SUBJECT: RECOMMENDATION TO ESTABLISH FIRE ADMINISTRATIVE CAPTAIN
SALARY SCHEDULE
SUMMARY
On July 5, 1994, the City Council approved the Paramedic Subscription Program and
reorganization of the Fire Prevention and Emergency Services Divisions in the Fire
Department. This action included: civilianization of the Fire Prevention Bureau; mid-
year elimination of the Emergency Services Coordinator position; and the
establishment of an Fire Administrative Captain position. At this time, City Council
approval of the Fire Administrative Captain salary schedule is required.
BACKGROUND
As part of a reorganization to effect long term cost savings with minimal impact on
current operating service levels, the City Council approved the establishment of a Fire
Administrative Captain position.
The Fire Administrative Captain position will be an assignment made at the discretion
of the Fire Chief. The principal duties and responsibilities of the position will be:
administration of the Voluntary Emergency Medical Subscription Program; assumption
of all duties, functions, and assignments of the Emergency Services Coordinator;
supervision of the Communications Dispatch Center; coordination of the department
budget; monitoring Federal, State and local laws and regulations as they relate to the
Fire Department operations; assumption of the duties of the Fire Battalion Chief and
Fire Suppression Captain in their absence; and to serve as the Fire Department Safety
Officer.
The need for an employee to work in an overtime status while performing Fire
Administrative Captain duties, it not anticipated.

The new position of Fire Administrative Captain will be represented by the Arcadia Fire
Fighters Association (AFFA). It is proposed that the salary schedule for Administrative
Fire Captain position be established as follows:

AFFA concurrence with the proposed salary schedules and assignment of Fire
Administrative Captain is anticipated.
FISCAL IMPACT
Funding for the Fire Administrative Captain position was approved as part of the Fire
Department reorganization and implementation of the Paramedic Subscription
Program. Depending upon the success of the Paramedic Subscription Program, little
or no fiscal impact is anticipated.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 5821 establishing a
salary schedule for the classification of Fire Administrative Captain.
