Tuesday, October 28, 2014
CALL TO ORDER — Chairman Falzone called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.
PLEDGE OF ALLEGIANCE
ROLL CALL
PRESENT: Commissioners Baerg, Chan, Chiao, and Falzone
ABSENT: Commissioner Lin
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to
excuse Commissioner Lin from the meeting. With no objection, the motion was
approved.
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
None
PUBLIC COMMENTS
None.
PUBLIC HEARINGS
1. Approval of Modification Application No. MP 14-10 and Single-Family
Architectural Design Review No. SFADR 14-35 with a Categorical Exemption
per the California Environmental Quality Act (CEQA) for a new two-story,
Mediterranean-style residence and attached three-car garage at 200 W.
Pamela Rd.:
Applicant: PDS Studio, Inc.
Recommendation: Conditionally approve
Mr. Kasama briefly introduced the item.
Associate Planner Tim Schwehr presented the staff report.
Chairman Falzone opened the public hearing and asked if anyone would like to speak
in favor of this item. Philip Chan, the applicant, spoke in favor of the project.
Chairman Falzone asked if anyone would like to speak in opposition to this item.
There were none.

MOTION
It was moved by Commissioner Chan, seconded by Commissioner Chiao, to close the
public hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Baerg, seconded by Commissioner Chiao to approve
Modification Application No. MP 14-10 and Single-Family Architectural Design Review
No. SFADR 14-35 subject to the findings and conditions in the staff report.

3. Minutes of the October 14, 2014, Regular Meeting of the Planning
Commission
Recommendation: Approve
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to find that
the proposed quitclaim of dedication and easement south of 2232 Holly Avenue is
consistent with the General Plan and to recommend approval to the City Council and
to approve the minutes as presented.

MATTERS FROM COUNCIL LIAISON
Nothing to report.

FROM PLANNING COMMISSIONERS
Commissioner Chiao reported on the activities of the Ad Hoc Committee on the Zoning Code
and Subdivision Code Update. He and Councilman Tay and Commissioner Falzone are
members of the Committee. He said that among the topics they discussed was the use of
artificial turf, development of single-family homes and regulations in the R-3 and R-3-R
zones.
Commissioner Chiao also asked if the City could provide a service to return trash cans to
rear yards once the trash has been picked up. Mr. Kasama explained that Waste
Management might provide this service at no charge for handicapped residents. He further
explained that Code Services is responsible for following up on this issue. Commissioner
Chiao suggested that the service be provided at a price as an option for all residents.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Chan reported that one item was approved by the Modification Committee,
subject to review by the Planning Commission, and he noted that the Committee had some
concerns about the architectural feature on the ground floor. Mr. Kasama said that the item
will probably be on the Planning Commission's November 25 agenda.
MATTERS FROM STAFF INCLUDING UPCOMING AGENDA ITEMS
Mr. Kasama asked if any of the Commissioners were not going to be available during the
holidays. Commissioner Chan said that he will not be able to attend the November 25
meeting.
Mr. Kasama explained that the next Planning Commission meeting will be held on
Wednesday, November 12, because the 11th is Veteran's Day.
Councilman Chan asked if the issue of fingerprinting and background checks for employees
at tutoring centers was under consideration. Mr. Kasama said that the Police Department is
looking into it.
Mr. Kasama said that at this point, there are seven items on the agenda for the next meeting.
ADJOURNMENT
Chairman Falzone adjourned this meeting at 7:20 p.m. to Wednesday, November 12, 2014,
at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
