FOR SLURRY SEAL PROJECT FINAL PAYMENT TO BE CONTRACT DOCUMENTS, $18,286.20 Recommendation: Approve SUMMARY PERFORMED BY DOUG MARTIN THE FISCAL YEAR 2013 -14 ANNUAL AS COMPLETE AND AUTHORIZE THE MADE IN ACCORDANCE WITH THE SUBJECT TO THE RETENTION OF On May 20, 2014, the City Council approved a contract with Doug Martin Contracting, Inc. in the amount of $360,399 for the Fiscal Year 2013 -14 Annual Slurry Seal Project. The terms and conditions of this project have been complied with and the work has been performed satisfactorily for a total project cost of $365,723.94. This amount reflects the original contract amount of $360,399 plus contract change orders totaling $5,324.94 or 1.48% above the original contract amount. It is recommended that the City Council accept all work performed by Doug Martin Contracting, Inc. as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $18,286.20. DISCUSSION The Public Works Services Department is responsible for the maintenance and repair of approximately 147 miles of roadway pavement within the community. In 1999, as part of the Pavement Management Program, the condition of all City streets was assessed and a Slurry Seal Maintenance Program was established to help prolong the life of City streets through scheduled maintenance related to safety, drainage, and the effects of weather on the pavement surface. This program provides surface maintenance of all Accept Annual Slurry Seal Project FY 2013 -14 October 7, 2014 Page 2 of 3 City streets and divided the City into eight zones, with one zone being addressed each year as part of the eight -year cycle. The Fiscal Year 2013 -14 Annual Slurry Seal Project included approximately 17.3 miles of residential streets as shown on the attached Project Location Map (Exhibit "A "). The work included weed killing; the application of emulsified asphalt and sand coating commonly referred to as slurry; asphalt concrete edge grinding; and re- striping of street centerlines, stop bars, and other safety striping. This process protects the asphalt pavement surface from weather, restores skid resistance, and provides an aesthetic uplift to the street and neighborhood. During the course of the work, staff evaluated the quality and coverage of the slurry sealing and made adjustments with the contractor, as required, to ensure the best possible finished product. These adjustments typically include adding or reducing the amount of oil or sand added to the slurry mix. Eventually, these adjustments resulted in contract change orders based on the quantities and unit prices of the actual material applied. Below is a breakdown of the contract change orders for this project: CCO# Description Amount 1 Deleted 266 lineal feet of asphalt pavement edge ($281.96) grind 2. Deleted 121 tons Slurry Seal Type 11 ($21,114.50) Total $5,324.94 The terms and conditions of this contract have been complied with and the work has been performed to the satisfaction of the Project Engineer. Doug Martin Contracting, Inc. completed the slurry seal work in an efficient and timely manner. FISCAL IMPACT Funds in the amount of $500,000 have been budgeted in the Fiscal Year 2013 -14 Capital Improvement Program for the Annual Slurry Seal Project. The funding is split between two sources: $300,000 from Gas Tax and $200,000 from Capital Outlay. Sufficient funds are available for the project's total contract cost of $365,723.94. The remaining balance for the Annual Slurry Seal and Concrete Project will be used to do additional permanent pavement repairs and curb and gutter work in the project area.
