PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chiao, Lin and Falzone ABSENT: Commissioner Chan MOTION It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to excuse Commissioner Chan from the meeting. With no objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS A memo requesting to continue public hearing item No. 2 to the November 25, 2014 Planning Commission Meeting PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Resolution No. 1916 — Approving Conditional Use Permit No. CUP 14-10, thereby amending Conditional Use Permit No. CUP 12-20 with a Categorical Exemption from the California Environmental Quality Act (CEQA) to allow beer and wine service at the existing restaurant (New Fusion Restaurant) at 1227 S. Baldwin Avenue. Applicant: Ms. Yvonne Lam Recommendation: Adopt Resolution No. 1916 Mr. Kasama briefly introduced the item. Tim Schwehr presented the staff report. Chairman Falzone opened the public hearing and asked if anyone would like to speak in favor of this item. Ms. Patsy Ma, representing the owner and applicant, responded. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. 10-14-14 MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lin to approve Conditional Use Permit No. CUP 14-10 and Adopt Resolution No. 1916. Resolution No. 1917 — Approving Conditional Use Permit No. CUP 14-12, Multiple-Family Architectural Design Review No. MFADR 14-12, and Tentative Tract Map No. TTM 72894 with a Mitigated Negative Declaration per the California Environmental Quality Act (CEQA) for a 17-unit residential condominium development at 132, 136, and 142 Las Tunas Drive. Applicant: Mr. Matt Waken, Arcadia 17 Development, LLC Recommendation: To continue with the public hearing of Conditional Use Permit, Multiple-Family Architectural Design Review and Tentative Tract Map application to the November 25, 2014 regular meeting Mr. Kasama briefly introduced the item. There were none Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Lin, to continue the public hearing on this item to the regular meeting on November 25, 2014. Resolution No. 1918 —Approving Conditional Use Permit No. CUP 14-11 and Administrative Architectural Design Review No. AADR 14-63 with a Categorical Exemption under the California Environmental Quality Act (CEQA) to operate a day spa with beauty treatments and incidental massage at 314 N. First Avenue. Applicant: Mrs. Suhuei (Sophie) Chuang, Business Owner Recommendation: Adopt Resolution No. 1918 Mr. Kasama briefly introduced the item. Nick Baldwin presented the staff report. Chairman Falzone asked if anyone would like to speak in opposition to this item. There were none. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Lin, to close the public hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Lin, to conditionally approve the proposed project and adopt Resolution No. 1918. Resolution No. 1919 — Approving Conditional Use Permit No. CUP 14-14 with a Categorical Exemption under the California Environmental Quality Act (CEQA) to operate a nail salon with facials and waxing at 411 E. Huntington Drive, #118. Applicant: Mr. Phuong M. Le, Business Owner Recommendation: Adopt Resolution No. 1919 Mr. Kasama briefly introduced the item. Approval of Modification No. MP 14-13 and Single-Family Architectural Design Review No. SFADR 14-68 with a Categorical Exemption from the California Environmental Quality Act (CEQA) for a new 4,326 square-foot, two-story, Mediterranean-style, single-family residence at 400 W. Camino Real Avenue. Applicant: Mr. Robert Tong, Designer Recommendation: Conditionally Approve the Proposed Project Mr. Kasama briefly introduced the item. Tom Li presented the staff report. ROLL CALL AYES: Commissioners Baerg, Chiao, Lin and Falzone NOES: None ABSENT: Commissioner Chan MATTERS FROM COUNCIL LIAISON Nothing to report FROM PLANNING COMMISSIONERS Commissioner Lin gave an update on the conferences he attended in September(California American Planning Association and California League of Cities) MATTERS FROM MODIFICATION COMMITTEE Commissioner Lin reported that the Modification Committee meeting was cancelled. MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS • Commissioner Lin will not be at the October 28, 2014 Modification Committee and Planning Commission meeting.
