SUBJECT: ACCEPT ALL WORK PERFORMED BY SOUTHWEST GENERAL
ENGINEERING, INC. FOR THE CANYON RESERVOIR FACILITY
SLOPE STABILIZATION PROJECT AS COMPLETE AND AUTHORIZE
THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE
CONTRACT DOCUMENTS, SUBJECT TO THE RETENTION OF
$3,604.75 AND AUTHORIZE AN ADDITIONAL APPROPRIATION OF
$5,780 FROM THE WATER FUND

SUMMARY
On July 1, 2014, the City Council approved a contract with Southwest General
Engineering, Inc. in the amount of $66,315 for the Canyon Reservoir Facility Slope
Stabilization Project. The terms and conditions of this project have been complied with
and the work has been performed satisfactorily for a total project cost of $72,095. This
amount reflects the original contract amount of $66,315 plus contract change orders
totaling $5,780 or 8.72% above the original contract amount, which is within the City's
standard 10% contingency.
It is recommended that the City Council accept all work performed by Southwest
General Engineering, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to the retention of $3,604.75 and
authorize an additional appropriation of $5,780 from the Water Fund.
BACKGROUND
The Public Works Services Department ( "PWSD ") is responsible for the operation,
maintenance, and repair of all municipal water reservoir and pumping facilities. The
Canyon Reservoir facility provides water for residents living north of Elkins Drive. The
facility was built in 1955 and consists of two 500,000 gallon water storage reservoirs
and a booster pump station. In order to build the Canyon Reservoir facility, the hillside
was graded and the east side of the property was cut back to create a level pad for the

reservoirs. Over the years, the natural sloughing of material from the hillside has been
a concern for the residents living on the adjoining property. In order to address this
concern, an agreement was reached between the property owners at 2205 Canyon
Road and the City in which the City agreed to construct a shotcrete wall on the hillside
to prevent further erosion.
DISCUSSION
On July 1, 2014, the City Council approved a contract with Southwest General
Engineering, Inc. in the amount of $66,315 for the Canyon Reservoir Facility Slope
Stabilization Project. The work included clearing the hillside of all vegetation and loose
material, installing slope anchors and reinforcement, and applying shotcrete paving.
This work was performed under the inspection of Public Works Engineering staff.
During the slope clearing phase of the project, staff evaluated the area necessary to be
covered by shotcrete and made an adjustment with the contractor in order to meet the
requirements of the agreement between the City and the adjacent property owner. The
adjustment included an additional 400 square feet of shotcrete application to the project
scope and resulted in a contract change order based on the work performed and
material applied. A photo of the shotcrete wall at Canyon Reservoir Facility is shown on
Attachment "A ". Below is a breakdown of the contract change order for this project:

The terms and conditions of this contract have been complied with and the work has
been performed to the satisfaction of the Project Engineer. Southwest General
Engineering, Inc. completed the slope stabilization work required by the contract in an
efficient and timely manner. The change order is within the 10% contingency provided in
the City Council's authorization.
ENVIRONMENTAL ANALYSIS
This project is considered a Class 1 exemption as defined in Section 15301(b) of the
California Environmental Quality Act in that the project includes alteration of an existing
water facility.
FISCAL IMPACT
This project was not included in the Fiscal Year 2014 -15 Budget as settlement
negotiations were ongoing at the time of budget development. On July 1, 2014, the City
Council appropriated $66,315 from the Water Fund for this project. The total cost to
complete the construction of the Canyon Reservoir Slope Stabilization Project, including
all necessary change orders is $72,095, which will require an additional appropriation of

$5,780 to be made from the Water Fund. Sufficient fund balance exists in the Water
Fund to cover the costs of this project.
RECOMMENDATION
It is recommended that the City Council accept all work performed by Southwest
General Engineering, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to the retention of $3,604.75 and
authorize an additional appropriation of $5,780 from the Water Fund.
