SUBJECT: PURCHASE ORDER WITH NATIONAL AUTO FLEET GROUP FOR ONE
FORD C -MAX HYBRID ENERGI VEHICLE IN THE AMOUNT OF $32,657
Recommendation: Approve
SUMMARY
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for replacement of one
light duty pickup truck for the Public Works Services Department ( "PWSD "). Staff
researched various dealerships that offered the vehicle that would best fit the needs of
the Department and found that utilizing the National Joint Powers Alliance ( "NJPA ")
cooperative purchasing program enables the City to streamline the process of procuring
this vehicle and receive the best price possible.
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for one Ford C -Max Hybrid Energi vehicle in the amount of $32,657.
DISCUSSION
The Fiscal Year 2014 -15 Equipment Acquisition Budget provides for the replacement of
one light duty pickup truck for the PWSD. This vehicle is used by the Department's
Public Works Inspector. The PWSD will replace a 1995 Chevrolet light duty pickup
truck that meets the mileage and age requirement of the City's Vehicle Replacement
Program with a new 2014 Ford C -Max Hybrid Energi vehicle. The new 2014 Ford C-
Max Hybrid Energi vehicle is a plug -in electric and battery powered vehicle that
operates on electric power for up to 21 miles and battery power for 74 miles and also
provides traditional gasoline power with a 14 gallon tank. Once the batteries are low,
the vehicle has a 2.0 liter engine that charges the batteries for an extended driving
range. Overall, the vehicle provides a fuel economy equivalent of over 40 miles per
gallon and a constant driving range of over 600 miles per tank without recharging. The
City of Arcadia receives $67,000 annually from AQMD. These funds are eligible to be
used for the purchase of alternative fuel vehicles that reduce emissions. The 2014 Ford
C -Max Hybrid Energi vehicle meets AQMD criteria and will be paid for with AQMD
Funding.

The California Government Code authorizes public agencies to participate in
cooperative purchasing agreements like those established by the NJPA while still
remaining within the City's adopted rules and procedures for purchasing. By utilizing a
cooperative purchasing program, the City is able to streamline the process of procuring
the Ford C -Max Hybrid Energi vehicle and is able to purchase this vehicle at a lower
cost. The NJPA nationally solicited bids for the procurement of new vehicles of various
manufacturers. The NJPA awarded a contract to National Auto Fleet Group for their full
line of cars and trucks. The bidding process and the contract with National Auto Fleet
Group have been reviewed and meet the City's procurement requirements and
specifications.
FISCAL IMPACT
Sufficient funds have been budgeted in the Fiscal Year 2014 -15 Equipment
Replacement Fund for vehicle acquisition, lighting, and telecommunication equipment.
The City of Arcadia receives $67,000 annually from AQMD that can be used to
purchase alternative fuel vehicles that reduce emissions. The 2014 Ford C -Max Hybrid
Energi vehicle is an alternative fuel vehicle that meets AQMD criteria and will be paid for
utilizing AQMD funds. The anticipated cost is $32,657.
RECOMMENDATION
It is recommended that the City Council approve a purchase order with National Auto
Fleet Group for one Ford C -Max Hybrid Energi vehicle in the amount of $32,657.
