SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH EVIDENCE -BASED
STAFFING, INC. FOR TEMPORARY MEDIA AND RADIO
COMMUNICATIONS SERVICES

SUMMARY
The Police Department is seeking to contract with Evidence -Based Staffing, Inc. (EBI)
for temporary media and radio communications services to include a Media
Communications Specialist and a Radio Communications Specialist. EBI is a qualified
firm that has the experience to provide such services and provides temporary
employees that meet all of the qualifications set forth by the City.
BACKGROUND
EBI is a niche staffing firm that has been providing specialty temporary staffing to law
enforcement agencies exclusively since 2003. The company's management team is
comprised of former law enforcement executives of all levels, including former Chiefs of
Police. The company places various types of temporary positions including emergency
911 dispatchers, records clerks, emergency service managers, media communications
specialists, radio communications specialists, and a variety of other positions as well as
law enforcement training. Working to serve specific client's needs, EBI is uniquely
qualified to understand the needs of law enforcement agencies including the need for
extensive background checks prior to placement and meeting the demands of Police
Officers Standards and Training (POST).
Other agencies that contract with Evidence -Based Staffing, Inc. or its parent company
Evidence - Based, Inc., include the Irvine Valley College Police Department, Saddleback
College Police Department, Beverly Hills Unified School District and the Cities of
Glendale, Irvine, Banning, Bell Gardens, Inglewood, Palm Springs, Seal Beach, and
Whittier.

DISCUSSION
The Department conducted an informal competitive bid process for temporary media
and radio communications services and discovered that Evidence -Based Staffing, Inc.
is the only provider of such services. As the sole source vendor, EBI offers immediate
availability of experienced and trained Media and Radio Communications Specialists to
many law enforcement agencies.
The Media Communications Specialist will be responsible for performing a wide variety
of complex marketing techniques including planning, organizing, directing, and
coordinating the Arcadia Police Department's social media, instant communications,
and community engagement strategies and platforms. The Radio Communications
Specialist will be responsible for installing, maintaining, and repairing all radio
communications and electronic equipment owned and operated by the City in
conformance with established rules and regulations of the Federal Communications
Commission.
Utilizing EBI for temporary media and radio communications services is beneficial to the
Department for its cost - savings, convenience, and flexibility, and high quality temporary
staff. EBI recruits and trains experienced and retired members from the law
enforcement community. All EBI personnel members have completed pre - employment
background investigations, which equates to new -hire savings for the Department.
Under the Agreement, EBI will handle all employee issues and provide copies of
personnel background paperwork for Department records. EBI will, at its own costs,
make its temporary media and radio communications specialists available for an initial
forty (40) hours of training, which will be administered by a designated employee from
the Arcadia Police Department to ensure understanding of Department- specific
programs and systems. The training will last no more than five (5) consecutive days;
after which, the Department will approve or deny each temporary appointment.
The availability of EBI's temporary staff will help accommodate the need for services in
media communications and radio communications. The Department will utilize EBI's
temporary media and radio communications services on an as- needed basis. The
billable rate for each position will be $40.00 per hour with overtime to be paid at the
hourly rate of $45.00 for hours worked above forty (40) hours per week. As a result, the
City will experience significant savings in personnel costs including salary, retirement,
and medical benefits.
The Department anticipates using EBI temporary media and radio communications
services for twenty (20) hours or more per week. The contract will not exceed $40,000
per year for each position and will have the option to renew on a year -to -year basis for a
maximum of three (3) additional one -year periods.

FISCAL IMPACT
The City's financial obligation for one year, from November 1, 2014, to June 30, 2015, is
up to $80,000; however, the amount is variable depending on actual staffing needs that
may arise throughout the year. The total cost has been budgeted in the City's FY 2014-
15 Police Department budget.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a Professional Services Agreement with Evidence -Based Staffing, Inc. for
temporary media and radio communications services for a one year period, in an
amount not to exceed $80,000.
