CALL TO ORDER — Chairman Falzone called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.

ABSENT: Commissioner Chan
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to
excuse Commissioner Chan from the meeting. With no objection, the motion was
approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A memo requesting to continue public hearing item No. 2 to the November 25,
2014 Planning Commission Meeting

PUBLIC HEARINGS
1. Resolution No. 1916 — Approving Conditional Use Permit No. CUP 14-10,
thereby amending Conditional Use Permit No. CUP 12-20 with a Categorical
Exemption from the California Environmental Quality Act (CEQA) to allow beer
and wine service at the existing restaurant (New Fusion Restaurant) at 1227
S. Baldwin Avenue.
Applicant: Ms. Yvonne Lam
Recommendation: Adopt Resolution No. 1916

in favor of this item. Ms. Patsy Ma, representing the owner and applicant, responded.

It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to close
the public hearing. Without objection, the motion was approved.

Conditional Use Permit No. CUP 14-10 and Adopt Resolution No. 1916.

2. Resolution No. 1917 — Approving Conditional Use Permit No. CUP 14-12,

California Environmental Quality Act (CEQA) for a 17-unit residential
condominium development at 132, 136, and 142 Las Tunas Drive.

Recommendation: To continue with the public hearing of Conditional Use
Permit, Multiple-Family Architectural Design Review and Tentative Tract Map
application to the November 25, 2014 regular meeting

3. Resolution No. 1918 —Approving Conditional Use Permit No. CUP 14-11 and
Administrative Architectural Design Review No. AADR 14-63 with a
Categorical Exemption under the California Environmental Quality Act (CEQA)
to operate a day spa with beauty treatments and incidental massage at 314 N.
First Avenue.
Applicant: Mrs. Suhuei (Sophie) Chuang, Business Owner
Recommendation: Adopt Resolution No. 1918

public hearing. Without objection, the motion was approved.

Mediterranean-style, single-family residence at 400 W. Camino Real Avenue.

Recommendation: Conditionally Approve the Proposed Project

Commissioner Lin gave an update on the conferences he attended in September (California
American Planning Association and California League of Cities)

Commissioner Lin reported that the Modification Committee meeting was cancelled.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
• Commissioner Lin will not be at the October 28, 2014 Modification Committee and
Planning Commission meeting. In his absence, Commissioner Chan will Chair the
Modification Committee meeting.
• Update on AB 1147 (Massage Therapy Act)
• Congratulatory to Commissioner Baerg on his new position as the Deputy City
Attorney at the City of Long Beach.
• Upcoming items for the November and December meetings

Chairman Falzone adjourned this meeting at 7:50 p.m. to October 28, 2014, at 7:00 p.m. in
