recycling Program until grant funds are received.

Board staff wish to congratulate you upon the approval of your Used Oil Recycling
Block Grant application for funding during 1994. On December 15, 1993, the Board
accepted and approved staffs recommendation that Block Grant funding of up to
$10,641.02 be made available for implementing a local used oil collection program •
in Arcadia. Enclosed is a copy of the agenda item presented and approved by the
Board.

Before you can implement.your Block Grant program and submit payment requests
for reimbursement, the person authorized in the resolution from your governing body
must approve and sign a contract ("standard agreement") currently being developed
by Board staff. After Board staff has received any additional information or
documents necessary for completing your application file, staff will send a contract
for signature by your authorized person. Contracts will probably be sent to most
applicants by mid-January. After you return the signed contract to the Board, your
contract manager will process the contract and inform you when work can proceed.
We again would like to thank you for your participation in the Used Oil Recycling
Block Grant Program. If you have any questions or need assistance, please feel free

SUBJECT: FY 1993-94 Transportation Development Act Funding
SUMMARY
Attached for the City Council's review is Resolution No. 5769,
authorizing the City Manager to submit the City of Arcadia Dial-A-
Ride's Transportation Development Act (TDA) claim form for Fiscal Year
1993-94. The claim form was prepared by Staff and will be submitted to
the Los Angeles County Metropolitan Transportation Authority (LACMTA)
and the Southern California Association of Governments (SCAG) . The
City will receive $260, 626 in TDA funding for FY 1993-94.
DISCUSSION
The Transportation Development Act is a State grant which allocates
funds to cities. The Local Transportation Fund (LTF) has been in
existence since 1972 and is derived from 1/4 cent of the 6 cent retail
sales tax collected statewide. The 1/4 cent is returned by the State
Board of Equalization to each county according to the amount of tax
collected in the county. In Los Angeles County, the LACMTA distributes
the funds to each of the included municipal operators.
FISCAL IMPACT
As previously mentioned, the City will receive $260, 626 in State funds
to operate the Dial-A-Ride. This amount represents approximately 27%
of the Arcadia Dial-A-Ride's FY 1993-94 Operating Budget.
RECOMMENDATION
It is recommended the City Council adopt Resolution No. 5769,
authorizing the City Manager to submit the Transportation Development
Act claim form to receive funds for the operations of the Arcadia
Dial-A-Ride for Fiscal Year 1993-94.

SUBJECT: RECOMMENDATION TO CLAIM SB 821 FUNDS FOR PEDESTRIAN AND
BICYCLE FACILITIES
RESOLUTION NO. 5766
BACKGROUND
The Los Angeles County Metropolitan Transportation Authority (MTA)
encourages local agencies to claim funding available for bicycle
and pedestrian facilities available under Article 3 of the
California Transportation Development Act (SB 821) . This year an
estimated $3 , 921, 175 will be available to local jurisdictions
according to a formula based on population.
The City's 1993-94 allocation for SB 821 funds is $17, 905. In
order to claim these funds it is necessary that the City Council
designate a project that is a bicycle or pedestrian facility)
It is proposed that the City's 1993-94 allocation be used to
supplement approved CIP funds designated for construction of
sidewalk and repair of deficient and damaged sidewalk.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 5766
approving the Application for bicycle and pedestrian facilities
funds authorized under SB 821 and authorizing the Director of
Public Works to sign and process the claim form.
