ACTION TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE CITY COUNCIL (NON- PUBLIC HEARING) - (FIVE MINUTE TIME LIMIT PER PERSON) -1- AGENDA 10/18/94 YOUR ARCADIA CITY COUNCIL WELCOMES YOU Arcadia is governed by a five - member City Council. Every even- numbered year either two or three Council members are elected at large to serve four -year terms. The Council elects from its membership a Mayor to serve as its presiding officer for a one -year term. The City Manager is employed by the Council to carry out its policies and to sere as executive officer of the City. CITY COUNCIL MEETINGS Regular meetings of the City Council are held on the first and third Tuesdays of the month at 7:00 p.m., in the City Hall Council Chambers. From time to time, special meetings are scheduled for specific purposes. The Council follows a regular order of business as provided in the agenda for each meeting. The agenda is prepared and made available to the public 72 hours in advance of the meeting. CITIZEN PARTICIPATION Citizen participation is invited at all Council meetings. At each regular meeting, time is reserved for those in the audience who may wish to address the Council on any matter. However, experience has shown that routine matters can often be handled faster if taken up directly with the department providing the service during normal business hours. PUBLIC HEARING PROCEDURES Any person desiring to address the Council should step up to the microphone, state their name and address for the record and limit their remarks to the question under discussion. Repetition is not helpful. Following the presentation of the staff report, the applicant is afforded the opportunity to address the Council. Others in favor of the proposal may then address the Council followed by those in opposition to the proposal. The hearing is then closed, discussion by the Council is held, and the Council then acts on the proposal and either approves, approves with conditions or modifications, or denies the application. CONSENT ITEMS All items listed under "Consent' are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member so requests. RESOLUTION No. 5828 - A Resolution of the City Council of the City of Arcadia, California, declaring a public nuisance and ordering the rehabilitation and /or demolition of real property located at 533 Valido Road, Arcadia, California, and authorizing the Director of Finance to collect the cost for abatement, if abatement at City expense is required. 7. Lazo, Assistant Engineer SUBJECT: Recommendation for Authorization to Advertise for Bids to purchase and install a Modular Building for the Engineering Division-Job No. 594A SUMMARY Plans and specifications for the purchase and installation of a modular building for the Engineering Division have been prepared and will be available at the Council Meeting of October 18, 1994. The engineer's estimate for the purchase and installation of a modular building including work by City forces and all furnishings is $50,000 as approved in the 1994-95 equipment acquisition funds. It is recommended that the City Council authorize the City Clerk to advertise for bids for the purchase and installation of the modular building for the Engineering Division. DISCUSSION The Engineering Division work stations lack sufficient spacing for a safe working environment and are unable to support additional equipment and materials necessary for record keeping and performance of increased workload. To provide adequate space for the personnel, furniture and equipment, it is essential to expand the Engineering Division office. There are two options for the expansion of the Engineering Division. One is the removal of the northerly wall and extension of the Engineering structure at an estimated cost of $90,000. Another option is to purchase and install a modular building next to the - existing northerly wall (Location map is attached). The estimated cost for this option is $50,000 including furnishings. Therefore, it is the staff's recommendation to purchase and install a modular building as an alternative expansion at a less expensive cost. The work consists of: 1. Construction and installation of a 28' x 40' modular building abutting the existing northerly wall of the Engineering wing, by the manufacturer. 2. Construction of concrete slab, modification of the existing northerly wall, removal of two (2) palm and one (1) liquid amber trees, modification of existing irrigation system and other miscellaneous work by the City forces. LASER IMAGED • a t ENVIRONMENTAL ANALYSIS The project is categorically exempted per Section 15301, Class 1(e) from the requirements of the California Environmental Quality Act. FISCAL IMPACT Capital Outlay Funds in the amount of$50,000 were budgeted in the 1994-95 equipment acquisition funds to cover the cost of purchasing, construction (including work by City forces), furnishing, engineering, inspection and contingencies. RECOMMENDATION It is recommended that the City Council authorize the City Clerk to advertise for bids for the purchasing and installation of a modular building for the Engineering Division. Memorandum , ! _ , 1L ~.a .,,,:y ,, . ,,, DATE: October 18, 1994 TO: City Council/Redevelopment Agency FROM: `(/Peter Kinnahan, Economic Development Administrator RE: RECOMMENDATION FOR THE CITY COUNCIL AND AGENCY TO APPROVE AMENDMENT NO. 3 TO THE CENTRAL REDEVELOPMENT PLAN TO ESTABLISH CERTAIN TIME LIMITS AS REQUIRED BY AB 1290, AND FOR THE CITY COUNCIL TO ADOPT ORDINANCE NO. 2025 SUMMARY AB 1290, passed in 1993 , requires that all redevelopment agencies amend their redevelopment plans in order to establish three new "limits" on their powers. Under the new law the Agency can incur indebtedness until January 1, 2004; the project area must terminate by January 25, 2014; and the Agency must pay off all indebtedness by January 25, 2024. These changes must be approved by both the Redevelopment Agency and City Council. DISCUSSION AB 1290 mandates that the Redevelopment Agency and City Council make the following Redevelopment Plan amendments by December 31, 1994. Previous Law AB 1290 Incur Debt limitation June 30, 2026 January 1, 2004 Redevelopment Plan June 30, 2026 January 25, 2014 Terminates Receive Tax Increment/ "Reasonable" January 25, 2024* Payoff Debt *The law permits extensions of this date in order to carry out the Agency's low-moderate income housing requirements. AB 1290 requires an ordinance amending the Redevelopment Plan be adopted by the City Council. This has been reviewed by the Agency Attorney and is included as Attachment 1. LASER IMAGED f ENVIRONMENTAL IMPACT Pursuant to Section 15378(b) (c) of the California Environmental Quality Act, Amendment No. 3 to the Central Redevelopment Plan is not a "Project" and as such is exempt from environmental assessment regulations under Sedtion 15061(b) (3) . FISCAL IMPACT The Agency's ability to incur debt has been reduced 22 years, from 2026 to 2004. The ability to receive tax increment has been reduced 2.5 years from 2026 to 2024. The fiscal impact of these changes in not quantifiable; but is certainly significant. In FY1993-94, the Agency received $2, 100, 000 in tax increment. Assuming the same through 2024, we would "lose" approximately $5,250, 000. RECOMMENDATION Redevelopment Actencv_ That the Agency approve Amendment No. 3 to the Central Redevelopment Plan as set forth in Ordinance No. 2025 (Exhibit 1) and recommend that the City Council adopt Ordinance No. 2025.
