SUBJECT: CONTRACT WITH GENERAL PUMP COMPANY FOR INSPECTION
AND REHABILITATION OF THE ST. JOSEPH WELL 2 IN AN AMOUNT
NOT TO EXCEED $144,280
Recommendation: Approve
SUMMARY
The Public Works Services Department's ( "PWSD ") water well management program
provides preventative maintenance to the City's water supply wells. The City has 15
active wells that are video - inspected and rehabilitated once every 7 to 10 years to
maintain well performance and water quality. As such, inspection and rehabilitation of
St. Joseph Well 2 is recommended for Fiscal Year 2014 -15. To ensure the City is
receiving the most competitive prices and quality service for this work, a formal bid was
conducted and General Pump Company submitted the lowest responsive bid.
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with General Pump Company for inspection and rehabilitation of the
St. Joseph Well 2 in the amount not to exceed $144,280.
BACKGROUND
The City operates and maintains 15 groundwater wells, which produce an average of
16,500 acre -feet, or 5.4 billion gallons, of water to Arcadia customers each year.
Regular inspection and maintenance of the City wells is crucial to ensuring that the
wells are operating at maximum production capacity and efficiency.
The American Water Works Association ( "AWWA ") is a nonprofit organization that
develops and publishes standards for the proper treatment, transportation, and storage
of drinking water supplies. The AWWA Standards for Water Supply Wells recommend
performing preventative maintenance every 7 to 10 years. This includes removing the
well pump assembly, video inspecting the pump casing, and performing a

comprehensive inspection of the well pump assembly and components. PWSD has
developed a well inspection and rehabilitation program that follows these guidelines.
Each year, one to two wells are selected for preventative maintenance based on the
date of the last inspection, maintenance records, and the current well efficiency.
Preventative maintenance performed on the City's water supply wells protects against
higher emergency repair costs and avoids the need to supplement lost water supply
with more expensive Metropolitan Water District water.
DISCUSSION
The St. Joseph Well 2 is scheduled to be pulled, video inspected, and rehabilitated this
year (see attached Project Location Map). The St. Joseph Well 2 was drilled in 2000
and the last time preventative maintenance was performed was 2007. Since that time,
the overall efficiency of the well has declined by about 10% due to wear on the pump
assembly and buildup of scale on the well casing. Performing preventative
maintenance on the St. Joseph Well 2 will improve well efficiency, production capacity,
and protect against an unplanned outage.
A Notice Inviting Bids was published in the City's adjudicated newspaper and bid
packages were distributed to contractors that perform this type of work. The City Clerk
received three sealed bids on October 7, 2014, with the following result:

Bid documents were carefully reviewed for content and the contractor' backgrounds and
recent projects were investigated. It was determined that General Pump Company
submitted the lowest responsive bid and has satisfactorily performed preventative
maintenance on City wells in the past. Reference checks resulted in positive comments
regarding General Pump Company's competence and performance in completing
projects of similar size and scope.
ENVIRONMENTAL ANALYSIS
This well inspection and rehabilitation project is considered a Class 1 exemption as
defined in Section 15301(b) of the California Environmental Quality Act since the project
consists of the maintenance of existing public facility providing public utility service.

FISCAL IMPACT
The bid amount is $144,240 and will include a 10% contingency per City standards.
Funds in the amount of $200,000 have been budgeted in the Capital Improvement
Water Fund for annual well inspection and rehabilitation work.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with General Pump Company for inspection and rehabilitation of the
St. Joseph Well 2 in an amount not to exceed $144,280.
