PUBLIC HEARING Consideration of objections to the proposed abatement of weeds, rubbish and refuse from certain private properties within the City. 2. PUBLIC HEARING Consideration of an APPEAL of the Planning Commission's approval of Conditional Use Permit 93 -008 to construct a 50,547 square foot Albertson's Market and a,2,800 square foot restaurant with outdoor seating located within a 5,934 square foot multi- tenant building at 232 and 300 East Live Oak Avenue (Louise Parker, appellant. Marketplace Properties, applicant). ACTION 1 AGENDA 03 /01%94 ACTION 3. February 16, 1994 To: Mayor and Members of the City Council From: Alex D. McIntyre, Assistant to the City Manager (i6 RE: Recommendation to Match City Employee Contributions Towards Northridge Earthquake Recovery At its February 15, 1994 meeting, the four present members of the City Council voted 2 - 2 to approve the staff recommendation to match city employee contributions towards the Northridge earthquake recovery effort. Pursuant to Arcadia Municipal Code Section 2137.1, a tie vote results in an automatic continuation of the item to the next regular meeting. City employees have opened their hearts and checkbooks to provide financial relief to the victims of the Northridge Earthquake. To date, the employees' efforts have pledged $2,926. This figure will be updated during the City Council meeting should more donations be received. The employees are hopeful that the City Council would match this pledge up to $2,000. Discussion City Treasurer Jerry Parker coordinated the effort to solicit pledges from City employees to be used for financial disaster relief to the victims of the January 17, 1994 Northridge Earthquake. Although the City of Arcadia and its residents were relatively unaffected by the earthquake, this disaster left thousands of San Fernando Valley residents homeless. The latest damage estimates total $35 billion. The American Red Cross has been working diligently to provide disaster assistance. To that end, the Arcadia Chapter of the American Red Cross has made a request for financial assistance. All funds collected will be allocated to the American Red Cross Northridge Earthquake Disaster Assistance Fund. The City Employees' encourage the City Council to join them in their commitment to assisting earthquake victims. It is hopeful that the City Council will match the employee pledges up to $2,000. Tto .16-9 Northridge Earthquake Response February 16, 1994 Page Two Fiscal Impact The cost to the City would not exceed $2,000. There are sufficient funds available in the General Fund reserve. Reco=endation Pursuant to the Arcadia Municipal Code, this item has been brought before the City Council for reconsideration. It is recommended that the City Council join the Arcadia City Employees in matching employee pledges towards disaster relief for the victims of the Northridge Earthquake. The money will be contributed to the American Red Cross and will not exceed $2,000. Approved: A�[ William R. Gardner, Acting Assistant City Manager /Fire Chief By: Donald Alcorn, Emergency Services Coordinator t i SUBJECT: Resolution No. 5573 and 5574 designating the city's agent regarding disaster recovery. SUMMARY The California State Office of Emergency Services, and the Federal Emergency Management Agency require that all jurisdictions applying for reimbursement funds after a disaster adopt a City Council Resolution. The resolution shall indicate the person's name that can be contacted by state and federal agencies to answer questions and provide evidence in relation to this emergency. DISCUSSION Resolution No. 5573 fulfills this requirement for the Northridge Earthquake by naming Don Alcorn, Emergency Services Coordinator, as the primary contact and Donna Butler, Asst. Community Development Director /Planning as the secondary contact. Resolution No. 5574 fulfills this requirement for the Wildland Fires by naming Don Alcorn, Emergency Services Coordinator, as the primary contact, and Gerald R. Gardner, Assistant City Manager /Fire Chief, as the secondary contact. FISCAL BOACT Adoption of Resolution No. 5573 and 5574 will assist the city in recovering funds expended in responding to both the Wildland fires and the Northridge earthquake. It is recommended that the City Council adopt Resolution No. 5573 and 5574 to meet OES and FEMA requirements. Approved by -Wk�� William R. Kelly Acting City Manager Attachments: Resolution 5573 and 5574 LASER IMAGEP i On T MEMORANDUM DATE: March 1, 1994 TO: ARCADIA CITY COUNCIL FROM: JUNE ALFORD, CITY CLER14 SUBJECT: PUBLIC HEARING - WEED ABATEMENT PROGRAM On February 15, 1994, the City Council adopted Resolution No. 5772 declaring its intention to provide for the abatement of noxious weeds, rubbish and refuse from certain private property in the City. Resolution No. 5772 also set this date, March 1, 1994, as the time and place to hear objections to the proposed removal of such. As required by the Government Code, the County Agricultural Commissioner has mailed the appropriate notice to all property owners involved (list attached). A representative of the City Fire Department and the County Agricultural Commissioner's Office will be present to answer questions, if any. RECOMMENDATION• It is recommended that the City Council move to direct the County Agricultural Commissioner to abate the nuisance by having the weeds, rubbish and refuse removed from those properties set forth on the attached weed abatement list.
